At present� your property at 6584 Anoka Street N.E, does not meet the minimum
standards necessary to maintain a pleasant and prosperous suburban
environment. Yhile major code requirements are satisfied, the following item
does not comply r�ith the performance standards of the City Code:
1. The front section of a white van� stored in back of the garage adjacent
to the alley, must be stored in an enclosed garage out of public v iew.
Exterior storage in an R-1 district requires a special use permit.
I understand that there may have been some extenuating cireumstances for this
to have occurred, however, your quick action to correct this situation Would
be a great improvement for your property and the entire community as r�ell.

This letter is re�arding repairs on the hous at 6584 Anoka.Street
and is pursuant to our telephone conversat.i.o on � .
IVith the exception of the removal of an extension cord running from
inside the house, under the door, to outsicie which, to my kno�vledge,
has now been rer�oved, we are asking for 90-120 days to complete the
repairs instead of �h�e..30 days stated in yo�ir letter . �'lith that time
frame, we �vould be able to begin building a complete house on the site
instead of continuinq �vith a basement home. The plans have been drawn
and are no�v being modified slightly by my son, Richard �. Kedrowski.
He will be the owner and �vill live on the site. His time frame was
to begin in April 1988. The financin�, vacatinc� of the tenant in a
fair and orderly manner, and otlier things necessary for the maJor
improvement will take t;hat long to conplete and put into place.

Dear Fridley Resident:
On May 14, 1987 a sec�ond inspection of your property at 6584 Anoka Street
N. E, revealed that it still does not o�mply with the perf ormance standards
established within the City Cocie. The following item still cioes not comply
with the City Code:
1. Larae ch�mks of ooncrete stored in the open in the rear yard.
Regardless of extenuating circunstances, this situation must be corrected
promptly to saintain a pleasant and healthy environment. A third inspection
will be c�onducted on or about May 26, 1987 at which time it is expected that
this iter� will be in v�mpliance• If oorrective action cannot be oompleted by
this ti.me, please sukxnit a schedule indicating when this def iciency will be
corrected. If you have not oontacted me before the inspection date o� abated
the problen then I will sutriit all reo�rds regarding this matter to the City
Co�.mcil who can approve legal action.

On July 12, 1991, you received a complaint from Nancy Jorgenson
regarding the completion of the house under construction at the
corner of 66th Avenue and Anoka Street. She asked the following
questions:
1. Is the building permit valid? '
A building permit was issued on August`18, 1988 to construct a 42'
x 26' dwelling and a 27' x 24' garage. On the property originall�
was an existing basement house. Conditions on the permit were to
remove the existing garage within 45 days of completion of the new
house and garage. It was also required that a hardsurface driveway
be provided. A driveway has been installed, the old garage is
still on the property, and the siding of the house remains
unfinished.
2. Can the owners go without putting siding on the house
indefinitely?
The answer is no. Attached are copies of letters from Darrel Clark
in 1990 and recently on June 4, 1992 requesting Mr. Kedrowski to
finish siding the house, clean up construction debris, and to call
our offices to request final inspections on plumbing, heating, and
electrical permits.
3. Should this house be occupied?
It is typical policy to allow people to live withirt homes after the
major structural, plumbing, heating, and other systems are in
place. Such is the case in this instance where all of the interior
work has been completed, and the property is connected to sewer and
water, etc. �

There was a note in the file dated July 7, 1991 that the owner
contacted Darrel Clark in response to his letter of June 4, 1991.
It stated that the owner called and that the siding would be
finished next weekend, the weekend of July 14 and 15. I made a
site inspection on Tuesday, July 16, 1991 and a majority of the
siding was still not completed.
I have been attempting to contact Mr. Kedrowski, but have been
unable to do so by phone. Darrel is to return later this week.
Maybe he could shed some more information as to why Mr. Kedrowski
cannot meet the requirements in a timely manner. As Darrel's
letter indicates, the next step would be to go to court to press
charges; however, at this point, I would like to see if we can have
Mr. Kedrowski finish the house as soon as possible before we
proceed through the court process.
I will keep you updated as to our progress on this item.

