AUTHORIZING EXECUTION OF A SOURCE WATER PROTECTION GRANT
AGREEMENT WITH THE MINNESOTA DEPARTMENT OF HEALTH FOR UNUSED
WELL SEALING IN THE CITIES OF FRH)LEY AND SPRING LAKE PARK
WHEREAS, the City of Fridley submitted its Wellhead Protection Plan Part 2 in December 2008, and
WHEREAS, the Minnesota Department of Health formally approved said Wellhead Protection Plan Part
2 on May 1, 2009, and
WHEREAS, one of the objectives of said Wellhead Protection Plan Part 2 is to cooperate with the
Minnesota Department of Health (MDH) Well Management Program to seal all abandoned wells within
the City of Fridley's Drinking Water Supply Management Area (DWSMA), and
WHEREAS, MDH has developed a Surface Water Protection Competitive Grant Program which may
assist in funding activities including proper sealing of abandoned privately -awned wells, and
WHEREAS, the Cities of Fridley and Spring Lake Park, whose DWSMAs mutually overlap one
anther's corporate boundaries, have determined that a cooperative program to seal abandoned privately -
awned wells would be mutually beneficial to bath cities, and
WHEREAS, the City of Fridley agreed to act as the lead agency and administer grant activities and
funding, and
WHEREAS, the Cities of Fridley and Spring Lake Park were awarded a Source Water Protection
Competitive Grant in the amount of $20,000 on October 3, 2012, and
WHEREAS, the City of Fridley will be required to execute the attached Grant Agreement on behalf of the
Cities of Fridley and Spring Lake Park,
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Manager are authorized to execute
Grant Agreement number 54002 between the City of Fridley and the Minnesota Department of Health
upon receipt of written power of attorney from the City of Spring Lake Park, and
BE IT FURTHER RESOLVED that upon execution of Grant Agreement number 54002 between the City
of Fridley and the Minnesota Department of Health, City of Fridley staff is authorized to implement this
program in cooperation with the City of Spring Lake Park.
