SECTION 2. The Inspector of Buildings shall, before issuing permits for the
erection of any building or structure, ox for any addi°tion to any existing
building or structure, or for any alteration or repairs to any existing
building or structure, upon application therefore, require the payment by the
applicant fox such permit of fees to the amount hexein below set forth and in
the manner herein pxovided to-wit: •
NEW CONSTRUC�ION: S3.ng].e Family Homes and Garages: $�l.00/1000 cubic feet
PLAN CHECK: 25 percent of building permit fee.
ADDITIONAL INFORMATION
Fox the puxpose of computing fees for building permits, the cubical contents
of any building or addition, is determined by multiplying the ground area
covered from a point six (6) inches below the floor line of the basement
or the cellar to the avexage heights of the upper surface or to the averaget
height bf -the rQnf surface of the main gable of a pitched roof. �
For repairs or alterations to an existing structure, the fee sha11 be at the
rate of $3.00 per each five fiundred dollars ($500.00) or fraction thereof in
the cost of all proposed woxk.
Ta no case shall the fee charged for any permit as set forth in Section 2 be
less tha.n $7.50. •
VERIFICATION OF FOUNDATIO�
NOTE: Permits for �onstruction will be issued a minimum of 24 hours from the
time of application, to allo�a for groper review of the proposed structure and
of the construction site.
A Certified Survey of the lot, showing the location af the foundation, once it
has been constructed, will be required before proceeding with the framing.
CERTIFICATE OF OCCUPANCI'
Application for a Certificate of Occupancy shal,l be made•ten (10) days prior
to the use or occupancy of any stxucture for which a building permit has been
issued; and said structure shall not be used or occupied until a Certificate
of Occupancy has been issued.

Mr. Qureshi, City Manager, stated that there were a number of areas wherebq they are
cooperating with the school board and school administration and perhaps a meeting of the
City Council and school board to explore the areas of further cooperation and future
pol9cy direction would be helpful. Councilwoman Kukowski then sugaested a meeting
date swnetime in Novernber. Councilman Fitzpatrick stated the meetin� dates of November
4th and 18th would be acceptable. .

split existing parcels of property at. 250 Rice Creek Boulevard. He further pointed
� out that the reason for the request for the lot split is to better describe the
'. property line in its relation to sor� existing dwellings. The Planning Commission
recommended approval of the.lot split request with the stipulation that an agreement
be provided by the property owner. Mr. Sobiech then asked if there was a represe�tative
present, and Mr. Madsen stated that he had nothing further to add -- only that it is
a muivally agreeable situation between Mrs. Murphy and himself.

Mr. Qureshi, City Manager, stated t7�at.on the pr�posal for the property that is east of
�Centra] along Rice Creek. basically the amount the City is asking the County to pay for
is what the City's cost for the property is, which works out to be $Q,062.79. Also,
on the acquisition of tax forfeit properties .next to Innsbruck Plorth Park� the proposal
is to acquire all the property except only acquire 12 feet access easement on Lot 1,
Block l, Carl Peterson Addition.
t Councilman Sterwalt indicated maybe we should acquire that lot also and then later make
a determination to sell portions of Lot 1, Block 1, Carl Peterson Addition, also Lot
42, Auditors Subdivision #92, and also acquire all these lots outright so that any of
these properties can be sold, especially these two lots.
� Mr. Qureshi indicated that once the property is acquired; there miqht be some resistance
from the people to sell these properties because they would think the City was disposing
� of some park property, even though the City is buying these properties with the intention
� of selling it, and this route might be financially better for the City to follow.

This letter is to make clear this department's requirements for the aiaimming pool
construction at the above address.
1. As indicated, one (1) skimaer apprwed by the National Sanitation Foundation
xill be pravided.
2. As �indicated, one (1) ialet of approved design for Presh and/or repurified
xater will be prwided.
3. The filter ar.d pump shall be approved by the N. S. F. and be of sufficient
capacity to prwide a minimum turnover of at least txo (2) timES in 24 hours.
This department recommends a turnover rate of 6- 8 hours.
4. A deck of at least three (3) feet vide, measured from the pool xaters edge,
shall be prwided Which extends completely around all private residential pools.
Above ground private residential pools may be prwided xith decking of a minimum
size of 4 feet by 4 feet at pool entry points and pravided that such decking has
the aFprwal of the City.
5. Fencing or other effective meaas including but aot libited to Walls or
buildings, acceptable to the City, shall be provided to positively control all
access to public and private residential swia�ing pools. Fencing ahall meet the
folloaing criteria:
(a) The fencing shall prevent the entrance of children and be �►ithout hand or
foot holds that �ould enable a person to climb over it.
(b) The feneing shall be at least 6 feet high and entrances shall be equipped
xith self-closing and self-latching gates capable of being locked.
(c) Self-closing and self-latehit�g deviees shall be placed at the top of the
gate or other�ise inaccessible to �all children.
(d� The opening bet�+een the bottom of the feace and the ground or other

On July 1, 1990, the City of Fridley began a new program called
Systematic Code Enforcement. This program is designed to provide
fair and equitable code enforcement, improve the City's appearance,
and maintain property values by creating a more attractive suburban
environment. Under this proqram, all properties in the City will
be inspected approximately once each year to ensure that they are
in compliance with the Fridley City Code.
A recent inspection of your property revealed that not all Code
requirements are presently being met. Listed below are item(s)
which do not comply with the Code:
1. Observed vehicle (488CQP) parked on grass beside driveway.
Fridley City Code requires that all vehicles must be currently
licensed/street operable and kept on a hard surface parking
area, or Btored in an enclosed structure.

5805 Arthur Street N.E.
Dear Mr. and Mrs. Backlund:
On September 20, 1990, a final inspection of the property at 5805
Arthur Street N.E. confirmed that the followinq item still does not
comply with City Code:
1. Observed vehicle (488-CQP) parked on grass beside driveway.
Fridley City Code requires that all vehicles must be currently
licensed/street operable and kept on a hard surface parking
area, or stored in an enclosed structure.
An inspection to determine compliance will be conducted on or about
October 15, 1990. You should arrange to complete an approved plan
for compliance before that date. Should this inspection confirm
that this deficiency still exits, legal action will be approved.
If corrective action cannot be completed by this time, contact me
to coordinate a schedule to complete this requirement.
