i was dismayed to see the cable broadcast of the January ISth city council meeting
with a{1 ot you laughing and chortling and congratulating yourselves on the great
job that had been done for the citizens of Fridley on that big snow in December.
As you know, at 10:30 a.m, on the second morning after the snow, my husband and
sons and another neighbar were having to plow and shovel out three of our neigh-
bors who were stili completely snowbound by the terrible job that was done on our
circle. The plow made a path up the middle of the circle and left those three
completely stranded with even more snow pushed up in front of them. I noticed
during the council meeting when Mr. Barnette said his last caif was at 5:00 a.m.,
you didn't mention that you had gotten one from us much later than that; and
when the City Manager said everyone was done within 24 hours, you didn't say that
it was more like 36 hours for those of our neighborhood.
The plow did Trolihagen at about 11:30 a.m, on the first morning. About three
hours later a plow came back and did St. Imier. About II:00 p.m, a plow came back
and did Berne Road and the path up the middle of our circle, but it was well into
the next day before our circle was cleared for all the people living here. Please
see map attached so you can see for yourself the ridicufousness of plowing St. Imier
and leaving Windemere and Berne Road undone. It must cost something to send trucks
in and out of here in such a random pattern. You told me that emergency vehicles
could have gotten through to us. Perhaps (and only perhaps) a fire truck could
have gotten through. An ambulance could have gotten here only with a snowplow
c�riving in front of it. It is a good thing no airpianes were leaving the city
because my son totaliy missed getting back to Dailas,Texas that night - no way
could we have gotten to the airport. We'd have had to carry his suitcases three
blocks fihrough knee deep snow even to meet a taxi.
I heard Denny Schneider describing how funny the d�istressed taped messages were
on his phone answering machine. At least, Bill, you didn't isolate yourself from
all of us as did Mr. Hammernik, Mr. Schneider, and, distressingly, City Hall. Our
street has been forgotten by the snowplows in the past. In other years 1 have
called the public works department to ask when we would be piowed, only to be told
it had already been done hours before, when I couid look out my window and see that
it hadn't. And of course, living on a circle is even worse. We have had the street
plow.go pest and leave us with a 2 foot ridge of snow across the entrance to the
circle and it will be hours before the smaller truck comes along to gefi us out.
When we first moved here 17 yea�s ago, the big truck would make one turn around the
circle as it was clearing the street. Now, a smaller truck comes along much later
and attempts to deal with the large volume of snow that a circle contains with very
little area to push the snow onto. The big plow could distribute some of that
volume along the whole street.

I know the city has budget problems but we suddenly sprouted "Fridley" signs on
all our streets where the line is between us and Columbia Heights. ,How much did
these cost to buy and install? Columbia Heights hasn't seen the necessity to
mark their boundary and there have been houses here for 25 years and the neigh-
borhood managed to get atong unmarked. And how much does it cost for paint and
labor every year to remark all those intersections into three lanes and repaint
aIl the bike lanes? They are hidden by snow or the paint is worn down most of
each year. In no other area of the cities do I feel so directed at intersections.
Other areas assume that I know how to position myself to turn a corner, but this
city has gone crazy dividing some roads into three lanes so narrow that you would
have to make a 90° turn to stay i� the designated lane.
You peopie at the meeting were ail taiking about how weii Fridley was plowed compared
to Minneapolis - a ridiculous comparison when they have a much greater area and on-
the-street residential parking. We chose to live in a suburb just for reasons like
that. I have not talked to one person on Berne or Windemere that thinks Fridley
did a better job than surrounding areas.
This letter is long already but I'm going to take a bit more space to mention the
deteriorating condition of Berne and Windemere. At a neighbo�hood pre-election
meeting two elections ago, Mr. Schneider was asked to find out about the bad condi-
tion of our streets. He later said they were scheduled to be repaired. When I
talked to the city engineer a year ago in the winter and in the spring, he said
no repairs were scheduled except for Matterhorn and you may remember the unspeak-
able job that was done repairing that! He also said the streets should be black-
topped. We paid for concrete streets and we expect that they will continue to be
concrete. These streets are in as good condition as they are after 17 years only
because they are concrete. If they had been blacktop they would have been repaired
many times by now.
I did manage to see the council meeting on cable. We have very, very bad reception
of cable in our area. The signal is all over the place - sometimes good and sometimes
bad. t have called fihem many, many times and they always respond very promptly and
then tell me there is nothing they can do because on this side of 694 there is a mile
of defective cable in the street (it has been there over two years) and they aren't
going to repair it until they redo fihe whole system, beginning next summer. I have
asked if they are going to start replacement with us because our area has the detec-
tive cable, but they won't commit themselves to doing this.
I have asked about the really terrible reception on the local channels and they say
it is caused by the local people who put on the programs and that they have nothing
to do with the bad signals. We supposedly have 29 channels but most of the time
there is a breakdown on one of the national channels and the four local ones have
bad reception. I haven't checked it this morning, but we have been without channel
15 for two days (and tor three weeks before now the teietype news and sfiock quofiafiions
have been so garbled they are unuseable) and yesterday we didn't have channel 23 for
at least half a day.

