On October 6, 1977 we visited the site and found the hole with a substantial amount of water (3 feet or more) and there was no fencing arvund the excavation to prevent entry to the dangerous area. As you kr�ow, this i� located right adjacent ta a City park. I� was also noted that quite a bit of dirt has spilled out onto the street which does constitute a Code violation. Would you please clean the dirt off the street and fence the excavation by October I4, I977. The fencing wou].d not be necessary i.f you would pwnp and fill the e�cavation thereby eliminating the hazard. Item #1 (It� #3 on enclosed letter) involves either raising or moving the electrical service to the structure. It passes directly over a deck and does constitute a definite hazard and must be corrected as soon as po.ssible. Items #2 and #3 (Itelps #5 and #8 on enclosed letter) are viola.tions that are located in the garage. The fire code gypsum must be extended to the fmnt of the garage so that a fire in the garage can not spread into the house attic space without first burning through a firewall. The nuts and washers must be placed on the sill plate anchar bolts. An additional item that was missed in our previous fi.nal inspection is the 1$nfi.nished roof soffit on ei.ther side of the fireplace chiYaney. Presently it is open and bixds and weather elements can get into the overhang area. This sl�uld be sealed. Adequate ov�rsize was achieved in the excavated area. 2. Density tests were taken to the approximate finished elevation at the rear of the house. Based on the results of the tests, the material has been compacted as previously specified. Any fill placed below the garage slab should be tested. A sdil investigation was conducted at the referenced proposed residence and reported in GEC Job No. 1327 dated May 31, 1977. At that time, two soil l�rings were drilled within the area of the proposed house. Boring #1 indicated fill overlying coarse alluvial soils. Soils en- countered in boring #2 inc�uded, from the top down, fill, topsoil, swamp deposit and slopewash underlain by coarse alluvium. Our recom- mendation included removal of the fill, topsoil, swamp deposit, and slopewash, and an oversize, dependent on the depth of the excavation. We also recommended the excavation be witnessec� by a soils engineer prior to the placeinent of fill. Field density tests were to have been taken to verify the recommended density specifications of the fill. However, we were not requested to, nor did we examine the excavation nor" take density tes�s to verify compaction of fill material. Far this reason, three standard penetration borings were done in an attempt to determine if �he excavating had been done properly and also to determine the degree of compaction of the refill material (by using the N values as a guide,. The �ollowing section outlines the Field Exploration pro- cedure used to determine whether the excavating and refilling had been done as recommended. FIELD EXPLORATION Three soil borings were drilled on August 18, 1977. �The locations of the soil borings are shown on the attached sheet entitled "Soil Boring Location Sketch". The borings were drilled with a track-mounted ro�tary drill rig and advanced by means of a hollow stem auger. The soil layers were sampled and tested by means of �che standard-split spoon method as described on the attached sheet en- titled "Test Boring and Sampling Procedure". A complete log of each boring was maintained and includes a descrip- tion of the soil types encountered and the results of the standard penetration tests. The soils were classified in accordance with the� Visual-Manual (Unified) Method (ASTM D 2488). The nomenclature used to describe the soil types encountered is shown on the attached sheets entitled "Unified Soil Classification System" and "Geologic Terminology". The results of the I�orings�are shown on the attached boring logs. Test pits were dug after borings had been made in an attempt to expose the bottom of the excavation. Because of the high water content of the fill, the sidewalls of the excavation caved in as the test pit excava,tion proceeded. At one point, organic material was encountered. Because of this, and the apparent low density of the fill, we �ecommended the area be re-excavated. Re-excavation of the area was begun on September 6, 1977. At this time we were called on to examine the excavation, which we did there- after periodically. Based on our examination of the exposed materia7., we feel all unsuitable and organic ma�terial was removed and adequate oversize achieved. Field density tests were taken as the excavated area was refilledo 'I�he �tests were done using the Density of Soil in Place by the Sand Cone Method according to ASTM D 1556. Two Standard Proctor Density Tests(Moisture-Density Relation of Soils using a 5.5 lb. Rammer and 12" Drop - ASTM D 698-?0)were also con- ducted. Relative density was then camputed by dividing the field ' density by the Proctor density, expressed as a percentage. Elevations of the �ield density tests were referenced to the basement floor o£ the Izouse presently located north of the proposed residence. It is our understanding the elevation of the proposed basement will be approximately 1' below the basement of the residence located on the north. � The results of the field density tests are as follows: GEC � . The pool fill spout must be protected by a vacuum breaker or air-gapped. I0. Suitable safety equipment to include but nofi l:imited to a ring buoy . and rope that is l� times the pool diame'ter, and shepherds crook pole must be provided and maintained with the pool at all times. Furthermore, these and any other requirements must meet the provisions of the Fridley City Code, Seci:ion 115, Sw�mming Pools.
