� variance on July 2, 1968 to conetruct a double qaraqe. The variance aae for
� no side yard and he had the concurrence of his neiqhbor. He now has a d1f-
ferent neighbor and wondered what the procedure wa.. He was told that he
would have to resukmit his request through the Board of Appeals to gain the
approval of hia new neight�or.
CONSIDERATIOli OF ORDI[i11NCE CHANGE TO ALLOW FOR TOWN HWSBS:
Councilman Hazris said that throuqh the Pemtom requeet it wae pointed out
that there i■ no district within our Ordinances where town houses could be
built. He augqested the City Attorney look over thie, with the possibility
thst it could be included into R-1 zoninq, for a specific parcel of land,
such aa 20 acree or more, and with some sort of density specified.
MOTION by Councilman Harris to request the City Attorney and the Adminl�tration
and Planninq.COO�isaion study the Ordinances for the poesibility of inclusion
of town houses. Seconded by Councilman samuelson. Upon a voice vote, all
votinq aye, Mayor Kirkham declared the motion carried unanimouely.
Councilman Sheridan asked about taxation on town houees. The City Attorney
said that he believed that if it rras a 7 unit town house, for instance, each
house would be taxed 1/7th of the total of the total structure.

Nuzsing Home. Seconded by Councilman Harris. Upon a voice vote, all votinq

C. STATE PLANNING AGENCY: REQUESTING MEMBER FOR COlPfITTEE FOR CRIME
PREVENTION -
Mayor Kirkham said that he had received this canmunication from Mr. Emery
Barrette, Executive Director of the Governor's Coamiission of Crime Prevention
and Control, dated April 28, 1969, and that if a member of the conmiittee is
to be appointed, it murt be submitted before May 13th. Mayor Kirkham indicated
that he would be glad to serve.

CONSIDERATZON OF TRAFEIC PROBLEMS AT INTERSECTION OF
T.H. #65 AND CENTRAL AVENUE: .
Councilman xarris said that last Saturday night he was on the weat side of
T.H. #65 and was trying to get across to the other side, and he then fully
realized what a traffic problem this intersection is. He suggested that the
Administration try to formulate a plan to improve this intersection.

A. The City Manager and Engineer are to get together with the H:ighway Depart.ment on
the slip off ramp to Hyde Park Area.
g. The Finance Director has been appointed as the coordinating official for
requesting, assemblir.g and preparing claim for reimbursement for flood damage
in 1969. He will be pul�lishing a memo on this and establishing a deadli�e
date for submission. Department Heads submit information to the Fin�nce Director.
C. The Mayor has proclaimed May 12 through the LSth as Fridley Fix Up - Spruce Up
Week. An extensive effort is needed to make sure our City f�cilities and ground
are neat and presentable.
To enable the memo to reach the Council on Thursday prior to the next regular Council
Meeting, report on actions taken by each depar�nent must be in this office by Noon,
May 14, 1969 (Wednesday). If any copies of letters, etc. are to be submitted, make

and since the variance was graated, the nei.ghbor has changed.
Action Needed: Applicant advise he must reapply for variance to Board of Appeals.
The vacancy on the Building Standards - Design Control Committee will be put back
on the agenda May 19th for Council consideration.

The City Manager explained that the Board of Appeals had granted a variance

told he would have to qo back to the Board of Appeals, but he now has a
letter of concurrence by his new neiqhbor, and questions the reason for
��goinq through another Public Hearinq when he does have the agreement of the
_h• neighbor, it was pointed out that had he applied foz a buildinq permit,
� he would not have any trouble now, as a building pezmit is good for one year.
