the erection of any building or atructure, or for any addition to any existing
building or etructure, or for any alterations or'repairs to•any existing
building or atructure, upon application therefore, require the payment by the

I am writing to formally notify you that the City of Fridley is
considering the acquisition of the property at 7899 Broad Avenue
N.E. The purpose of this project is to remove the residences from
the floodway and to use property for development of Riverview
Heights Park.
A brochure describing your rights and the City's procedures for
acquiring property is enclosed for your review. If you ha�e any
questions, please call me at 572-3591.
The City hired an independent appraiser who should be contacting
you to accompany him on the inspection of your property. Once the
appraisal has been completed, it will be forwarded to a review
appraisal. When both appraisals have been completed, a Written
Statement of Just Compensation and Written Offer of Purchase will
be drafted.
This letter is a preliminary acquisition notice and not a notice
to vacate. The establishment of eligibility for relocation payment
or other assistance will be determined after such time as the City
submits a Written Notice of Purchase.

SUBJECT: . Potential Problems with the 1992 Spring Thaw
When the snow melts this spring, several potential drainage
problems could occur. Additional late snowfalls and the rate of
snow melt will be the deciding factors.
At 573 Rice Creek Terrace the floor elevation of 831.27 is 2.73
feet lower than the 500 year storm line elevation of 834.0 and
approximately one foot higher than the 100 year line. �
At 567 Rice Creek Terrace the floor �elevation of 830.47 is
approximately 17 hundredths above the 100 year storm elevation
line.
At 6801 Channel Road the floor slab is 0.2 feet higher than the
100 year flood line.
—� In addition, the homes at 7899 and 7895 Broad Street are behind the
Mississippi River dike, but will have to have the culvert on 79th
sandbagged and pumped in order to keep water from backing up from
the Mississippi River ancl flooding them.
