John Rainville has submitted a building permit application for the property generally located at 6700 Anoka Street 1d.E. You may recall that the subject parcel is adjacent to Rice Creek and has steep topography. The City Council processed a variance for the subject parcel in 1992 which was conditioned by several stipulations. The building permit appiication was routed for review by the Engineering, Community Development, and Inspection Departments. The plans were reviewed by a structural engineer as required. The structural engineer reviewed the plans within the context of the soils report which was completed by Advance Surveying. The structural engineer has certified that the proposed dwelling will withstand the weight of the sloped soils on the subject parcel and will not be adversely impacted by the steep topography. We anticipate that Mr. Rainville will receive a building permit during the week of February 8, 1993. In addition to the required routing, we have coordinated a regular inspection schedule of the site. with�the Engineering Department. Jon Thompson will be inspecting the site twice a week to ensure that the required erosion cantrol measures are installed and functioning correctly. The City Council processed a variance for the subject parcel in 1992 which was conditione,d by several stipulations. The structural engineer reviewed the plans within the context of the soils report which was completed by Advance Surveying. We recommend that disrupted areas downhill from the home be sodded and that the sod be pegged and then covered with a synthetic �, netting anchored to the ground by soil anchors. The sod will not survive, because of low light in the wooded area, but it will provide a ^ temporary protection against erosion. VVe recommend that grass that '�� . can survive in very low light environments be then seeded over the sod � and with proper care and watering, this grass can establish a root �` structure and provide a permanent protection against erosion. � !i I` . , '1 -, � I ., � STANDARD CAUTIONS & LIMITATIONS: We measure the depth of any ground water that may have accumulated in the borings, immediately at completion of the borings. We do not monitor the borings over a period of time. Borings left open are a hazard to pedestrians, leave an opening for. polutants, and quickly cave in rendering any measurements of little value. The water levels we observe are thus only an indication of an immediate and rapid flow of water into the boring indicating that a drain tile system might be over taxed in such soils. Slow inflows may not be detected and variations in rainfall can affect ground water levels. � While it is our opinion that a properly designed and installed I drain tile system and submersible sump pump will keep most ,,,,., basements dry and should be a standard part of all new � � construction, we make no guarantees in this regard. Of necessity, the area of the borings in relation to the area of the site and the depth of the borings are limited. Suggestions and recommendations of this report are opinions based on data obtained from the borings.
