� Reference your letter of December 7, 1980, concerning the improve-
ments proposed in the City Storm Sedrer and Drainage Project No. 132.
This project is designed to divert the Harris Pond and associated
drainage watersfrom Moore Lake into Rice Creek. This action will re-
sult in decreasing Phosphorous, nutrients and other pollution into
t�Ioore Lake. Through this action, it is expected to result in im-
proved water qua7ity and a decrease in lake aquatic growth thereby
improving the entire lake and lakeshore area.
This project is not related to the City Park located at Moore Lake.
It will indirectly effect the park through the improved water condi-
tions.
This improvement will directly effect your property.by providing for
the removal of surface water at the rear of your property and the ad-

Central. Mr. Pierce�s letter of request is attaehed.
I informed him that the Housin� & Redevelopment Authority does not have an
active aequisition pro�ram for this area. Mr. Pieree would like the Housin�
� Redevelopment Authority to purehase his property for $45,000.
QTh� operty is directly adjacent to the Saliterman property and is roughly
5�600 uare feet in area and is zoned R-1. A map of this area is included.
The assessed ealue of the property is $21,000 and there are $1,950.3� of
special assessments on the property.
As a comparison you will recall that the Weitnauer lot, at 6391 Central,
which the Housing & Redevelopment Authority purchased last April for $1�1,000
was roughly $.85 a square foot. The Pieree property at $45,000 is $.98 a

$.85 per square foot. The Assessors Office estimated the
property to be 37,800 sq. ft. in area, wlnican would be a cost
of $32,130.

Analysis of Appraisal Report for 6132 Central
Avenue N.E.
The above-referenced appraisal concludes that the highest and best
use of the subject site is for a single family residence. Leon
Madsen does note that the site is large enough to support two
single family sites if it were divided front and rear, and an
access easement is provided to serve the rear lot. Madsen
adequately qualifies this approach by stating that the development
pattern would require City Council and Anoka County Highway
Department approvals "which are not guaranteed". He states that
the necessary approvals have a"reasonable degree of realization".
The comparables used were similar. The frontages of the properties
were so narrow that a lot split could not occur (75 feet lot width
for each lot). Also, the comparable lots were 190 feet and 205
feet deep. For the rear portion of the property, two comparables
were used, each of which had a value of $1.00 per square foot.
In summary, our original concern was that the appraisal would lead
the property owner to the idea that a subdivision pattern as
described in the report could be obtained if it were sought. While
We believe that Madsen's language does not guarantee any type of
approval, it should be noted to the property owner that the lot
pattern described in the report is not good subdivision design.
Staff would recommend denial of a request of this type.