(g) Exterior Wal) Coverings. I. General. Exterior wood stud walis shall be
covered on the outside with the materials and in the manner specified in this
section or elsewhere in this code. Studs or sheathing shall be covered on the
outside face with a weather-resistive barrier when required by Section 1707 (a).
Exterior wal( coverings of the minimum thickness specified in this section are
based upon a maximum stud spacing of 16 inches unless otherwise specified.
2. Siding. Solid wood siding shall have an average thickness oti 3/a inch uniess
placed over sheathing permitted by this code.
Siding patterns known as rustic, drop siding or shipiap shall have an average
thickness in place of not less Ihan �y/►z inch and shall have a minimum thickness of
not less than 3/s inch. Bevel siding shall have a minimum thickness measured at
the butt section of not less than �l�e inch and a tip thickness of not less than ;hn
inch. Siding of lesser dimensions may be used, provided such wall covering is
placed over sheathing which conforms to the provisions specified elsewhere in
this code.
All weatherboarding or siding shall be securely nailed to each stud with not less
than one nail, or to solid 1-inch nominal wood sheathing or 15/32-inch plywood
sheathing or �/z-inch particleboard sheathing with not less than one line of nails
spaced not more than 24 inches on center in euch piece of the weatherbuarding or
siding.
Wood board sidings applied hori2ontally, diagonally or vertically shall be
nailed to studs, nailing strips or blocking set maximum 24 inches on centec Nails
shall penetrate t�h inches inro studs, studs and wood sheathing combined, or

3. Plywood. Where plywood is used for covering the exterior of outside walls,

it shall be of the Exterior type not less than 3/s inch thick. Plywood panel siding
shall be installed in accordance with Table No. 25-M-1. Unless applied over !-
inch wood sheathing or 15/sz-inch plywood sheathing or �/z-inch particleboazd
sheathing, joints shall occur over framing members and shall be protected with a
continuous wood batten, approved caulking, flashing, vertical or horizontal
shiplaps; or joints shall be lapped horizontally or otherwise made waterproof.
4. Shingles or shakes. Wood shingles or shakes and asbestos cement shingles
may be used for exterior wall covering, provided the frame of the structure is
covered with building paper as specified in Section 1707 (a). All shingles or
shakes attached to sheathing other than wood sheathing shall be secured with
approved corrosion-resistant fasteners or on furring strips attached to the studs.
Wood shingles or shakes may be applied over fiberboard shingle backer and
sheathing with annulu grooved nails. The thickness of wood shingles or shakes
between wood nailing boards shall be not less than 3/s inch. Wood shingles or
shakes and asbestos shingles or siding may be nailed directly to approved fiber-
board nailbase sheathing not less than �/z-inch rtominal thickness with annulaz
grooved nails. Fiberboard nailbase sheathing and shingle backer shall comply
with U.B.C. Standard No. 25-24.
The weather exposure of wood shingle or shake siding used on exterior walls
shall not exceed maximums set forth in Table No. 25-L.
5. Particleboard. Where particleboard is used for covering the exterior of
outside walls it shall be of the Exterior Type 2-M grades conforming to U.B.C.
Standard No. 25-25. Pazticleboard pa►�el siding shall be installed in accordance
with Table No. 25-M-2 and Table No. 25-Q. Panels shall be gapped �/s inch and
nails shall be spaced not less than 3/s inch from edges and ends of sheathing.
Unless applied over 5/s-inch net wood sheathing or �/z-inch plywood sheathing or
�/z-inch particleboard sheathing, joints shall occur over framing members and
shall be covered with a continuous wood batt or joints shall be lapped horizon-
tally or otherwise made waterproof to the satisfaction of the building official.
Particleboazd shall be sealed and protected with exterior quality finishes.
6. Hardboard. Where hardboard siding is used for covering the outside of
exterior walls, it shall conform to U.B.C. Standard No. 25-26 and Table No. 25-
O. Lap siding shall be installed horizontally and applied to sheathed or unsheathed
waiis. Corner bracing shall be installed in conformance with Section 2517 (g) 3. A
weather-resistive bazricr shall be instalted under the lap siding as required by
Section 1707 (a).
Square-edged nongr� oved panels and shiplap grooved or nongrooved siding
shall be applied vertical y to sheathed or unsheathed walls. Siding that is grooved
shall be not less than �/a inch thick in the groove.
Nail size and spacing shall follow Table No. 25-0 and shall penetrate framing
1�h inches. Lap siding > hall overlap 1 inch minimum anc� be nailed through both
courses and into framin ; members w�th nail .�cated �/z inch from bottom of the

Please recall that on October 10, 1991, the above case was before Judge James Gibbs
in Anoka County District Court in Columbia Heights. Judge Gibbs found the defendant,
Ricbard Kedrowski guilty and sentenced him to jail but suspended the sentence if
compliance was completed within 30 days.
An inspection today, November 13, 1991, found the Mr. Kedrowski has only completed
about 75 percent of the exterior siding. He still, as of today, has not called for final
inspections on the plumbing, heating, electrical and building permits.
Mr. Wiley, Fridley Plumbing/Heating Inspector and I met with Mr. Kedrowski, shortly
after the October l0, 1991 hearing, and gave him a checklist oi items that needed to
be completed before we could give him the final inspections. We have not heard from
Mr. Kedrowski since that meeting.

Dear Mr. Huss:
On Tuesday, December 10, 1991, the City Building/Mechanical Inspector,
Clyde Wiley and I reinspected the Kedrowski home at 6584 Anoka Street NE,
Fridley. The following items were noted during this inspection.
The heating work was approved and finaled out. The plumbing (piping and
fixtures) was in apparent compliance, however the final air test could not
be done because the owner did not have the proper equipment at the site.
The interior of the house and garage meets building code requirements,
except for completion of a quardrail adjacent to a basement stair and
installation of a support post in the basement.
There are still some uncompleted electrical items.
The exterior siding is about 75 percent complete and the owner stated he
would like to wait until Spring, 1992 to complete it.
Mr. Kedrowski stated to me that he would complete all the interior
violations by Friday, December 13, 1991, at which time he would schedule
a reinspection.

Please be advised that a reinspection was completed today on the Kedrowski
home at 6584 Anoka Street NE.
The plumbing, heating and electrical work have been approved and finaled
out. The structural and life safety code items, on the interior of the
house, also have been inspected and meet Building Code requirements.
This is my opinion satisfies City complaint number 543-066.
The other complaint number 543-065, "failure to provide siding on the
exterior af the home" is about 75 percent complete. It is my understanding
the job, with the help of Mr. Kedrowski's father-in-law wi11 probably be
completed, or at least substantially complete, by December 23, 1991.

This office represents Mr. Dick Kedrowski at the request of his father-in-law Mr.
William Wolkerstorfer.
We have been advised that on October 10, 1991, Mr. Kedrowski was found guilty
after a trial on the merits of violations of certain aspects of the Fridley Building Ordinance.
We are also advised that the imposition of sentence was stayed for 60 days permitting Mr.
Kedrowski to comply with the provisions of the building code.
Notwithstanding, adverse weather conditions and other "Acts of God", we are advised
that Mr. Kedrowski has now completed and passed the electrical inspection and the interior
structural inspection which were the two matters concerning the safety and health of the
occupants of the premise.
There remains the issue of siding. We are advised that all siding necessary to
complete the project has been ordered and delivered to the site and that substantially all
(75% or more) has been completed through December 13, 1991. We expect the balance

of that work to be completed forthwith since Mr. Kedrowski and other available forces have
been directed to complete this project.
Notwithstanding past delays eactensions or concerns we believe Mr. Kedrowski and
his family have fully demonstrated their intention to fully comply with Judge Gibbs order and
the Fridley Building Code, and that such compliance may have been completed by the time
you receive this report.
If there are any concerns or any further action contemplated by the County or City,
please advise me as soon as possible.

About a month or so ago, I sent some photas to your office showing that the house has
not yet been completed. Also the garage in the backyard was to be removed at the time
the house was completed; this is still in the backyard.
I received another call today about its completion which is prompdng this memo. Please
advise me as to the status of said complaint.
