SECTION 2. The Inspector of Buildings shall, before issuing permits for the
erection of any building or structure, or for any addition to any existing
building or structures or for any alte�ation or repairs to any gacistin�

ADDITIONAL INFORMATION
For the purpose of computing fees for building pextiaits, the cubical conte�ts
of any building or addition, ia determined by multiplying the groaand are�
covered from a point six (6) inches below the floor lin�e of the basement
�r tYae cellar to the �v�xag� heights of the uppeg sux£ace or to the average
h�i�ht of the roof �urface of the ffiain gabl� of �s �aitctaecl rouf.
For repairs or alterati�ns to an exitting stzucture, �he �ee shall be at the
rate of $3.00 per each five hund�ed dollars ($500.00) or fraction thereof in
the cost of all proposed work.
In no case shall the fee charged for any permit as set forth in Section 2 be
less than $5.00.
VERIFICATION OF FOUNDAI'ION
NOTE: Permits for construction will be issued a minimum of 24 hours from the
time of application, to allow for proper review of the proposed structure and
of the construction site.
A Certifiad Survey of the lot, showing the location of the foundation, once it
has been constructed, will be reqt�ired before proceeding with the framiag.
CERTIFICATE OF OCCUPANCY
Application for a Certificate of Occupancy shall be made ten (10) days prior
to the use or occupancy of �y structure for which a building pexznit has been
issued; and said structure shall not be used or eccupied until a Certificate
of Occupancy has been issued.

On th� morning of July 8, 1978, we (my wife and I) noticed that the South
•�side of 64th Aven� N.E. had begun to sink. My wife called the City of
Fridley to inform them of the situation.
(
A truck frcm the city can� and placed barracades aro�d the portion o.f the
street which ha.d settled (about eight inches), and instructed us to call
if it got v�rse. On that same afternoon, the street sank about another
two to three feet. The City of Fridley was called but rx� one responded.
At 4:00 a.m. ca� Sunday, July 9, 1978, the street had settled a total of
four to five feet.
On Stmday, July 9, 1978, between the hours of 4:30 a.m. and 6:00 p.m., the
water main on 64th Street just East of Old Central.Avenue b�st. The water
from the main flowed into my yard, leaving five to six inches of standing
` water, sand foam, and muc1. My driveway had four inches o� mud on it when
the water h�l finally gone dvwn.
In a�ccordance with the prescribed proced�e of the City of Fridley, I hav�
gotten tw� estim�tes as to the cost of restoring my yard to the conditiarz
which it was in prior to the problem with the main.
Enclosed, please find copies of twa bids on the restoration of our yard
to its original condition. Your imnecliate attention to this very distress-
ing situation will be appreciated. �

Refund of Buildina Permit Fee - 6401 Central Avenue
Introduction
Robert Calderon, 6401 Central Avenue NE has requested a refund on his building permit. His
permit was issued on December 19, 2007. A person is entitled to and can apply for a partial
refund (up to 80%), provided that it is within 180 days of permit issuance. Obviously, this
request comes beyond the 180 days described by Code; however, due to the circumstances of
this case staff is recommending Council's consideration of a partial refund.
Elements for Consideration •
Mr. Calderon's contractor, Northern Exposure Exteriors, applied for the application in December
of 2007. The permit was to allow a substantial residential addition to the home at 6401 Central.
The building permit fee was $1,290.55, Plan Check Fee was $838.86, State Surcharge $76.11,
Fire Surcharge $152.23, License Surcharge was $5.00. All fees totaled $2,362.75.
The building addition was to be valued at $152,227.00 and the fees are typical of a building with
this valuation. What was not typical, was the fact that after preliminary approvals for
construction financing, the financing fell through. This caused the homeowners to not be able to
build. Though this problem is so far unique to us and we have not had similar refund requests, it
probably is not unique in a dismal economic market. People start out wanting to do a project
and lose their financing and find themselves needing to hold-off on plans.
Recommendation
The plan check fees compensated the City for the plan review work that was done. Essentially,
that $838.86 has been spent and cannot be refunded. Likewise, the surcharges paid have been
distributed to the appropriate entities and should be considered non-refundable. The permit fee;
however, could be refunded to a value up to 80%, $1,032.44. The 20% retained pays for permit
technician work, and other administration that has occurred as a result of the permit issuance.
Due to the extenuating circumstances in this case, staff recommends a refund in the amount of
$1,032.44 for permit no. 2007-02364, 6401 Central Avenue, NE.
