John Rainville has submitted a building permit application for the
property generally located at 6700 Anoka Street 1d.E. You may
recall that the subject parcel is adjacent to Rice Creek and has
steep topography. The City Council processed a variance for the
subject parcel in 1992 which was conditioned by several
stipulations. The building permit appiication was routed for
review by the Engineering, Community Development, and Inspection
Departments.
The plans were reviewed by a structural engineer as required. The
structural engineer reviewed the plans within the context of the
soils report which was completed by Advance Surveying. The
structural engineer has certified that the proposed dwelling will
withstand the weight of the sloped soils on the subject parcel and
will not be adversely impacted by the steep topography. We
anticipate that Mr. Rainville will receive a building permit during
the week of February 8, 1993.
In addition to the required routing, we have coordinated a regular
inspection schedule of the site. with�the Engineering Department.
Jon Thompson will be inspecting the site twice a week to ensure
that the required erosion cantrol measures are installed and
functioning correctly.

Encl�ed are copies of my structural catculations for the c�ntilever floor }oists which also
support the edge of the exterior d�k My cal�ulations indic�te that the �c10 Daug: Fir jas�s
spaced at 16" o.c. are ad�uate 1br �� c:ondition. I fiave also reviewed the fratning plans in
general and find that the framing members including the Parallam headers have been
adequately siz� in ail locations.
The sal report indic�tes that the site is predominar�y sand. The recormmendation for soil
bearing pressure indicate,s that 4�0 psf can be safely u�liz�. Actuai fooling pr�sures under
most of the fio�ings will be oniy 1�0 psf or less using the minimum size i�otings indic��ted on
the plans. The sandy sflil will also prorride e�ccellent dreinage ca�bility and will minimize the
p�ber�tial for hyd��c pressur� against the founda�on walls. In my opinion, the iwelve (12)
course -12" mas�nry basemer�t walis a�e adequate without reiriforaing for lateral earth
pressures af up io 30 psf (equivalerrt hydrostatic pressure}. This is consisteM with the NCMA
(National Concre�e Masonry Association) and ACI guidelines and generalty acc�pted industry
practice fior residential construction.

Dear John:
We have reviewed your geo-technical survey performed by Advance
Surveying. We have the following comments, which will become
stipulations on the building permit for 6700 Anoka Street N.E.
1. The soil disruption shall be limited to the building
footprint. No excavation or tree removal shall occur on the
side or rear of the home.
2. A ground cover shall be established to the rear of the home
which can survive in low sunlight and shady conditions. My
suggestion would be Creeping Charlie or Hostas as alternatives
to sod.
3. A silt fence supported by hay bales shall be installed along
the down-slope, and removed after construction to allow
establishment of the ground cover.
The building plans shall be certified by a structural engineer or
by separate document which certifies that the structure does not
exceed a bearing pressure of 4,000 pounds per square foot as
indicated in the geo-technical survey. The certification will be
required prior to the City issuing a permit.
The Engineering Department is checking to determine if there is
adequate storm sewer capacity to handle the increased runoff from
the property.

Our reason for such a request are:
We purchased this lot in July, we filed for a
varience vacation from the city of Fridley. In our
first hearing for the variance to reduc� front yard
set 'back fro�n 35 feet to 13 feet, side yard set back �
fro�n 10 feet to 1 foot. I received the sideyard
variance but not the front. This �ras July 21st. '
We also �ad a yacatiQn hearing in August.
This �,ras approv+erl by the stipulation of receiving
all variances. In not receiving a fuii appravai'in
our first variance hearing, I changed site pians to
accomidate plannings concerns:
One was to have your peapie involved. We went
thru a series of planning hearings, apeals, hearings,
and council aet3ons, finaliy agreeing on a workable site.

about six other Guide lines for the proposed house.
All reports are in and approval to all revised
rPquests xnere granted. This was at the September 2�st
meeting. With Fail and 6dinter fast approaching, every day
or week is ia�portant at this time. We would be able to break
ground at a 2 week earlier time frame.

