RESOLUTION CERTIFYING THE FINAL TAX LEVY
FOR 2000 TO THE COUNTY OF ANOKA
DECEMBER 16, 1999
The attached resolution provides for the fmal certification of the 2000 tax levy to
Anoka County for collection.
This resolution was tabled at the December 13, 1999 City Council meeting. Please
present the resolution to Council on December 20, 1999 for their approval. Note that
per the "Truth in Taxation Checklist", this final property tax levy must be adopted
prior to adopting the final budget.

A RESOLUTION CERTIFYING THE FINAL TAX LEVY
REQUIREMENTS FOR 2000 TO THE COUNTY OF ANOKA
WHEREAS, Chapter Seven, Section 7.02 of the Charter of the City of Fridley, grants the City
the power to raise money by taxation pursuant to the laws of the State of Minnesota; and
WHEREAS, Minnesota Statute Chapter 275, Section 07 requires the City to certify its tax levy
requirements to the County Auditor;
NOW THEREFORE, BE IT RESOLVED, that the City of Fridley certify to the County Auditor
of the County of Anoka, State of Minnesota, the following tax levy to be levied in 1999 for the
year2000.

provides for the adoption of the 2000 City of Fridley Budget.
This resolution was tabled at the December 13, 1999 City Council Meeting. Please
present the resolution to Council on December 20, 1999 for their approval after they
have approved the fmal property tax levy.

A RESOLUTION ADOPTING THE FINAL BUDGET
FOR THE FISCAL YEAR 2000
WHEREAS, Chapter 7, Section 7.04 of the City Charter provides that the City Manager shall prepare an
annual budget; and
WHEREAS, the City Manager has prepared such document and the City Council has met several times
for the purpose of discussing the budget; and
WHEREAS, Chapter 275, Section 065 of Minnesota Statutes requires that the City shall hold a public
hearing to adopt a budget; and
WHEREAS, the City Council has held a public hearing and has concluded the budget as prepared is
appropriate;

CANVAS REPORT OF SPECIAL ELECTION — DECEMBER 14,1999
DECEMBER 16,1996
A special election was held on Tuesday, December 14, 1999, regazding the proposed franchise fees.
Attachment 1 is the Statement of Canvass of the election. State Law states that the City Council must
canvas the results within 7 days of the election. I have included the total number of ballots cast, the total
number of yes votes, no votes and blank votes, a true copy of the ballot, and the names of the election
judges as required.
There were a total number of 16,210 registered voters at 7:00 a.m. on election day and a total of 94 new
registrations for a total number of registered voters of 16,304. The voter turnout was 21% and the
margin of defeat was 83%.
Staff recommends a motion accepting and certifying the results of the election.

RESOLUTION PROVIDING FOR SEWER RATE DECREASES
WHEREAS, section 402.13 of the city code provides that the city council shall
have the authority to set sewer rates, and
whereas, the Metropolitan Council Environmental Services disposal charges
constitute the largest portion of the sewer Fund's expenditures and these same
fees have decreased by approximately 12 percent since 1995, and
whereas, based on the reductions of disposal cost, the rate reduction of 12%
is being passed through to the sanitary sewer utility customers.
NOW THEREFORE, BE IT RESOLVED, that the following sewer rate schedule shall be
effective with the first billing in 7anuary, 2000.
