Someone should see that the dividing up still meets the City standards
of lots and how this new proposal would fit in the neighborhood. My
preliminary reaction would be that it would not be a good addition. .

B. STATED HARDSHIP:
"Lot split into Lot 1 and Lot 2 approved. Requires variance to area
requirement. Lot is low (2-3 feet below street grade) and has several
feet of peat on top of bearing soil. Es tablished area of smaller homes
is not conducive to expensive home on one lot. Property owners within
required distance notified of lot split but did not attend Planning
Commission meeting."
C. ADMINISTR.ATIVE STAFF REVIEW:
The lot split request approval was reco�renended to the City Council by
the Planning Commission on September 26, 1979 that would establi.sh these
building sites. This land is on the corner of 76th Avenue and Able Street
and both building sites would face onto Ab].e Street. The lots would be
94.20 and 93.88 feet deep with 80 foot frontages and the proposed buildings
would meet all of the Code requirements for setbacks. The majority of the
lots in this area are considerably larger than these would be if the lot
split is approved,

Mx. Sarna pointed out the Block number �hould be 3 and not 2.
Ms. Schnabel asked Mr. Clark for comments.
Mr. Clark said his main concern was that all lots in Shaffer's Addition were the same
size prior to this lot being split. But since there were no objections from neighbors,
about 2 houses on 1 lot,perliaps that was not a real concern.
Ms. G�.bel said she understood tha nei�hbors had objected to the previaus pxoposal of
a double bungalow. Mr. Clark stated that was true.
Ms. Schnabel said she understood public notices were sent out to the neighbors for
the lot split that has already been heard before the P�.anning Comcnission. Notices
xre not normally sent out for lot splits.
l�x. Glark said the reason was because the lots would be smaller then the rest of the
neighborhood.
Ms. Schz�abel pointed out the neigh�ors were pr�gerly notified for both the Planning
Commission and Appeals Commission meetings and there were no objections.
Mra Plemel askad if these were factary built homes.
Mr. Ted Holsten, 3213 Tow�vi�w Ave. N.E., Mpls., said no. He pointed out Che lot
wi3ths are 80 feet, but they would not be as deep as usual.
Iris. Schnabel asked if the homes would be built at the same time.
Mxo Hols�en rep?ied tl�e builder, Allan Homes, have one possibly sold at the present
time. T.hat one wauld probably be built first and then the second one would be built.
Ms. Schnabel asked what the homes would look like.
Mx. Holsten presented a glan of. the homes. They are 23 feet_� 42 feet, 3 bedxooms,
with a detached double garage. The price, w ith the garage, should be around $55,D00.
He pointed out the area homes are older, the same size or smaller and there are
double bungalows across the str�et. A single. home on the one lot w ould be tao �tpan-
sive fax the area.
Mso Schnabel asked if the soil would be a problem. �
Mr. Holsten said he had no� had soil tests taken, but fram what he observed by digging
dawn 2 Co 3 feet, there should be good fii°zn soil. Some of the trees on the lot will
have �o be removed to geC down to that soil.
Chairwoman Schiiabel asked £ar further discus�ian from the commission. •
Mr. Kemper said this cornmanity needs more inaxpensive housing and th�se should help.
He said the pQtitioner was correct, thexe was a Carch-?_2 system here. You bu3.1cT'one
house on the large lot, you take the hc�me out: of the inexpensive xange and an expensive
hnme takes ir out of the neighborhood.

Chairwoman 5chnabel said, any motion recommending approval should be made directly Co
the.City Council and not to the Planning Commission. The package deal, lot split and
variance request, would go to the Council at one time.

of variance request pursuant to Chapter 205 of the Fridley City Code, to reduce the
square footage requirement for lot size from the required 9,000 square feet to approxi-

Ms. Gab said the Planning Commission asked to have the portion of the Staff 8eport
regaxding e statement of Hardship be better defined. They thought pexhaps staff
could draw u ome sort of format for th� petitioner to follow. Ms. Gabel said she
thought when th petitioner fills out the application, staff did not have enough,
time to properly view the application at that time. �
Mr. Clark asked if the�anted staff to put words in the applicant's mouth.
The Cotcronission said no. � -
Ms. Gabel said some hardships do make sense. For example, "Want to build a 10 x
20 f�ot addition." What type of ha ip was that.
Mr. Clark stated a hardship would be diffe t for each request. The applicant can
afford to build the 10 x 20 foot addition, but ot a new home. Money would be the
hardship and economic feasibility was not suppose to be cons�deretl se � b�rdahip.
Ms. Schnabel said they have received a memo recently sta ' g that economic feasi,bili�y
could be considered.
Mr. Kemper asked if the staff reads the application im�nediately see if it make sense.
Mr. Clark replied not usually.
Mr. Kemper said that seems to be Che real question then. Staff, when takin the �50
tor the application, should make sure the application i:�akes settse.
