BOARD OF APPEALS
NOTICE IS HEREBY GIVEN THAT the Board of Appeals of the City of Fridley
will meet in the Council Chamber of the City Hall at 7:30 P.M. on Tuesday,
December 11, 1973 to consider the follawing ma.tter:
A request for variances of: Section 205.153, 2,
Fridley City Code, to increase the mean front yard
setback from 56 feet to 76 feet and Section 205.052,
4b, to reduce the side yard setback from 10 feet �o
6 inches, to allow the construction of a house and
garage on Lot 9, Block 3, Elwe11's Riverside Heights
Plat 2, the same being 751� Alden Way N.E., Fridley,
Minnesota. (Request by Mr. Nasim M. Qureshi, 5720
East River Road N.E., Fridley, Minnesota.)

Mrs. Gabel stated she lives in the area so she knows h the people feel but she
thought she would like to have the area cleaned up.
Mr. Plemel s-tated he didn't know what to th' . He said he didn't know how Mr.
Rothgeber could come out ahead on this b� that �hat is his business. He said
that with all the�possible correctio that might have to be made to this
structure, it's going to be awful pensive.
MOTION by Plemel, seconded Gabel, to recommend to Council approval of the
variances as the side d setback is existing and the renovating of the structure
wi11 imprave and cl up the area. He said the approval does have the
stipulations tha the entrance on 57th Place be closed and that the building be
throughly ins cted to see what corrections have to be made to allow occupancy.
Upon a vo' e vote, there being no nays, the motion carried.

Mr. Qureshi was present to present his xequest.
Mr. Bob Lahti, 7524 Alden Way, Mr. Thure Erickson, 7515 Alden Way, and Mr.
Arne Sjodin, 7541 Alden Way, were present to hear the proposal.
The survey showing �Che h�use location and the aerial photo of the area �were
shown to the Board and the audience.
Mr. Lahti said he was concexned that the variance was 6 inches from his pxoperty
but since it isn`t he had no objections.
Mr. Exickson said he w as concexnad with his view of the river being obstructed
but after seeing the proposal, he had na objections.
Mr. Qureshi stated bacause the lots are narrow, he proposed to place the
house on the lot so it would be farther away from Mr. T�ahti's property in
case Mr. Lahti dacided to add on. He said this placement would also save
some nice trees on the lot. Iie said the fxont yard setback variance would
line his house up with the existing houses.
Mr. Erickson ask.ed how he could build within 6 inches of the line and
maintain 6 inches from the line. Mr. Qureshi said he plans to work with
the St. Paul WateYworks, adjacent land owners, to try and level the slope
on the side of the lot down more so it won't be difficult to stay at the
6 inch setback.
Mr. Erickson asked if Mr. Qureshi had a house plan that they could look at.
Mr. Qureshi said that he had a tentative plan.which he presented to the Board.
He sai.d the basic idea was a 43 foot long split level dwelling with the garage
jogged to the fxont to ma.ke a shorter driveway.

Mr. Qureshi stated he could meet the setback requirements but he felt this
layout would be better for the adjacent property owners as well as for himself.
Cnai.rman Drigans stated that in 1970 another request for a sideyard variance
and a frorLt ya�d variance had been asked for on this p�operty by a previous
owner. He said there taas a letter in the file from the St. Paul Watercaorks
which stated they had no objections at that time and appaxeni:ly they have
no objections to this present variance as they have made no xesponse to the
notice that was sent them.
MOTION by Gabel, seconded by Plemel, to close the public hearing. Upon a voice
vote, th�re being ne nays, the motion carried. Upon a voica vote, there being
no nays, the motion caxried. �

variances as the neighUoxs seem to prefer this plan to building to Code and
because the St. Paul Wa�erworks see:n to have no objections. Upon a voice

request for the variance. The man said there is a home on eighty foot
lot vrhich Pir. Rothgeber plans to upgrade and spend about �,000 for this
upgrading. He added, he ti•Yould like to convert the use o the d��relling
to tl�at of offices for attorneys or reai estate. .
hfayor Liebl said this is not ti�hat the Council had isioned for this area
anJ this ���ou]d not meet the square foot requireme s for the development
of the area.
The City Attorney said the original square f t requirements tvere for
25,000 square feet per building site and ha been amended to 20,000.
Councilman Nee said he thought the requ t for the variance had to be denied.
He 4,�as not sure if the actions and req re�nents of this area should have been
placed there in the fir-st place, but ince this had been done, they ti•rould
have to make the best of it. He ad ed, if the Council ���as going to take
action like i:his, it wauld have t be follo�-1ed. He said this may be pain-
ful for� the area pe�ple; but th t�lould have to hold out until it is profit-
able for them to sell. He sai he thought the Planning Department should
be assigned to study the are for the best possible develop;nent instead of
continuing to just try to asp the ans�rers out of the area people t��hile
they try to develop the ea, Councilman Nee said he thouyht it would be
the best possibility to ncourage one man to buy the area and deve)op it.
He recalled there are ome very nice homes across the street from this
property, and these eople's interests must be protected. Ne said if this
property is to be eveloped,7t ��rould have to be a good neighbor to the
people of the ar because many of them ►aould be there for a long time.
He went on to ate, the neighborhood should not have to put up with a mess,
the ordinanc should be enforced.
Councilma tdee repeated that the people should have some concepts for
guidanc on what could be done and tdhat could happen to the area.

and there was a problem �•rith the constru 'on time table.
A representative of t�lhite Oak Quilctcrs addressed t uncil and said
he had talked to all of the area people personally, and of them objected
to the approval of the request. 7he representative said he ha t been
informed that he ���as to attend the Subcommittee meetiny and had no e
