IRESOLUTION NO. 29 - 1995
RESOLUTION REGARDING REGIONAL SENIOR CITIZENS CENTER
PROJECT
WHEREAS, the City of Fridley has a Senior Center in operation that has outgrown
its current space; and
WHEREAS, the City of Fridley undertook a study in 1990 of the needs and the cost
of a Senior Center for Fridley citizens; and
WHEREAS, the City of Fridley firmly believes in the concept of cities and other
units of government sharing services and space where practical; and
WHEREAS, the city councils of New Brighton, Mounds View, Spring Lake Park, and
Fridley met in joint session on July 10, 1991; and
WHEREAS, the four cities determined that a Regional Senior Citizens Center for
the four cities was worth exploring; and
WHEREAS, the City Council of Fridley passed a resolution on August 12, 1991,
stating its interest in pursuing a Regional Senior Citizens Center and creating
a Regional Senior Citizens Center Task Force; and
' WHEREAS, the City of Fridley appointed members and furnished staff to the
Regional Senior Citizens Center Task Force; and
WHEREAS, the City of Fridley passed a resolution on June 7, 1993, which
indicated its interest in continuing to explore the regional senior center
concept, but that if location, governance issues, funding issues and other such
factors were not resolved within twelve (12) months from the date this
resolution was passed, the City of Fridley could declare the resolution null and
void.
WHEREAS, the four cities chose a site on Anoka County Park land as the site of
first choice: and
WHEREAS, the Metropolitan Council rejected the use of this site for a Senior
Center; and
WHEREAS, on April 8, 1992, the Regional Senior Citizens Center Task Force
approved the Rice Creek Plaza as the site of second choice; and
WHEREAS, the Community Development Department of the City of New Brighton has
been attempting to work with a developer for the acquisition of the site; and
WHEREAS, the senior citizens of Fridley and the Fridley City Council are anxious
to have a facility up and running; and
I WHEREAS, it does not appear that the Rice Creek Plaza site will be available in
the immediate future:

NOW, THEREFORE BE IT RESOLVED, that the City of Fridley wishes to inform the
Cities of New Brighton, Mounds View, and Spring Lake Park that the City of
Fridley herewith withdraws its support of the Regional Senior Citizens Center
Project.
BE IT FURTHER RESOLVED, that the City of Fridley wishes to encourage the
exploration of future opportunities for the sharing of services and facilities
with the other three cities.
BE IT FURTHER RESOLVED, that the staff of the City of Fridley is hereby directed
to immediately explore the space requirements and other factors necessary to
construct a facility either in conjunction with one or more of the school
districts, or without the aid of the school districts.
