I'm reviewing both of these CPAs, here's on update on where they are at.
- City sent them to adjacent communities on Feb 9, and adjs have up to 60 days (April 10) to review and comment.
- We received the CPA on Mar 15, our 15 day completeness review ends on April 4. Unless you've heard from all the adj
communities before 4/4, we'll find the CPA incomplete on 4/4.
- If you have heard from all adj's please let me (and Patrick Boylan) know this, we'd then find the CPA complete.
- Met Council sent CPA to adj communities etc on March 20, adj communities etc have up to 30 days (by April 19)to
request a hearing (I don't anticipate any such requests)
What this all boils down to is that we anticipate waiving further review of both CPAs on or after April 19.

T'he Metropolitan Council received the 1475 and 1485 73`� Avenue Comprehensive Plan Amendment on
March 15, 2007. The amendment reguides 1 acre from Single Family to Multi Family land use, located at
1475 and 1485 73'� Avenue.
State statute requires local governmental units to submit proposed plan amendments to adjacent
governmental units and affected school dish-icts for review and comment at least 60 days prior to
submission to the Council. The information summary form indicates that the City distributed the
amendment to adjacent communities and school districts on February 9, 2007. 'The Council cannot begin
its formal review of the plan unti160 days after the time the City distributed the amendment to adjacent
jurisdictions and school districts. The Council is suspending its review of the amendment until April 14,
2007.
Statutes also require the Council to notify adjacent and potentially affected jurisdictions of having
received the amendment, and provide 30 days upon notificarion to request a hearing. The Council
notification was sent on March 20, 2007. The 30 day period expires on April 19, 2007.
Council staff anticipates administrative review of this amendment on or after April 19, 2007, if none of
the potentially affected adjacent jurisdicrions requests a hearing. If you have any questions please contact

The Metropolitan Council received the 1475 & 1485 73'� Avenue Comprehensive Plan Amendment on Mar�h
15, 2007. The amendment reguides 1 acre from Single Family to Multi-Family land use, located at 1475 and
1485 73'� Avenue. The purpose of the amendment is to reguide land use to allow multi-family residential use.
The City sent the amendment to adjacent jurisdictions on February 9, 2007, and Council review of the
amendment was suspended until April 10, 2007. In addition, per MN Statutes, the Council was required to
notify adjacent jurisdictions of having received the amendment and provide 30-days for the jurisdictions to
request a hearing. No requests were received; the 30-day notification period expired on April 19, 2007.
Council staff finds the amendment meets the Comprehensive Plan Amendment Administrative Review
Guidelines adopted by the Council on May 1 l, 2005. Therefore, further action on this review is waived and
the City may place this amendment-into effect. .,
