BUILDING PERMIT FEE SCHEDULE
SECTION 2. The Inspector of Buildings shall, before issuing pennits for the
erection of any building or structure, or for any addition to any existing
building or structure, or for any alteration or repairs to an}• existing
building or structure, upon application therefore, require the payment by the
appl�cant for such pextnit of fees to the amount herein below set forth and in
the manner herein pravided to-wit:
UNIFORM BUILDING CODE: Zj�pe 1, 2& 4-$2.15 for each one thousand cubic
fee�, or fraction thereof, in such cubical contents. Type 3& 5-$1.85 fox
each one thousand cubic feet.
ADDITIONAL INFORMATION
For the purpose of computing fees for building permits, the cubical contenta
of any building or addition, is detextnined by multiplying the ground area
covered from a point six (6) inches below the floor line of the basement
or the cellar to the average heights of the upper surface oz to the average�•
heig,l�t of �he roof surface of the mnin gable of a pitched roof.
For �repairs or alterations to an existing structure, the fee shall be at the
xate of $3.00 per each five hundred dollars ($500.00) or fraction thereof in
the cost of all proposed work.
In ao case ehal� the fee charged for any permit as set forth in Section 2 be
lesa than $5,00.
V$RIFICATION OF FOUNDATION
NOTE: T'erm�.ta for �onstruotion will be iesued a minimum of 24 houxs fram the
tisie of application, to allow.for proper review of the proposed structure a�nd
of the constsuction site.
A CeXti�ied Survey of the lot, shawing the location of the foundation, once i.t
haa been canstructed, will be required before vzoceedin�t with the framing.
CERTIFICATE OF OCCUPANCY
Application fo� a Certificate of Occupaacy shall be made ten (10) days prior
to the use or occupancy of aay etructure for which a building permit has been
issued; and said atructure shall not be used or occupied until a Certificate
of Occupancy hae been issued.

Architectural Testing, Inc. (ATI) was contracted by American Way Manufacturing (AWM) to
perform structural testing on their SmartRail fiberglass guardrail system. The purpose of the
testing is code compliance evaluation in accordance with the following criteria:
ICC-ESTM AC174 (July 1, 2005), Acceptance Criteria for Deck Board Span Ratings and
Guardrail Systems (Guards and Handrails).
Testing was limited to satisfying the structural load testing requirements of Section 3.5,
Guardrail System (Guard and Handrail) Performance Rating which are equal to 2.5 times the
design loads of the referenced building codes. An adjustment factor of 30% was applied to the
in-iill test loads as a conservative approximation of the adjustment factors required by AC174 for
environmental effects. Further testing would be required to determine actual adjustment factors
for the tested material.
1.3 Product Description and Sampling
The fiberglass components used for the evaluation were rails and posts produced by a pultrusion
process and PVC balusters were produced by an extrusion process. Tested components were not
independently sampled as required by AC174 but were supplied and retained by AWM, so
testing was for AWM's internal R&D purposes only. Components were not dimensionally
documented.

Unless otherwise indicated, the conditions of testing were laboratory ambient conditions with
temperature in the range of 68 �4°F.
2.0 Structural Performance Testing of Assembled Railing Systems
Re: AC 174 - Section 3.5
2.1 General
Railing assemblies were tested in a self-contained structural frame designed to accommodate
anchorage of a rail assembly and application of the required test loads. The specimen was
loaded using an electric winch mounted to a rigid steel test frame. High strength steel cables,
nylon straps, and load distribution beams were used to impose test loads on the specimen.
Applied load was measured using an electronic load cell located in-line with the loading system.
Deflections were measured to the nearest 0.01" using electronic linear displacement transducers.
2.2 Railing Assembly Description
The SmartRail guardrail system consisted of pultruded fiberglass top and bottom rails with
spaced PVC balusters inserted in the rail members. The railing system had an overall top rail
length (inside of post to inside of post) of 120" with an overall rail height of 36" (deck surface to
top of top rail). The balusters were inserted into routed holes in the rail members. Top and
bottom rails attached to AWM UltiMountTM ProSpec36 Post Mount with 4x4 fiberglass post
sleeves via the AWM polycarbonate Drop-In Brackets. Four (4) #12 by 1-1/2" flat-head
stainless steel screws attached the bracket to the support, and four (4) #12 by 3/4" flat-head
stainless steel screws attached the bracket to the rail.
2.3 Series/Model
The scope of testing performed and reported herein was intended to evaluate the SmartRail series
railing system consisting of the following components:
Top Rail - 2" wide (at base), 3-1/2" wide (at top) by 3-1/2" high fiberglass T-Rail
Bottom Rail - 2" wide by 3-1/2" high fiberglass rectangular rail
Rail Connection Condition - AWM PVC Drop-In Rail Bracket System
Baluster - 1-1/2" square, hollow PVC pickets
Post Sleeve - 4" by 4" fiberglass straight, square post
Post Mount - AWM U1tiMountT'" ProSpec36 Post Mount with 13 gauge steel tubing and
1/4" steel leveling plate; plastic upper rail stabilizer at top of post mount and
two-piece plastic lower rail stabilizer at bottom of post. Leveling screws were
not employed in testing.

The railing assembly was installed and tested as a single railing section by directly securing the
U1tiMountTM ProSpec36 post mounts to a rigid steel channel (to simulate anchorage into
concrete). Tests were intended to evaluate the post mount system anchored to a support surface
adequate to resist the imposed loads from the system. Evaluation of the base mounting hardware
is not within the scope of these tests. Transducers mounted to an independent reference frame
were located to record movement of reference points on the railing system components (ends and
mid-point) to determine net component deflections. See photographs in Appendix B for test
setups.
2.5 Test Procedure
Testing and evaluation was performed in accordance with Section 3.5 of AC 174. The test
specimen was inspected prior to testing to verify size and general condition of the materials,
assembly, and installation. No potentially compromising defects were observed. One specimen
was used for all load tests which were performed in the order reported. Each design load test
was performed using the following procedure:
1. Zeroed transducers and load cell at zero load
2. Increased load to specified test load in no less than ten seconds
3. Held specified test load for no less than one minute
2.6 Test Results
Unless otherwise noted, all loads and displacement measurements were normal to the rail
(horizontal). The test results apply to the railing assembly, supports, and anchorage to the
supports.

one value is reported, the test load was the range (min.-max.) that was held during the
time indicated in the test.

3.0 Summary and Conclusions
The railing assembly reported herein met the structural performance requirements of Section 3.5
of AC 174-OS as installed between adequate supports for rail lengths up to and including 120"
and rail heights up to and including 36".
The AWM U1tiMountTM ProSpec36 Post Mount as installed in a rigid surface application (i.e.
concrete) is adequate for supporting the level rail assembly reported herein, which include rail
lengths up to and including 120" and rail heights up to and including 36". Testing was limited to
evaluating the strength of the support posts as they are intended to be anchored to the supporting
structure. Evaluation of the supporting structure (i.e. concrete) was not within the scope of this
testing.

Detailed drawings, data sheets, representative samples of test specimens, a copy of this test
report, and all other supporting evidence will be retained by Architectural Testing, Inc. for a
period of four years from the original test date. At the end of this retention period, said materials
shall be discarded without notice, and the service life of this report by Architectural Testing shall
expire. Results obtained are tested values and were secured using the designated test methods.
This report neither constitutes certification of this product nor expresses an opinion or
endorsement by this laboratory; it is the exclusive property of the client so named herein and
relates only to the tested specimens. This report may not be reproduced, except in full, without
