As a stipulation for plat appmval, the properiy owner was to have water and sewer utility services extended
to this lot prior to the repaving of Central Ave (CSAH 35). Anoka County completed the paving August
21, 1998 and the utility extensions had not been completed at that time.
No open cut excavation will be allow� across the new pavement for the first five yeais. To provide water
service to this lot, a line must be tapped off Woody Lane east of where it intersects with Central Ave and
elctended to the lot south along the Central Ave right-of-way. To provide sanitary sewer service to this lot,
a line must be bored under Central Ave into a manhole on the west side or an additional manhole must be
installed in front of the property and a line extended south to the sanitary manhole in front of 6067 Central
Ave. This work must be done in conjunction with any future building permits for the site.

This report is regazding the house construction at the site in Fridley, Minnesota.. We were
requested to observe the excavations and provide a judgment regazding the suitability oi
flie ,exposed soils to support the planned house. Subsurface borings may haye been
performed to explore the soil conditions prior to excavation: However,, this was not a
part of the service scope. You authorized our services on July 13, 2000.
The Project is for construction of a new house. We understand the house will have
dimensions of approximately 38 feet x 66 feet including the attached garage. The
basement level will have a walkout to the north at about elevation 8983 feet. The
majority of footings will be at approximate elevation 897.3 feet. The wallcout footings
will be deeper, on the order of 893.8 feet. The garage floor will be at elevation 906.0
feet.
We observed the soils exposed in the mass excavation on July 14, 2000. In addition, we
placed several hand auger probes to depths up to three feet below excavated grade at a
few locations. The exp�sed soils and those retrieved in our probes were visually
classified in general accordance with American Standard for Testing and Materials
(ASTM) D2488. �
The excavation was to remove existing fill and topsoil. The excavation bottom ranged
fi�om about one foot. below footing grade at the southeast corner to 5 feet below footing
grade at the northwest comer. The exposed soils and those retrieved by hand auger
pro,bes appeazed to be native. sands, silty sands, and clayey sands. These soils were
medium dense, based on the resistance of the hand auger probes.
Project Number 000-0028-5432
Based on observations, hand auger probes, and experience with soil conditions in the
area, we judge the exp�sed native soils are suitable to support the new fill and foundation
loads up to at least 1500 pounds per square foot. This includes a safety factor of 3.0
a.gainst shear failure.
Engineered fill will he required to attain footing grade. We recommend this fill consist of
inorganic soils, preferably sands having less than 20 percent passing the #200 sieve. The
fill should be placed in relatively thin lifts of 12 inches or less, and compacted to at lea.st
95 percent of the Standard Proctor test (ASTM D698).