Berne Road has had grit put on it twice since that big snow. Berne Circie has
been left a skating rink as usual. We have now been gerrymandered into an area
where our councilman has even less connection with us than before. The people
in this area truly consider themselves Fridiey's Forgotten Corner.

After the 17 inch snowfall on December 28, 1982, we had to make a decision
whether to plow all the streets to a full width, or just to open them. We made
the decision to just open the streets. One pass would be made on both sides
of the center line, which would allow people to at least dig out to the plowed
areas. After the first day, it took us several days to plow out to the curb
line. Trollhaugen is a red line street and was plowed first. St. Imier was
plowed one plow width by a private plow, not the City, three hours after Troll-
haugen was done. At 11:00 p.m., the big plows came back and started plowing
the South Innsbruck area. This area was plowed by office personnel, because
the normal drivers were exhausted and excused to go home.
Our procedures for plowing cul-de-sacs has changed. Years ago, we plowed
them with the large trucks. This took much longer. We found out it worked
better with 4-wheel drive vehicles, and we pushed less snow into driveways.
Now after the large truck plows the ma.in road attached to a cul-de-sac, the
driver then radios the 4-wheel truck to come back to finish the plowing in
the cul-de-sac. We do run into difficulties at times, especially when we have
new drivers helping us. These 4-wheel trucks are usually maruzed by Parks De-
partment personnel, who only plow in emergency situations.
Our sanding procedure is to sand on hills, curves, at stop signs and at
yield signs, and from complaints called in from citizens and the Police De-
partment.
In conclusion, when the South Innsbruck area was being plowed, we were
also trying to finish the rest of the town, especially the northwest corner,
such as Ri.ckard Road, Ely Street, etc.

During the snowstorm of December 28, 1982, the City crews worked in
excess of 24 hours clearing the City streets for safe vehicle traffic.�
During the period we augmented the street, utility and park crews with
some of our engineering office personnel to continue clearing and allow
the primary operators to rest and eat.
ACTION � INFO.
Trollhagen is a red line street. This means it is one of the first
plowed streets in the area to allow for emergency access into the local
neighborhood. After all red line streets are cleared, which takes from
4 to 12 hours depending on the snowfall, the operators then revert to
their assigned areas and start plowing all streets from one corner, this
depends on the snowstorm since the start point is rotated each time.
After the collector: streets are cleared, smaller 4-wheel drive trucks
are used to clear cul-de-sacs and alleys. These vehicles are more
manueverable, can move the snow better in smaller areas and reduce the
build-up in driveways than our larger snow plowing equipment. Accordingly,
Trollhagen was plowed fir.st, then Berne Road and finally Berne Circle.
It was noticed that on this particular snow, some private plows had made
a pass down the middle of Berne Road. The City did not plow this area
until around 11:00 p.m.
In reference to the smaller trucks clearing out the cul-de-sac, our

Fridley signs were posted on all the streets entering the City from
the adjoining Cities this past year. This was done as a means of
establishing identity and also the City boundary. These signs cost us
only $38.00 each.
This past year we only repainted our street striping at a cost bf $170(l.
We did not repaint the bicycle lanes and saved $3�00 in the process.
We are plannir?g to paint them this year and every alternate year instead
of each year as had been the past policy.
Those major collectur. streets which have sufficient width have been
lined since 1980, to provide for faster and safer vehicle movements at
the signal intersections. This lane identification is similar to the
striping and turning movements used by the County and State highway
departments.
In 1981 we started a program of repairing our concr,ete:streett. Ihi:s
consisted of primarily joint crack sealing and repair. The first year
we used a natural rubber material which is regarded very highly, but
while it does a good job, it is very difficult to work with. Accordingly,
the contrattor we had, ran into some quality problems w��ich resulted
in the poor workmanship encountered. The following year we switched to
a"crumb rubber" material which was just as good and easier to apply.
The majority of the cracks sealed the first year were resealed the next
year with crumb rubber at no cost to the City by the contractors warranty
bond. In preparing for the concrete street repair we replaced, repaired
or jacked the concrete panels as was necessary. A number of panels on
Serne Road were jacked in the fall of 1981 and the cracks,�sealed this

The City's streets are identified with stop signs, curves and steep,��ills
in our winter sanding and plowing snow plan. Qepending on the condition,
we sand and salt intersections with stop signs or traffic signals, sharp
curves and steep hills. The intersection at St. Imier and Berne Road
is sanded but the remainder.of the street is not deemed necessary for
sanding on a routine basis.
We have notified the Storer Cable Television personnel of the concerns
raised in Mr. Phelps letter. When we receive their reply, I will
provide you the information.

