I�'NlBERS PRESENT: Minish, Drigans, Harju, Sondheimer, Wall OTHERS PRESENT: Clarence Belisle-Building Inspector MOTION by Sondheimer to approve the September 21, 1971 minutes as written. Seconded by Harju. Upon a voice vote, there being no nays, the motion carried unanimously. Chai�aan Minish stated there was no action to be taken by the Council on the September 21, 1971 Board item, as the item has been tabled. 1. A IZ�UEST FOR A VARIANCE OF SECTION 45.053, SUBDIVISION 4, PARA�GRAPH_D, SA, � MINNESOTA. Mr. Bailey was present to present the request. Mr. Bailey stated he did not have a survey of the property so he has used an approximate measurement for the variance. The reason he needs a variance is because there is an apple tree that would have to be remaved if he had to maintaia the 25 foot setback. He said this is a fairly large tree and he would hate to lose it. Mr. Bailey continued he is planning on building a detached garage and then converti�g his existing attached garage into a family room. Chairnaan Minish asked haw much time would be involved for building the proposed garage and comrerting the present garage. Mr. Bailey answered that he plans on starting the proposed garage this fall and then atarting the corrversion as soon as possible after completion of the garage. Mr. Belisle stated both building permits could be issued simultaaeously which ; would give Mr. Bailey one year to complete both projecta. Mr. Bailey stated he also asked for a variance to build a patio onto the back of his present garage. He did aot know how much of a variance he would need ae he did not.have a survey but according to his approximate measurement for ', the proposed garage, the patio would be closer than 17� feet to the street. Chairman Minish asked that a notice be sent out to the surrounding property owners on this variance which would state the patio would be jogged 6 inchea in from the south side of the dwelling instead of using an exact measurement. ' The question was brought up as to whether or aot a variance was needed to co=rvert the existing garage into living area as it is at the pres�nt time a ; non-confornning structure, beiag it is closer to the street than the 17� foot � requirement. Bailey added there is approximately 9 feet of land between his property line and the street blacktop. Mr. Bailey stated the new variances are to allow a 15'-0" by 12'-0" enclosed patio to be built behind the present existing garage and also to allow him to coirvert an existing 22'-0" by 13.7' garage into living area. Seconded by Councilman Kelshaw. The City Engineer said he wanted to point out the parking ratio is very low. For a three bedroom unit there are two parking spaces. For apartment buildings., with three bedrooms, 2� spaces are required. Viewcon is providing four parking spaces per unit. He questioned if 2 parking spaces would be adequate, and suggested perhaps 2�i should be required. Besides two cars, you have to con- sider that some people may have trailers, snowmobiles etc. As to the recreational facilities, he would like to see them extend thefroad and provide a parking lot to the south towards the park. Councilman Harris asked under the R-3 ordinance, what percentaqe of the structure has to be brick. The City Engineer replied 50�. Councilman Breider said,he understood there would be garages.
