It was confixmed by an on site inspection on April:l5, 19?5 that your
residence was in violation of Section 113 of the Fridley.City eode,
Waste Disposal.
Said inspection found garbage and refuse littexing the ground adjacent
to your refuse storage areae Section 113.02 of the City Code requires
t1�at all garbage and refuse be stored inside 30 gallon metal conta3.ners
with the lid in place. Furthermore, Section 113.05 requires that a11
garba.ge ar�d refuse be removed fram the gremises and disposed of in a
sanitary manner at least once a week.
Therefore, tlze City must require you to clean and maintain your proper•ty
free of all garbage and refuse found deposited there and grovide and
maintain enouqh approv� refuse containers, with lids, to store all
garbage and refuse generated between weekly pick-ups. A reinspection
vaill be conducted on or about ten (1) days from the date of this letter
to determine compliance. We are confident in your cooperation and desire
to ma.ke your property a better place to reside. If you have any questions

Mr. Premel asked what tivas behind these bunga7ows. A P9obi�le Hames
Court. Mr. Johnson stated that if they were permitted to construct 2 1/2
car garages (22 x 22'), with separa�e stalls, they cauld reduce the
cost difference. The cost of each garage wi77 run about �3,000: 7he
project a�ould run them about $50,0�0 ar �60,000. He said there were�
many.nice homes across the street. � � . �
There was discussion about the blacktop. ��r, Johnson stated tha�
this was �o provide additional off-street parking and was part of�the
clean-up and landscaping of the tlhole back yard.� .
A Mr. Donald Sjurseth of 7440 Able Street stated that he and sev�ral
other members urere there because the publ�ic hearing notice said some-
thing abou� a front yard setback. �This caused them to thTnk that the
gar�ge$�•�ere going to be built in the front yard. He said that they now
understand that because of the two streets both the front and the back
yard have to be considered as iront yards. With this explanation, they
had no other objections. '
Mr. Ralph Klingl of 7304 Able S�reet N.E., stated that he had o�e ofi
the better homes there and anything they could do to improve th�
situation, he 4vou7�d be all for it and for the neighborhood. �41e hope
this v�il] bring in a better cliental inta ��he i�eigh5orhood. He also
noticed much improvement �rit{�in the ]ast few months.
Chairman Drigans asked if there tivere any other questions. There were
none. He.then asked P�r. Mattson i�F the staff'had anything further to
add. Mr. hlattson stated that the pl ans T�1r. Johnson has descri bed seemed
to be quite adequate and certainly an improvement. The staff was mainly
conccrned about upgrading the landscaping. l�hat P�Ir. Johnson has

Councilman Starwalt said he was not able to get out and leok at the property and he
really could not pass judgement•ori the request. .
Mrs. Marlen Miller explained the home to be a rambler and they were plann9ng to
construct the addition that would make the dwelling an "L" shape rambler. She
' explained that this would be the only way that a double garage could be constructed
orr the property. She further comnented that the area property owners had no objections
to the request. � . � �
Mayor P�ee asked if the applicants could place the canstructian in the back of the ,
existing home. I�r. F4iller said there is only 40 feet in the back at the present
time. He said there would be•room for only one drivPway unless the existing qarage
would be removed. .

The Public Works Director said the Board of Appeals had recor�nended. approval of the
:, re�uest. He called the Council's attention to page 14-G of the agenda booklet.
A representative of Portfolio Realty indicated thai he was trying to organize the
�rea and there tivas no place set aside for garages.
Councilman Breider asked if there was a request for fencing between the garages.
The representative explaiped t{at he wauld go along tivith the three foot setback. He
explained there ►vas some concern that trash would gath�r in between the two cons-
tructions.

Councilman Breider said he believed the construction of the garages'wauld make a real
difference to the area. Councilman Breider suggested checking of the area to insure �

Chapter 123 of the Fridley City Code requires that all vehicles in the
City be currently licensed and in a street operable condition. An
alternatiee is to store said vehicles within a building or at an
