Subject: Joint Meeting on May 1, 2000
Date: Apri119, 2000
I would like to suggest that we focus on the following survey items at our meeting on May 1. The
meeting will be held in Meeting Room 1, downstairs, and will begin at 6:00 p.m. We will serve
beverages and supper. The meeting should conclude by 8:30 or 9:00 p.m.
Here are the projected topics:
• The double gymnasium at the FCC (Question #30). To what extent is this a high priority and should
we be saving for it?
• Winter maintenance of bikeways and walkways (Question #20) To what extent should we be trading
winter ice maintenance and warming house operation for bikeway/walkway maintenance?
• Other Parks capital improvement priorities:
a. The Dunes (Question #35).
b. Community Park drainage improvements (Question #29).
c. Skate boarding and in-line skating facilities (Question # 31).
d. The 85t'' Avenue bikeway/walkway (Question #35).
e. Permanent warming houses at Madsen Park and Stevenson Elementary School (Question #35).
• Recreation program issues:
a. Elementary after school programs (Question #24). Should we continue them knowin.g that we
will not have $19,000 in grant money in 2001? Should we add support for busing of elementary
students home from these programs?
b. Expansion of senior programs (Question #25). Should we expand our part-time position to a full-
time position? Should we eliminate the senior transportation subsidy to help pay for the second
full-time senior position?

As we consider each issue, I would like to suggest that we use the following procedure:
• Hear a brief staff presentation regarding the justification for the survey question and the survey
results for the question.
• Proceed to discuss the issues in a manner that gives everyone an opportunity to express his or her
point of view on the issues without expectation that we will reach a conclusion.
• Summarize the extent to which we have consensus on each issue.
• Where there is lack of consensus, rank the issue as a priority for future discussion.
The object of the meeting is to have as much shared discussion of the issues as possible and to create as
much understanding as possible of both individual and group positions.

Parks and Recreation Commission conference meeting on Monday, May 1, 2000, to
review and discuss the following:

Said meeting will commence at 6:00 p.m. in Meeting Room 1(Lower Level) at the
Fridley Municipal Center, 6431 University Avenue N.E., Fridley, Minnesota.
Any and all persons desiring to be heard shall be given an opportunity at the above stated
time and place. Any questions related to this item may be referred to the City Manager's
Office at 572-3500.
Hearing impaired persons planning to attend who need an interpreter or other persons
