A RESOLUTION ORDERING PRELIMINARY PLANS, SPECIFICATIONS AND
FEASIBILITY REPORT OF STREET IMPROVEMENT PROJECT NO. ST. 2007 -03
WHEREAS, residents of the City of Fridley have expressed concern over the volume of railroad
locomotive horns being sounded within the City; and
WHEREAS, the City of Fridley desires to apply for and establish a Quiet Zone including two
railroad grade crossings as Osborne Road and 77th Avenue; and
WHEREAS, Resolution No. 2006 -52 authorized staff to proceed with the process of establishing a
quiet zone in the City of Fridley; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fridley as follows:
That it appears in the interests of the City and of the property owners affected that there be
constructed certain improvements to -wit:
Street improvements, including concrete median, signage, driveway realignment, and striping,
located as follows:
Osborne Road East River Road to 400' west of Main Street
77th Avenue NE East River Road to 500' west of Main Street
That the work involved in said improvements listed above shall hereafter be designated as:
STREET IMPROVEMENT PROJECT NO. ST 2007 -3
2. That the Public Works Director, City Hall, Fridley, MN, is hereby authorized and directed to
draw the preliminary plans and specifications and to tabulate the results of his estimates of the
costs of completion and all fees and expenses incurred (or to be incurred) in preliminary report
of his finding stating therein whether said improvements are feasible and whether they can best
be made as proposed, or in connection with some other improvements (and the estimated costs
as recommended), including also a description of the lands or area as may receive benefits there
from and as may be proposed to be assessed.
3. That said preliminary report of the Public Work Director shall be furnished to the City Council.
