5eation 2. 7.'he Inspector of Buildin�s shall, before iseuiug any permit for
�he ereceion of any bulldin� or structure, or for any addition ta any exist-
iag building or structure, or fer any alterations or repaite to any e�is�ing
bu3lding or stcructure, upon application therefor, require the gaymen� by the
applican�t £or such permit of feas to the amount herain beiow aet forth and
in the manner herein provifled to-wit:
2.1. For any auch permit for �he erection o.i auq fire-proof building, othes
than a garage� warehouse, factoi�'y or grain elevator, or for the erection of
any fire-proof addition, for simflar accupaacy, to any exiating buildin�
shall be at the rate of $1.40 for each one thousand cubic feet, or fractio�
thereof, in such cubical contents.
2.2. For any such permit fos the erection of any fire-proof garage, warehouse,
f�ctory or grain elevator, or fQr the erectioa o€ any fire-proof edditioa,
for similar occup�ncy, to any existin� buildiag ehall be at the rate of $1.25
for each one thousand cubic feet� clasaified as °1firegroof" by Section 502 of
the Minneapolie Buildiag Ccde.

Mr. Premel asked what was behind these bunga7aws. A P4obile Homes
Court. Mr. Johnson stated that 7f they were permiited to construct 2 1/2
car garages (22 x 22'), with separate stalls, they c.ould reduce the
cost d�fference. The co'st of each garage will run about �3,000. The
project ���ou7d run them abou� $50,0�0 ar �60,000. He said there were
many.nice homes across the street. � � . �
There was discussion about the blacktop. P�r. Johnson stated tha�
this was �o provide additional off-street parking and was part of the
clean-up and landscaping of the uhole ba�k yard... .
A Mr. Donald Sjurseth of 7440 Able Street stated that he and several
other members �r�ere there because the pu67�ic hearing notice said some-
thing about a front yard setback. �This caused them to think that the
garayes�.�lere going to be built i�� the front yard. He said that they now
understand that because of the tti�ra stree�s both the front and the back
yard have to be considered,as iront yards. With this explanation, they
had no other objections. '
Mr. Ralph Klingl of 7304 Able Street N.E., stated that he had one of
the better homes there a�d anything they could do to improve �h�
situation, he �voul�d be all for it and for the ne7gi�borhood. l�le hop�
this v�i17 bring in a better cliental into -the neigh�orhood. He also
noticed much improvement �vithin the last feti�r months.
Chairman Drigans asked if there were any other questions. There were
none. He.then asked P4r. Mattson if th� staff'had anything further to
add. Nir. hlatison stated that the pl ans P�tr. Johnson has descri bed seemed
to be quite adequate and cer�ainly an improvement. The staff was mainly
concerned about upgrading the landscaping. 1Jhat f�r. Johnson has

Councilman Breider asked if there was a hequest for fencing between the garages.

1. How many rental units. in City? The City has approximately 366 rentals--
duplexes or larger. �
2. What is license charge for these units? One rental unit =$10, 2 units =.
$20, 3 to 7 units =$30, 8 to 12 units =$40, over 12 =$4Q plus $1050 per
unit over 72. �
3. How many to we physically inspect per year? Appraximately 175. Emphasis
is directed toward those units which have 3 or more units, The Fire Depart-
ment separately inspects the larger unit 6uildings in the public areas for
fire safetye
4. What does the license fee go for? The fees are used to cover the cost of
licensing and inspection of the properties. Included in this is the require-
ment to inspect and respond to complaints and requests of apartment renters
and owners.
5o Request copy of the license policy. City Ordinance #673 which established
Chapter 220: Residential Maintenance Code is attached.
6. A copy of procedure for following this policyv The procedures are outlined
in the Ordinanceo As a matter of action, we concentrate on the larger unit
buildings and the complaints received. We had not emphasized duplex type units
until this past fall, when the City Council directed we obtain zoning compliance
for hard-surfaced driveways. At that time, we inspected and submitted letters
to all duplexes which were not in compliance, and requested action prior to
September 1981 relicensing. At that time, all these properties will be re-
inspected for driveway paving.
7o Why was licensing put into effect? With the increased number of rental
units, tlte City desired to establish a procedure to ensure the health, safety
and welfare of renters.
8o Why has the City screwed up two years in a row? Prior to this year, the
licensing renewal was accomplished by the.Fire Departmento ThTS year, we have
three separate activities involved in the licensing process: Fire Depart-
ment--licensing; Cashier--fee receipt; Code Enforcement--inspectiono Th9s
procedure involves a considerable amount of delay in information and data re-
cArding� We will look into the manners of streamlining these procedures the
early par� of next yearo It is anticipated �hat we will be able to consoli-
date the activities necessary fiQr licensing for g�ater efficiency and data.

