Redevelopment Authority. I understand that you are the owners of a
house at 5747 Central Avenue Northeast which is being used for rental
property.
I have been asked by the Fridley HRA to contac•t you because of the
likelihood that it will be necessary to acquire your property in the
early part of 1986. As you are aware, the City is planning to improve
the 3ntersection of Highway 65 and Central Avenue and for the purpose
of completing that improvement it will be necessary to obtain your
property.
It has always been the position of the City and the HRA to attempt to
negotiate acquisitions of this nature. Under state law, it is
necessary for the ARA to first obtain an appraisal on your property
and to make a copy of that appraisal available to you for your review.
You also have the right to obtain qour own appraisal as well. Further,
your tenants would be entitled to some relocation monies. My purpose
in writin� is to inform you of the HRA's desire to ask you to contact
me so that we can discuss this matter.
I hope that our sending this letter to you at this address has aot
caused you any problems. IInfortunately, we could not find youi new
address in the phone book and the tax records still indicate that the

I am writing to inform you of our intent to hire you as a relocation
consultant for the house at 5747 Central Avenue N.E. Relocation Assistance
Services will involve a co�nercial claim for the awner of the structure and a
residential claim for the occupants. All services which are required by the
Uniform Relocation and Real Properties Acquisition Policies Act of 1970 will
be provided in complete accordance.
In addition, it is agreed that suitable housing replaceinents will be provided
for the claimants. Futher, if "last resort housing" becomes necessary, these
services will be provided.
The total fee for all of these services is not to exceed $2,400.00 as per
your letter of July 22, 1985.

That home on 64th and Old Central has a depression in its side and rear
yard that continues on to the east and then slightly to the north to a
depression that held water. Part of that property further to the north has
been filled in and reduced some of the detention capacity, but the
direction of flaa has remained constant. By cutting the swale through the
front yard of the home on 64th will allow the water to flow a little better
but will not alleviate the overall drainage problem. We may want to look
at installing a pipe or ditch systen from the depression westward to the
Old Central Drainage ditch and then on in to Moore Lake.
