When plastic bags are placed outside of a garbage can by themselves, they
are prime targets far dogsr chaldren, xodents and the elements. Once tha bag�
are torn o•r blown open, materi.als are free to blaw about, crea.ting a nuisance

attrac� insects, rats and ather rodents and provide them with an excei7.en�

An inspectian on June 11,� 1974 found no plastia bags af garbage, but di.d
determi.rze that various amounts of gar}aage, paper and other assorted re�use
littered.the ground adjacent to your.refuse containe�.
Subsequently� this department must zeq�aire that you clean and maintain

Our departnlent has been conducting a survey of refuse handling practiaes
in your area of Fridley. It was nated by this depaxtment that at your address,
materials such as food containers, cans, bottles, pap�r or food wastes were
being stored. in plastic bags outside of a metal refuse container. Ma.terials
such as these, even though placed i.n a plastic bag, must also }ae stored in a
covered metal garba.ge contai.ner (30 gallons or less in size). This is required
by Section 113.02 of the Fridley City Code, Waste Dispasal. Therefore, this
department must require you to pxovide two, three or as many metal qarbage cans
as may be needed to store your qarbaqe and refuse inside between pick-ups.

Our depaxtment has been conducting a survey of refuse handling practices
in your area of Fridley. It was noted by this department that at your address,
materials such as food containers, cans, bottles, paper ar food wastes were
being stored in plastic ba.gs outside of a metal refuse cantainer. Ma.terials
such as these, even though placed in a plastic bag, must also be stored�in a
covered metal gaxbage container (30 gallons ar less in sizeJ. This is required
by Section 113.02 of the Fridley City Code, Waste Disposal. Furthermore, this
i.nspection determi.ned that various amounts of garbaqe, paper and other assorted
refuse littered the ground adjacent to your refuse container.
When plastic bags are placed outside of a garbage can by themselves, they
are prime targets for dogs, children, rodents and the elements. Once the bags
are torn or blown open, materials are free ta blow abaut, creating a nuisance
for adjoining property owners and the City. Materials once out of the bag
attract i.nsects, rats and other rodents and provide them with an excellent
source of food. This provides for their greater propagation and makes their
control i.mpossible.
Subsequently, this department m�xst request your cooperation in correcting
this matter and complying with the City Code by storing your plastic bags in an
approved covered metal garbage container. (Onlg grass cli.ppings, leaves, and
si.milar materials may be stored in plastic bags and be placed along side of tlie
container). Also we will require that you clean and maintain the ground adjacer�t
to your garbage container free of all wastes found deposited there. This must be
accomplished on or before ten (10) days from the date of this letter at which
time a rei.nspection should find all matters taken care of.

Court. Mr. Johnson stated that �f they tvere permitted to construci 2 lj2
car gar�ges (22 x 22'), with separate stalls, they cou1d reduce the
cost difference. The cost of each garage wi17 run abou� �3,OOD. 7he
project 4�tou]d run them about �50,0�0 ar.�b0,000. He said there were
many nice homes across the street. �� . �

thing.about a front yard setback. This caused them to think that the
gar�yesy�ere going to be built in the front yard. He said that they now

yard have to be considered as �ront yards. With this explanation, they
had no other objections.
Mr. Ralph Klingl of 7304 Able Street N.E., stated that he had one afi
the better homes there a�d anything tl�ey could do to improve th�
situation, he �voul�d be all for it and for the neighborhood. �L41e hope
this ��i17 bring in a better cliental into ��f�e neigh�orhaod. He also
noticed much improvement tvithin the last few months.
Chairman prigans asked if there 4vere any ather questions. There were
none. i�e then asked P�Ir. P�attson if the staff' had anything further to
add. Mr. hlattson stated that the pl ans t�tr. Jo}anson has descri bed seemed
to be quite adequate and certainly an improvement. The siaff was mainly

explained that this would be.the anly viay that a double garage could be canstructed

Mayor P�ee asked if the applicants could place the construction in the back of the ._
existing home. Mr. hfiller said there is only 40 feet in the back at the pr�esent

Cvuncilman Breider asked if there was a'request for fencing between the garages.
The representative expiait�ed ttat he aro�ld go along with the three foot setback. t?e
explained there �ras some concern that trash would gath2r in between the two cons-
tructions. �

�BUILDING PERMIT FEE SCHEllULE
SECTION 2. The Tnspector of Buildi.ngs shall, before issuing permits for the
erection of any building or structure, or for any addition to any existing
building or structure, or for any alteration or repairs eo any existing
building or structure, upon application therefore, require the payment by the
applicant for such permit of fees to the amount herein below set forth and i.n
the manner herein provided to-wit:
UNtFORM BUILDING CODE: Type 1, 2& 4-$2.15 for each one thousand cubic
feet, or fraction thereof, in such cubical contents. Type 3& 5-$1.85 for
each one Chousand cubic feet. "
ADDITIONAL INFORMATION
For the purpose of computing fees for building permits, the cubical contents
pf any building or addition, is determined by multiplying the ground area
covexed fxom a point six (6) inches below the floor li,ne of the basement
ox the cellar to the average heights of the upper suxface or fio the average:�
height of the roof surface of the main gable of a pitched roof.
For repairs or alterations to an exis�ing structure, the fee sha11 be at the
rate of $3.00 per each five hundred dollars ($500.00) or fraction thereof in
the cost of all proposed work.
In no case shall the fee charged for any permit as set forth in Sect3.on 2 be
less than $5.00.
VERIFICATION OF FOUNDATION
NOTE: Permits for construction �oill be issued a minimum of 24 hours from the
time of application, to allow for proper review of the pxoposed stru.cture and
of the construction site.
A Certified Survey of the lot, showing the location of the foundation, once 3.t
l�as been constructed, will be required befoxe proceedin� with the framing.
CERTIFICATE OF OCCUPANCY
Application fox a Certificate of Occupancy shall be made ten (10) days priox
to the use or occupancy of any structure for which a building permit has been
issued; and said strucCure shall not be used ox occupied until a Certificate
of Occupancy has been issued.

of March 8, 1993 as a result of the attached.
An appoint�ent was made for 8:00 a.m. on Friday, March 12, 1993.
When no one had arrived by 8:45 a.m. we contacted your department and
they indicated that someone would be there within 15 minutes.
The repair person who arrived concluded his task in six minutes. He
arrived at 9:00 a.m. exactly one hour after our appointment time,
indicating to us that he did not know about this call since he did not
have a work order.
This one hour delay has caused an income loss to myself: We,
therefore, expect�compensation since this income loss is in no way our
responsibility.

promoting a pleasant and.attractive suburban environment. A recent
inspection of the property at 7379-81 Able Street N. E. revealed
that not all Code requirements are presently being met. Listed
below is an item which does not comply with the City Code:

fully meet these requirements.

On January 9, 1995 a second inspection of the property at 7379-81

1. Fridley City Code requires that ali vehicles must be currently

not fully meet these requirements.
A final inspection to determine compliance will be conducted on or
about January 30, 1995. You should arrange to complete an approved
plan for compliance before that date. Should this inspection
confirm that this deficiency still exists, legal action will be
approved. If corrective action cannot be completed by this time,
contact me to coordinate a schedule to complete this requirement.
