Berm at Springbrook Nature Center
It appears that all components are coming together for the completion of the berm along
the north boundary of Springbrook Nature Center. We were notified by the Coon Creek
Watershed District that bids for a Watershed District project were opened on Wednesday
(May 2, 2012) and came in within their allocated budget level. If awarded by the
Watershed District board at their meeting on May 14, 9,600 cubic yards of material will be
made available to us for the Nature Center berm. The contractor for a Coon Creek
Watershed DistricYs pond project in Coon Rapids will be providing the material delivered
to Springbrook at no cost to the City of Fridley. It is our understanding that the delivery of
material could begin as soon as May 15 and the work would need to be completed by
June 30, 2012.
A local company, Park Construction, has agreed to do the heavy equipment earthwork on
the berm. Park Construction will be providing the equipment and operator as a donation
to the City of Fridley/Springbrook Nature Center SPRING project. The donation of the
earthwork and the free material for the berm are two huge cost saving items that will
allow us to complete this project at a very reasonable cost. We really appreciate the Park
Construction earthmoving donation and the assistance of the Coon Creek Watershed
District in obtaining the material for the berm.
There will be additional costs for various aspects of the berm project including the silt
fencing around the work site, top soil, erosion control material to cover the berm, the
irrigation system, wildflower/grasses seed mix, trees, shrubs and signage to inform the
public of the work. The estimate for these components of the project is just under
$38,000, including a ten percent project contingency.

The Springbrook Nature Center Foundation passed a motion by their Executive
Committee on May 10 agreeing to pay the costs for this additional work to allow the berm
project to proceed. The SNC Foundation has the financial resources in their account and
reserved for this berm project. Please see the attached letter from Springbrook Nature
Center Foundation Chair Malcolm Mitchell addressing this project. The City of Fridley
would purchase and pay for these items, with the SNC Foundation reimbursing the City.
Since there is a relatively small window of time for the work to be completed and the
hauling could begin as early as May 15, I would recommend that the City Council pass a
motion at the Special City Council meeting of May 14, 2012 approving the berm project at
Springbrook Nature Center as part of phase one of the overall SPRING project. Please