Thank you for your letter, (I think.)
You obviously put a great deal of thought and concern into it and I will try
to respond as fully as possible.
There are several matters you raised which are questions of fact. I had the
staff prepare responses to those items. You may already have received that
material from either Ed or Dennis. In case they haven't supplied it, I am
enclosing a copy which I think is responsive on those concerns.
I also communicated to Northern CATV concerning the poor service you are
receiving, I believe they have tried to work it out with you. We have had
many complaints concerning their service this year. They will be rebuilding
much of the cable system this spring and I am confident you will be pleased.
What to do in the meantime is another question. I am beginning to believe
the company should refund, or at least cut prices to those receiving poor
service, but there is nothing in the franchise which would permit us to
require that kind of short term rate adjustment. They may va nt to do it
on their own initiative.
The balance of your letter seems to fall in two areas. One being your
anger at the Council's seeming lack of sensitivity to what you felt was poor
service by the City. And, secondiy, a related feeling that our performance
standards are too low.
Let me respond to those questions, which are essentially value questions,
subjective in a sense, in this general way.
I was, of course, concerned that we projected such an aggravating image
during the Council Meeting of January 15, 1983. Perhaps it did seem insensi-
tive to your problem, and in that light I can appreciate your anger.
I just ask that you also try to put yourself in our shoes for a moment. We
all felt a sense of great relief that we were able to get through the 4th
worst storm on record with no real disasters.

Many people were inconvenienced, yes, but we managed all the medical emergen-
cies, fire services were maintained, no structures collapsed, no other basic
utilities or public safety services failed, and no one died.
E�ery member of the Council and staff, heaved a great sigh of relief at our
goo�f fortune.
Every street in town had at least one lane open by midnight.
Every piece of equipment was working continually for the first two days,
stopping only for fuel. Office employees were drafted to operate equipment
when regular public utility and park employees were exhausted.
We did get fire lanes open early and kept them open during the blizzard. We
did make special runs for health emergencies, leading ambulances.
We did not make special runs for non-safety reasons, although I personally
drove people intojobs on three different occasions that day--none that I
knew personally, but they called in a panic.
This is the first time in my memory that individual police officers wrote
"thank you" letters to the public works people. That happened because plow
drivers helped police and ambulance people protect lives.
Now, about Berne Circle
One of your neighbors had called in mid-morning on the day of the storm. I.
checked on when they expected to get to Berne Circle and was told by 3 in the
afternoon. I called him and told him that.
Around three I was out checking on the operations and went up to check out
the Circle. Nothing. I called the Public Works Director and was told the
drifts had hardened and they were slowed up. All public works could say is
that they wouldn't stop until they had a passable lane on every street, and
that they expected that to be by midnight.
I called your neighbor and told him that they couldn't get there by three P.M.
(as he well knew by that time), but promised by midnight. He was upset. I
told him that if he couldn't get out by morning to call me and I would come
by and pick him up and take him to work. (I think it was a truck terminal
somewhere in Roseville.) He said it was a deal--until I found out that he
went to work at 4 in the morning. That was too much, even for me.
Anyway, I did want to follow up on it and I went through Berne shortly before
midnight. I don't recall if they were actually working on Berne Circle at
the time, but they were on Berne and I was confident he would be able to get
out. I went home to bed.

The next morning I heard from you, and about two hours later I heard from
him. He wanted to tell me that all things considered, he wanted to con9ratu-
late the City on doing a good job.
This underscores the value problem. What level of service is acceptable
pu-61ic service? We are looking at the same, identical job. One resident
found the service acceptable, the other found it infuriating.
That conflict is something I have difficulty dealing with.
I don't think its practical to staff the public works department to ha�dle a
anc�in-a-decade bliz2ard in 12 hours instead of 24 or 36. I think most tax-
payers would be highly critical of us if we did carry double the public works
employee and equipment load year-in and year-out for these occasional
crippling blizzards.
I can assure you that if I was out of office and saw that kind of "extrava-
gance", I would raise hell with the City for overstaffing. That is a very
basic concern, and at a time when most other staffs have grown, we have
pared ours. We have fewer full-time staff now than when I took office ten
years ago. Most people think that is good.
Anyway, Barb, I have tried to be both candid and responsive. I believe I
have a fairly good understanding of the nature of the problem the City faced
in Lhat storm, and fairly complete knowledge of their performance. In that
light, I think the public works department certainly deserves our thanks, but
perhaps without the "chortle" of relief.