I am unaware of this situation occurring last year. Currently, Code
Enforcement has received a list of those properties which have not re-
newed their li�censes. In the process of confirming this�list, we
have been calling the property owners to remind them of the requirement
to submit their fees and update our records, as necessary. Mrs. Kloiber

Oear Mrs. Kloiber:
I have been requested by Councilwoman Moses to respond to the questions
you have raised in regard to the City policies and procedures effec�ing
rental properties.
The City of Frid7ey has approximately 366 rental properties of a duplex
or larger size. In aecordance with City Ordinance No. 6Z3, these proper-
ties are inspected to ensure the health, safety and welfare of the occu-
pants are maintained a� an acceptable level. ' �
The rental properties are inspected by both the City Fire and Code Enforce-
ment Departments, with emphasis directed to the larger unitso The Fire
Department concentrates on the -Fire safety of the common and:public ar�as �
of the rental properties. Code Enforcement reviews the health, safety and
welfare of the structure, Since 1978, when the Ordinance was established,
we have concentrated aur efforts on the three or iarger unit rental proper-
ties. °Our initial inspections found many deficiencies which required nu-
t�erous�follow-up actions and re-inspections. Que to th�s situation, it re-
quired two yearS to complete the initial inspection of these properties.
We are now starting our s�cond cycle and finding substantial improvement.
This`last fall, with limited time available, we started to inspect duplex
properties. Our initiai emphasis has been placed on the exterior of the
buildings for Zoning Code compliance. .
The fee structure established with the Ordinance is as foliows: l�unit =
$1Q, 2 units =$20, 3-7 units =$30, 8-12 units =$40, over 12 units =
$40 plus �1.50 per unit over 12. These charges are used to defray the ad-
ministrative costs associated with the processing of the rental licenseso
While we do have a procedure for inspecting rental properties, a primary
method for abtaining information and action is thraugh the residents' com-
plaint process. This method requires the response to the complaint by in-
vestigation of the accusation and initiation of corrective action, if re-
quired. Accordingiy, this process takes a considerable amount of effort
and time, but does complement our rental property inspection program.
We are attempting to inspect all rental properties in the City during 1981.
It is hoped that the past two years' effort with the larger units wi1T now

separate departme�ts: Fire Department--licensing, Cashie,r--fee receipts,
Code Enforcement--inspection: Because of this segregation of r�sponsi-
bility, we were.attempting to consolidate information so that we can es-
tablish a schedule for this year, In this process, you were called to
determin� �f tMe license fee had been paid. I am sorry that we incan- �
venfenced you with this call, but this action has served tb initiate an
investigation of our internal procedures in order to s�Creamline and main-�
tain up-to-�iate data. This is an area in which we wi�i devote cons3derab]e
effort in order to prevent another recurrence of the embarassing phone ��

Dear Ms. Lepak:
A mechanical permit was issued on March 15, 2(�1 to install a fiu�ace at your address.
According to the 1991 Uniform Mechanical Code a final inspection shall be conducted on
the work authorized by this gernut. As of this date the inspection has not been requested.
The �rmit fee that was paid covers the inspection to make. sure the work was completed
according to the Codes. We will keep your pernut open for another 30 days and if we do
not hear from you within this time to set up the inspection, we will mark the pern�it "no
inspe�tion called for by homeowner after notification" and take no fiuther action.
