asea of Fridley. It was noted by this.department that at this address, mateacials such
as food cantai.ners, cans, bottles, paper, or foal wastes were being stored ia plastic
bags outside of a metal refuse conta3ner. Materia�.s such as these, even though placed
in a plastic bag, must also.be stored in a covexed metal gar}aage container (30 gallons
or less in size�. This is required by Chapter 113.a2 of the.Fridley City Code (.Waste
Disposal). � �
When plastic bags are placed outside of a garbage can�by themselves, �ey are
prime�targets for dogs� children, r.odents, and the.elements. Once the bags ase torn
or blown open, materials are free to blow.about, creating�a nuisance for�adjaining
property ownexs and the City. Materials once out af the bag, attraat i.nsectsr rats,
and other rodents and provide them with an excellent source of food. This p�ovides
for their greater propagation and makes their contxol impos�ib].e. �
We ask for your cooperati.on'in correcting this matter and complying with the City
Code by storing your pZastic bags a.n an approved, covered metal garbage container.
(Only grass clippi.ngs, leaves, and similar meterials ma.y be stored.in plastic bags and

It was confirmed by an on site inspection on Apri.l 15, 1975 that pour
residence was in violation of Section 113 of the Fridley City Code,
Waste Di.sposal.
Said inspection found garbage and refuse ].ittering�the ground adjacent
to your refuse area. Section 113.02 of the City Code requires that
all garbage and refuse be stored inside 30 gallon metal containers
with the lid in place. Furthernnore, Secfia.on 113.05 requires that all
garbage'and refuse be remoeed from the premises and disposed of in a
sanitary manner at least once a week.
Therefore, the City must require you to clean and mainta.in your
property free of all garbage and refuse found deposited there and
provide and mai.ntain enough approved reiuse containers, w:ith lids, to
store all garbage and refuse generated between weekly piak-ups. A
reinspection will be conducted on or about ten (10? days from�the date
of this letter to detP�+*�„e compliance. We are confident in your

Our department has been conducting a survey af refuse h.andling practices
in your area of Fridley. It wa.s noted by this departmen� that at your address,
materials such as food containers, cans, bottles, paper or faod wastes were
being stored in plastic bags outside of a m�tal'refuse container. Materials
such as thes4, even �hough placed in a plastia ba.g, must also be stored in a
covered metal garbage container (30 gallor.s or les� in_size). This is �:equired
by Section 113.02 of the F'ridley City Code, Waste Disposal.
��lhen plastic ba.gs are placed outside of a garbage. can by themselvesP th�y
are grime targets for dogs, chi.ldren, rodents and the �lements. Once the bags
are torn or blown open, uiaterials are free to blow about, creating a nuisance�
�or adjozning property owners and the City. Materials once out o� the baq
a�.trac� 3.nsects, rats and other rodents and prova.de them with an excellent
source of fcod. This provides for their greater propagation and makes t:heir
control impossible.

Mr. Preme1 asked what was behind these bunga7otivs. A P9obi�le Homes
Court. Mr. Johnson stated that if they t,�ere permitted to construct 2 1/2
car garages (22 x 22'), with separate stal7s, they cou1d reduce the
cost difference. The cast of each garage wi17 run about �3,000. The
project t��ou7d run them about $50,0�0 ar �60,000. He said there were
many.nice homes across the sireet. • � .
There vras discussion about the b]acktop. ��r. Johnson siated thai
this was �o provide additional off-street parking an�d was part of�the
clean-up and landscapit�g of the t��hole baek yard. .
A Mr. Donald Sjurseth of 7440 Able Street stated thai he and sev�ral
other members were �there because the publ�ic� hearing notice said sorr,e-
thing about a front yard setback. This caused them to think that the
gar�gesti.�ere going to be built in the front yard. Ne said that they now
understa��d that because of the two stree�s bo�h the front and the back
yard have to be considered as �ront yards. With this exp1anation, they
had no other objeciions. '
Mr. Ralph Klingl of 7304 Able Street N.E., stated that he had o�e of
the better homes there and anything they could do to improve the
situation, he Gvou7�d be al] for it a��d for the r�eighborhood. ti�le hop�
this v�ill bring in a better cliental into ��h� neighborhood. He also
noticed much improvement ��ritl�in the ]ast few months.
Chairman Drigans asked if there were any other questions. There were
none. Ne.then asked P�r. Plattson if the staff'had anything further to
add. h1r. hlattson stated that the plans t-ir. Johnson has described seemed
to be quite adequate ar�d certainly an improvement. The staff was mainly
conccrned aUout upgrading the la�dscaping. S�hat f�r. Johnson has
proposed seems quite adequate. . �

Mrs. Marlen Miller explained the home to be a rambler and they were planning to
cortstruct the addition that would make the dwelling an "L" shape rambler. She �
' explained that this would be the only way that a double garage could be constructed
. on�the property. She further co�nented that the area property owners had no objections
ta the reqaesfi. • .
. Mayor Nee asked if the applicants could place the construction in the back of the
existing home. Mr. Pliller said there is dnly 40 feet in the back at the present
time. He s a9d there would be�room for only one drive��ray unless the existing garage
would be removed. . •

Mayor P!ee said as it apprears to him, there had nat been any ob3ections to the cons=
structiun from the neighborhood. He explained that he would not support this in
his area and questioned if some agreement should not be abtained in writting from the
abutting property owners. .

Councilman Breider asked if there was a'request for fencing between the garages.
The representative explaiped ttat he would ga along with the three foot setback. We
explained there tvas some concern that trash would gather in between the two cons-

Councilman Breider said he believed the construction of the garages'would make a real',
difference to the area. Councilman Breider suggested checking of the area to insu,re .
that there is no garbage in between the garages. .

and approve the request for the variances as requested by Portfolio Realty. Seconded

department must require you to provide two, three or as many metal garbage cans
as may be needed to store your gaxbage and refuse inside between pick-ups.

Said inspection determined that various amounts of garbage, paper and other

Subsequently, this department must require that you clean and maintain the

detractant to the neighborhood.

The City of Fridley has established a City Code for the purpose of
promoting a pleasant and attractive suburban environment. A recent
inspection of the property at 7365-67 Able Street N. E. revealed
that not all Code requirements are presently being met. Listed
below is an item which does not comply with the City Code:
1. Fridley City Code requires that all vehicles must be currently
licensed/street operable and kept on a hardsurface parking
area if they are stored outside. I observed a vehicle
(RDS5218)located on the property which does not fully meet
these requirements.
Your prompt attention in correcting this situation would greatly
assist us in helping make Fridley a better place to live. An