Excavation for the footings, pouring of the footings, and the block laying of the foundation
have been completed. Backfilling around the excavated areas will be completed today,

John Rainville has submitted a building permit application for the
property generally located at 6700 Anoka Street N.E. You may
recall that the subject parcel is adjacent to Rice Creek and has
steep topography. The City Council processed a variance for the
subject parcel in 1992 which was conditione,d by several
stipulations. The building permit applicatio�n was routed for
review by the Engineering, Community Development, and Inspection
Departments.
The plans were reviewed by a structural engineer as required. The
structural engineer reviewed the plans within the context of the
soils report which was completed by Advance Surveying. The
structural engineer has certified that the proposed dwelling will
withstand the weight of the sloped soils on the subject parcel and
will not be adversely impacted by the steep topography. We
anticipate that Mr. Rainville will receive a building permit during
the week of February 8, 1993.
In addition to the required routing, we have coordinated a regular
inspection schedule of the site, with'the Engineering Department.
Jon Thompson will be inspecting the site twice a week to ensure
that the required erosion control measures are installed and
functioning correctly. ,
If the Council has any questions regarding the subject parcel or
the proposed dwelling, please let us know.

At your request, we have conducted a preliminary investigation of
soil conditions on your site at the loc�tions you specified.
The following is a tabulation of data about your site:

METHODS: '
The investigation consisted of exploratory soil borings to aid in
identifying soil and water conditions. We have indicated the
� approximate locations of the borings on an attached site plan sketch.
Elevations are very approximate.

� Borings were taken with a truck mounted CME 45 drill rig using
solid stem continuous—flight augers. Soils encountered in the
"'� borings were visually and manually examined in the field by the
� soils engineer. The soils are classified on the basis of texture and .
� plastricity in accordance with ASTM D2487 "Unified Soil
� Classification System" and a chart explaining that system is attached.

RECOMMENDATIONS:
' The compact brown poorly graded sand encountered in the borings
_ below the loose sand fill and topsoil is suitable for the support of your
,
I proposed home. It is our opinion that these soils are capable of
supporting footings proportioned to exert a bearing pressure of no more
1 than 4000 pounds per square foot.
� It appears that the surface of the original ground slopes very steeply
� downward toward the rear of the lot and thus the elevation at which
-, suitable soils will be encountered at the rear of the home will probably
� be considerably lower than the elevations � at which they were
� encountered in the borings.
The home as sited on the attached site plan causes very little alteration
� in the existing site topography. As the proposed and existing contour
lines show, only the area in the immediate area of the home is affected.
'" In addition, area from the middle of the proposed home to Anoka
Street that now drains to the rear, will drain to Anoka Street after the
� construction is complete.
,� There is a high potential for erosion on the steep slope to the rear of the .
i home. We recommend that disrupted areas downhill from the home be
sodded and that the sod be pegged and then covered with a synthetic
�, netting anchored to the ground by soil anchors. The sod will not
survive, because of low light in the wooded area, but it will provide a
^ temporary protection against erosion. VVe recommend that grass that
'�� .
can survive in very low light environments be then seeded over the sod
� and with proper care and watering, this grass can establish a root
�` structure and provide a permanent protection against erosion.

STANDARD CAUTIONS & LIMITATIONS:
We measure the depth of any ground water that may have
accumulated in the borings, immediately at completion of the
borings. We do not monitor the borings over a period of time.
Borings left open are a hazard to pedestrians, leave an opening for.
polutants, and quickly cave in rendering any measurements of little
value. The water levels we observe are thus only an indication of
an immediate and rapid flow of water into the boring indicating that a
drain tile system might be over taxed in such soils. Slow inflows may
not be detected and variations in rainfall can affect ground water levels.
� While it is our opinion that a properly designed and installed
I drain tile system and submersible sump pump will keep most
,,,,., basements dry and should be a standard part of all new
� � construction, we make no guarantees in this regard.
Of necessity, the area of the borings in relation to the area of
the site and the depth of the borings are limited. Suggestions
and recommendations of this report are opinions based on data
obtained from the borings.
If upon excavation, conditions that are not consistent with the
� borings are revealed, it is agreed that you will notify us so
I � that we may gather further information and modify our opinion or
indicate that no modification is necessary in a written addendum
j� to this report; or failing to engage our services to prepare such

next to Rice Creek. It was discovered that the silt fence at;the
bottom of the slope needs sorr� repairs.
The grass is starting to grow in the s.teep bank. Because of the
steep bank and the sparse condition of the grass, the cash surety will
be held until� about May or June of 1994. If the grass has made it
through the winter and is stabilized, the cash surety will then be
returned.

In the timeframe from March 9 through Ma�ch 26, 1993, I have made four inspections to
the Rainville site.
The house framing, walls and joists have been installed and the roof is being placed.
John Rainville has agreed to have his plumber extend the existing hydrant one pipe length
(201t� north of its present location. This will alleviate the problem of the hydrant being in
his driveway.
The silt fence is still properly in place around the back slope of the building site'.
Clyde Moravetz is working with NSP to possibly relocate the street light further away from
the existing trees. ' �
