Our department has been conducting a survey o� refuse hanctling practices
in your area of Fxidley. It was noted by this departmen-� that �t your address,
materials such as food containers, cans, bo�tles, paPer or foo3 wastes were
beiny stored in plastic baqs outside of a metal'refuse container. l+iaterials
such as these, even tliough p�.aced in a plastic bag, must also be stored in a
covered metal garkLage container (30 gallons or less in size). This is required
by Section 17.3.02 of the Fridley City Code, Waste Dispasalo
G9hei� pl.astic bags are pl,�ced outsi8e of a garbage can by themselvesr they
are prime targe�s for doqs, childr.�z�� rodents and the el,emen,ism Once the bags

Mr. Plemel �tated that if one neighbor objected, he wauld have some

the request as long as P�r. Mi11er uses his existing garage as a hobby
shop and not as a f,orm of employmen� or for comme�rcial purpos�s. Also
it should be covered with the same material as his house.

Council, to grant the variance in this case from 67' to 31 fez� to
al]ow construction of an addition to garage and a breezeway, �rith.�
the stipulation that the garage be o-F the•same material as that.of
�the house and to have it blend in as t,�ell as possible. Chairman
Drigans specified �hat it is the requiremen� of the City Code to have
the driveway hard-surfaced. ..

ordinance requires threz stalls, which wou7� diminish space for tenants
and arould cause an increase in rentals. Rlso, this t�tould elimittate
the tenants park7ng on the street. IF we conform to your requirements,
`we have to stay a71 the way back and b4 on7y five feet from the house,
thus furth�r disrupt���g the backyard area. By setting the garages
back 20 1/2 feet, «e increase the bacRyard area and also a17ow far a
sidewalk should the city decide one is needed..
Mr. Preme] asked what tvas bei�ind these bunga7o�vs. A P�obile Homes
Court. Mr. Johnsan siated tha� ifi they were permitted to construct 2 1/2
car garages (22 x 22'), w9�h separa�e stal1s, they cou1d r�duce the
cost difference. The cast of each garage wi77 run about �3,000. The
project arould rUn them about $50,0�0 or_�60,000. He said there were
many nice homes across the street. � �
There was discussion about the blacktop. Prtr. Johnson siated tha�
this was to provide additional off-street parking and was part of��the
clean-up and landscaping of the t��hole back yard..
A Mr. Donald Sjurseth of 7�40 Able Sireet stated that he and several
� .other members were �here because the public hearing notice said some-
�� thing.about a front yard setback. This caused them to think that the
gar�ge$�.�ere going to be built in the frant yard. He said that they now
�� , understand that because of the �tAro streets both the front and the back
�� yard have to be considered as iront yards. With this explanation, they
., had no other objections.
Mr. Ra7ph Klingl of 7304 Able Street N.E., stated that he had o�e af
the better homes there a�d anything they could do to improve th�
si tuati on, he 4voul�d b� al l for i t and for the nei ghborhood. t�le hope
this v�i17 bring in a better cliental into ��h� neigh�orhood. He also
noticed much improvement ti�rithin the 7ast few months. � '
Chairman prigans asked if there were any ather questions. There were

. to be quite adequate and cei°tainly an improvement. The staff was mainly

construct the addition that would make the dwelling an "L" shape rambler. She �

existing home. Mr. Ptiller said there is only 40 feet in the back at the present
time. He said there would be-room for only one driveway unless the existing garage'

Miller until the July 7, 1975 meeting of the Council. Seconded by Councilman Fitzpatrick.
Mayor N�e said as it apprears to him, there had not been any objections to the cons�
struction from the neighborhoad. He explained that he would not support this in �
his area and questioned if some agreement should not be obiained in writting from the
abutt9ng property vwners.

The City of Fridley has established a City Code for the purpose of
promoting a pleasant and attractive suburban environment. A recent
inspection of the property at 7313-15 Able Street N. E. revealed
that not all Code requirements are presently being met. Listed
below is an item which does not comply with the City Code:
1. Fridley City Code requires that all vehicles must be currently
licensed/street operable and kept on a hardsurface parking
area if they are stored outside. I observed a vehicle
(262GEF)located on the property which does not fully meet
these requirements.
Your prompt attention in correcting this situation would greatly
assist us in helping make Fridley a better place to live. An

On January 9, 1995 a second inspection of the property at 7313-15
Able Street N.E. confirmed that the following item still does not
comply with City Code:
1. Fridley City Code requires that ail vehicles must be currently
licensed/street operable and kept on a hardsurface parking
area if stored outside. I observed two vehicles (262GEF and a
blue van), located on the property which do not fully meet
these requirements.
A final inspection to determine compliance will be conducted on or
about January 30, 1995. You should arrange to complete an approved
plan for compliance before that date. Should this inspection
confirm that this deficiency still exists, legal action will be
approved. If corrective�action cannot be completed by this time,
contact me to coordinate a schedule to complete this requirement.
