It has been brought to my attention that the malfunctioning
sanitary seWer in the rear of properties along the 5800
block of Central Avenue haa cauaed certain back up, flooding-
and damage to the homes and With particular attention to the
above address. �
Because of the damage caused as well as the vell being of
the occupants, thiir property end health, I can only
deltgate the reaponsibilty of such damages to the City of
Fridley. The exteat of the damages are unknoWn to me at
this time, this serving as particular reference of same.
Further , I wish to refer you to my letter of January 6
1962 ss Well as my letter of October 1 1959, both of which
I never ha�e had the courtesy of a reply. As to the letter
of Oetober 1 1959 I reported as " The saniatary sewer serving
the property is of such unsatisfactory condition that the
reelidences served are subject to serious health and damage
hazarda"
�ecause of the condition, the damage caused, I feel that the
City of Fridley has a vital responsibility concerned and are
liable for any damages, health or property invol�ed.
Pleaee refer to my letter of October 1 1959 vhere I pleaded
for you proper maintenance. I further currently direct •
your attention to the above address to see to it that no
residu�� health hazard exists from the recent sewer beck up.

SECTION 2. The Inspector of Buildings sha11, before issuing permits for the

applicant for such permit of fees to th.e amount herein below set forth and in
the manner herein provided to-wit:

PLAN CHECK: 25 percent of building permit fee.
ADDITIONAL INFORMATI�ON
T'or the purpose of computing fees for building permits, the cubical contents
of any building or addition, is determined by multiplying the ground area
covered �rom a point six (6) inches below the floor line of the basement
ox the cellar to the average heights of the upper suxface or to trie average..-
height of the roof surface of the ma,in gable of a pitched roof.
For repaixs or alterations to an existing stxuc�ure, the fee shall be at the
rate of $3.00 per each five hundxed dollars ($500.00) or fraction thereof in
the cost of all pxopased work.
In no case sha11 the fee charged for any permit as set foxth in Section 2 be

VERIFICATION OF FOUNDATION
, NOTE< Permits for eonstruction will be issued a minimum of 24 hours fxom the
t�.me of application, to a11ow for proper xeview of the proposed stxucture and
of the canstruction site.
A Cextified Survey of the lot, showing the location of the foundation, once it
ha� been constructed, wi11 be required before proceedin� with the fxaming.
CERTIFICATE OF OCCUPANCY
Application for a Certificate of Occupancy shall be made ten (10) days prior
to the use or occupancy of any stxucture for «hich a building permit has been
issued; and said structure sliall no� be used or occupied until a Certificate
of Occupancy has been issued. '

This is in reply to your letters regarding the fence that Mr. Duane Otterness
i.nstalled on the southernly border of our properties.
We both understand that there is a five foot easement on Mr. Otterness's
property as well as a fifteen foot easement on the Mr. & Mrs. Alvin Weber's
property for maintaining the city sewer which runs along the property.
Both of us (Mr. Otterness and Mr. & Mrs. Alvin Weber) give the City of
F'ridley permission to take down the fence if a situation arises where you
need to reach the sewer with city equipment and excavation is necessary.
For general maintenance of the sewer line Mr. & Mrs. Alvin weber give the
City of Fridley permission to gain access fran their side of the fence.
It is also our understanding that the city will leave the praperty in the
same condition that it was in before any access to the sewer was made.

The Chief Building Official shall, before issuing permits for the erectio n of any
building or strueture, or for any addition to any existing building or strueture, or
for any alteration or repair to any existing building or strueture, upon application
therefore, require the payment by the applicant for sueh permit of fees to the amount
herein below set forth and in the manner herein provided to-wit:

Dear Mr. Otterness:
A mechanical permit was issued on November 9, 1999 for the installation of a gas
furnace for your address. According to Section 305(a) of the 1991 Uniform Mechanical
Code, a final inspection shall be performed on the mechanical permit. As of this date no
inspection has been called for.
The permit fee that was paid covers the inspector's time to check to make sure the
furnace was installed correctly. We also need to check for the installation of combustion
air, vent and connector sizing.
You will be given thirty (30) days from receipt of this notice to respond. If we do not
hear from you, your permit will expire and any inspections on this installation will require
a new permit.
