SUBJECT: 1995 Goals and Objectives Process
At our conference on Monday evening, January 31, 1994, I would like to discuss
the goals for the upcoming year. Since you seem to prefer a non-structured
process similar to last year's goal setting session, I have opted to use the same
process for 1995. I would like to suggest, however, that you consider the
following topics for discussion:
1. A brief review of the threats and opportunities that we see in the local
government environment. What has changed or is changing? How do the
changes that we are seeing impact local government?
2. To what extent do the goals we have established for 1994 address the
perceived threats and opportunities we are projecting for 1995?
3. To what extent does the full Council concur with the thoughts and
directions that have emerged from each of my meetings with individual
Council members?
4. To what extent should we amend 1994 goals as we prepare for 1995?
I would like to suggest that we have several staff members present to assist us.
I have invited John Flora, Barbara Dacy, Dave Sallman, and Jack Kirk to be with
us. Other staff members have also been invited to attend. At this point, I am not
sure how long the goal setting session will last. It may take one-half hour to
forty-five minutes, or we may become involved with lengthy discussions.
I think this is a good opportunity and important process. I look forward to
meeting with you on Monday evening.
