If approved, the pekition�- would construct a 25 foot by 40 foot detached gazage in the front yard. The petitioner is proposing to convert the existing single family attached garage to living space once the proposed garage is constructed. HARDSHII' STATEMENT: "Because of the irregular driveway entrance from Alden Circle Street, the position of the garage would allow sd aight access to the garage. This would be a very practical and appealing placemern for a garage on this lot. I would like to leave the back yard available for future house expansion or a pool and patio expansion." SUMMARY OF ISSUES: Section 204.04.OS.B requires that accessory structures shall be permitted in the rear yard and side yard only. Public purpose seivve�l by this requiranent is to provide desired frorrt yard space to be used for green areas and to add to the attractability of a residential district. The subject parcel is located at the cornea- of Alden Circle as it turns to the east and ends in a cul-de-sac. The petitioner has the alternative to attach the proposed garage directly to the dwelling creating an Lr shaped stiucture and eliminating the need for a variance. The City has not granted a variance to allow an accessory stiuchu-e in the front yazd. Site Descri�tion/H'istorv The subject parcel is loca.ted at the northwest corner of Alden Circle as it travels north from 71 1/2 Way and tums ea.st to end in a cul-de-sac. The subject parcel is 100 fe�t wide by 216 fee�t long. The parcel is laid out in an east/west direction with the dwelling located approximately in the middle of the lot with the front of the dwelling facing east. Only the southeast corner of the subject parcel touches the public right-of-way of Alden Circle. Located on the pazcel is a single family dwelling with an attached single car garage. The dwelling was consttucted on or before 1957. Analysis Section 204.04.OS.B requires that accessory structures shall be pernutted in the rear yard and side yard only. Public piupose se�ved by this requir� is to provide desired front yazd space to be used for geen areas and to add to the attractability of a residential district. It is staff s interpreta.tion that the shorter of the two dimensions of the lot is the frant yard; therefore, the easterly portion of the parcel in front of the dwelling is the front yard. The petitioner is proposing to constiuct a 25 foot by 40 foot detached garage 10 feet from the east property line. In reviewing the request, staff has deteimined that a bettex alte�native that would not require a variance would be to attach the proposed garage directly to the dwelling. The pe�titione�- could e;xxpand the �ting att&ched garage to the dime,nsion of the proposed garage. This option would also be consistern with the house and garage to the south. The petitioner, however, has indicated a desire to convert the e}usting single car attached garage to living space. The rear of the gazage addition could be attached to the dwelling in such a manner to allow construction of a family room. The City has not ganted a variance to allow an accessory struc�ure in the front yard.
