On January 1, 1977, our Public Works Water Maintenance Division was
notified of a frozen water service at 6473 Ashton Avenue NE. After
initial efforts of trying to locate the problem, attempts were
ma.de to thaw out the line. On January Sth, your office was noti-
fied of the problem and our efforts in progress. With the line
elcposed, it was found that the copper service line was located
approximately 2� - 3 feet below the street grade of Ashton Avenue.
After continued efforts failed, a new service was tapped and in-
r,.;stalled to the property line. The attached breakdown indicates the
costs incurred by the City in restoring water service to 6473
Ashton Avenue NE.
It was determined that with the lowering of the street grade of
Ashton Avenue as part of the Mississippi Underpass construction
project and the subsec{uent lowering of the watermain in Ashton,
that the water service to this address was not lowered to the
required 7- 8 feet depth to the property line. As a result of
this, we feel it is a direct liability of the Underpass Construc-
tion project.
Therefore, would you please inform me of the proper procedure re-
quired to obtain reimbursement to the City of Fridley in the amount
of $879.73 for time and ma.terial expended for this repair?

For the purpose of computing fees for buildinq permits, the cubical.contents of any
building or addition, is determined by multiplying the ground area covered from a
point six (6) inches below the floor line of the basement or th� cellar to the
average heights of the upper surface or to the average height of .the roof surface
of the main gable of a pitched roof. . �
For repairs or alterations to an existing structure, the fee shall be at the rate
of $3.00 ger each five hundred dollars�($500.00) or fraction thereof in the cost
of a21 proposed work.
In�no case shall the fee charged for any permit as set forth in Section 2 be less
than $7.50 plus $.50 state surcharge.

of application to allow for proper review of the pro,posed struct�re and of the

Dear Mr. Ackerman:
According to Section 106.1 of the 1994 Uniform Building Code as
adopted by the City of Fridley, no building or structure regulated
by this Code shall be erected, constructed, enlarged, altered,
repaired, moved,'improved, removed, converted, or demolished unless
a separate permit for each building or structure has first been
obtained from the Building Official.
You have been notified of your need to obtain a building permit and
have failed to comply as of today's date. As a result, a special
investigation fee will now be added to the permit, equal to the
permit fee. The City of Fridley will give you 30 days.in which to
comply before turning this matter over to the City Attorney for his
legal consideration.
