It was pointed out that the�lighti.ng�on Osboxne Road is so�newhat difficult due
to the fact that the street of Spring Lake Park are staggered in relation
to Fridley's.

The City Manager repQrted t�at both the•Chief of Police and the �i,ty:Eng�.neex
reviewed this street and a ee that no parking signs are needed. Counci]man
Sheridan pointed out that a the north end of Polk Sicreet above Lynde Drive
th�re are some private home and the no parking should not extend past tlheir
ha�ees.
MOTION by CounciLnan Sherid to authorize erecti.on of no paz�king signs south
of. Lynde Drive in the 5600 lock on Polk Street and above Lynde Dr%ve in.tYie
5700 block except at th� no tYi end where tIiere are private haa�tes. Seconded

INSUR�INCE BID NOTICE:
The Finance Director explai ed that this it�n is before the Council to determine
if the Council wishes to co tinue with �the present carrier or readvertise for� �
bids.--The�spe�cifications f r bidding are�all prepared. Councilman Harris
conaaented that he felt that the Council has set a desirable precadent in going
out for bids every year. H� did not feel that it should be at the whun of
the,Council to go for bids ometimes and sometiunes not. The.Finance Director
said that they would not ne an insurance advisor for the preparation of the
specifications as they are irtually the same as last year, but he advised that
the•�advisor be used in the ulation of the results of the bids. Councilman
Lieb� asked how much it wou d cost. The Finance Director said that the
advi$or was about $70 last ear, but should not cost that much this y�ar
because the specifications �re ready.,
MOTION by Councilman 5heri to advertise for bids for workmen's compensation
insurance. Seconded by Cou cilman Liebl. Upon a voice vote, all voting aye,

:.DISCUSSi01�1 REGARDING N.S.S.S.D. LINE THROUGH FRIDLEY SERVICIAIG BROOKLYN PARK:
Councilman Harris explained that this routing is at the request of the Metro-
politan Council to serve Bxooklyn Park, Maple Grove and other_areas to the west
through the north - south interceptor. The contract wi11 be let at the next
N.S.S.S.D. meeting December 9, 1969. � '
The City Engineer said that the reason this is�being brought before the Council
is that a portion of 69th Way between East River Road and Hickory Drive will �
be completely torn up. This section of street was originally in the 1970
street improvement program but was deleted at the request of �the people. He
�-woulcl suggest calling thes� people together and explain to them that they will
be having their street ��oi�n '�i� and now would be the time to have it imp�oved -

DI3CUSSION RF�ARDING HOOKING UP ADDITIO�iAL CITY AREAS TO N.S.S.S.D. SYSTEM:
Nlr. Comstock, of Comstock and Davis, Inc., Consulting Engineers came forward
and completely explained a proposal for dividing the City into service areas
for co�[uiection onto N.S.S.�.D. lines or the Minneagolis sys�em. He distributed
�'a eopy o� the.plan and a.map to each Council Member. After saane discussion
� on the plan Cbuncilman 8�rris asked how much �he City could get in Federal
grants and the Citp Manager answered he thouqiit �.bout 50�. Mr. Cotnstock said
that the Metropolitan Sewer Board has askecl the N.S.S.S.D. to outline areas
now being served by N.S.S.S.D. and also the proposed service areas for the
future. Counci]man Harris conmtented that he thought the plans�should be
formulated while the N.S.S.S.D. is still in existance. Councilman Liebl
asked if l�r. Co�stock could foresee a^y problems in the south end of the City
since it is older and Mr. Comstock answered no, there is sufficient capacity.
Councilm�n Sheridan pointed out that the Council does not know for sure if the
Metropolitan Sewer Board will accept these plans without any actual physical
connection. N1r. C�stock said that the Metropolitan Sewer Boa�d wanted
N.S.S.S:D. to de.termine the boundary lines by the Sth of Deceaaber for the areas
going into the �T.S.S,S.D. lines and into the Minneapolis system. It is txue
that there would be a great deal more flexi.bility were all of the City in
one servide area. Councilman Liebl asked Mr. Camstock if he felt that there
will be ar�y internal. problems if thi.s proposal is adopted, and Mr. Comstock
replied ,no, as far. as the interceptors are concerned. There may be m9uior
� problems with_the lateials. Counciiman Sheri,cian said that he felt that this
