Re: City Code Violations Located at 6583 Arthur Street N.E.
Dear Mr. Villereal:
It was brought to the City's attention and confirmed by an on-site
inspection on May 2, 1979 that the above listed property was bei..ng
maintained in violation of Section 113, Refuse Disposal, of tha Fridley
City Code.
Said inspec.tion found an o7.d couch, old bed frazae parts, refuse containers
without the lids in place,. construction wastes, and a large pile of tree
debris deposited on the qround about your property. Section 113 of the
City Code requires that all refuse be stored inside an appraved container
with the cover in place between collections. In addition, said containers
must be emptied and the contents disposed o at an approved sanitazy
landfill at least once a week. Finally, all accululations of furniture,
construction wastes, and tree wastes must be removed fran the property and
disposed of at an approved sanitary landfi:ll.
Therefore, the City must require you to bring your property into ccgnpliance
with the above Code requirenents. A reinspection wil be conducted on or
about May 14, 1979 to determine compliance. We are confident in your
cooperation and if any questions or problems arise from this letter, please
feel free to call on me at 571-3450.
Failure to abate this violation may result in this matter being turned
over to the Cit Prosecutor for his legal consideration.

RE: First Notice of Noncompliance at 6583 Arthur Street N.E.
Dear Ms. Wood:
The City of Fridley has established a City Code for the purpose of
promoting a pleasant and attractive suburban environment. A recent

not all Code requirements are presently being met. Listed below
is an item which does not comply with the City Code:
1. Observed vehicle with expired registraton (License #CUJ-607)
parked in yard. Fridley City Code 123 requires that all
vehicles must be currently licensed/street operable or stored
in an enclosed structure or removed from property.
Your prompt attention in correcting this situation would greatly
assist us in helping make Fridley a better place to live. An
inspection will be conducted on or about March 31, 1989, to

Dear Mr. Sawicki:
The City of Fridley has established a City Code for the purpose of
promoting a pleasant and attractive suburban environment. A recent
inspection of the property at 6583 Arthur Street N.E. revealed that
not all Code requirements are presently being met. Listed below
are items which do not comply with the City Code:
1. Fridley City Code requires that all vehicles must be currently
licensed/street operable and kept on a hard surface parking
area if they are stored outside. I observed a truck without
a front license plate which does not fully meet these
requirements.
2. Discontinue outside storage of an appliance, tires, wood, and
assorted materials located on the east side of the property.
3. Fridley City Code requires that all solid waste must be kept
in secured containers stored in the side yard, rear yard, or
garage. I observed unsecured solid waste located along the
east side of the property.

assist us in helping make Fridley a better place to live. An

6583 Arthur Street N.E.
Dear Mr. Sawicki:
On October 7, 1992, a second inspection of the property at 6583
Arthur Street N.E. confirmed that the following item still does not
comply with City Code:
1. Fridley City Code requires that all vehicles must be.currently
licensed/street operable and kept on a hard surface parking
area if they are stored outside. I observed a truck without
a front license plate which does not fully meet these
requirements.
2. Discontinue outside storage of an appliance, tires, wood, and
assorted materials located on the east side of the property.
A final inspection to determine compliance will be conducted ori or
about October 20, 1992. You should arrange to complete an approved

confirm that this deficiency still exists, legal action will be
approved. If corrective action cannot be completed by this time,

court and that you are currently preparing a formal complaint on
this matter. -
On February 11, 1993, I received a telephone call from Mr.
Sawicki's stepfather, Roger Baxter. Mr. Baxter indicated that his
stepson was removed from the residence last fall due to mental
health problems, and the property has subsequently been sold,
although Anoka County's records still-show Mr. Sawicki asthe
property owner. Mr. Baxter stated that his stepson's vehicles and
outside storage of 3naterials were removed from the site at
approximately the time of the sale.
On February 12, 1993, I inspected this property and observed some
violations of the Fridley City Code. However, the items observed
outside the residence were different than those previously

Re: Paved Driveways
Dear Mr. Charioli:
In 1997, the City Council adopted an ordinance declaring gravel driveways a public nuisance.
They were declared a public nuisance for a number of reasons, such as: they can cause
erosion, contaminate soil with oil and other vehicles fluids, and deposit soil and gravel in the
City's storm sewers and detention ponds. When gravel driveways were declared a public
nuisance, the City Council gave property owners five years to have their gravel driveways
paved. The five-year deadline is quickly approaching, which means all gravel driveways within
the City of Fridley must be paved with approved concrete or asphalt by December 31, 2002.
If on December 31, 2002, your driveway hasn't been paved a citation will be issued and filed at
the Anoka County Courthouse. A misdemeanor citation is a criminal offense and is punishable
by up to 90 days in jail and/or a$700 fine.
If you've already paved your driveways, Thank you! Please call me at 763-572-3595. so I can
update our files.
For your convenience, a brochure on the City's loan program has been enclosed. You can use
this loan program to acquire financing for your driveway improvement project. Please call Jim
Hesnik at 612-335-2651, if you have any questions regarding this program.
Thank you for your cooperation! As you successfully complete your driveway improvement
project, please call me at 763-572-3595, so I can do an inspection of your property and update
our files. If you have any other questions, please feel free to call me at the above number.
