the erection of aay building or atructure, or for any addition Co any exiating
building or atructure, or for any alterations or repairs to any esiating
building or structure� upon application therefore, require the paymeat by the

the manner herein provided to-wit:
2.1. �For anq such permit for the erection of any fire•proof building,
othei than a garage, warehouse, factorq or grain elevator, or for the erection
of any fire-proof addition, for similar occupancy, to any e$isting building,
ahall be at the rate of $�1.40 £or each one thousand cubic feet, or fraction�
thereof, in such cubical contents.

Other pertinent details:
A residential building fire at 6421 Central Avenue, N.E. was reported in the early morning hours
of Friday, July 25, 2008. Firefighters discovered the fire after responding to investigate a report
of smoke in the area of the address. Fire Departments from Columbia Heights and St. Anthony
assisted Fridley firefighters in controlling and e�inguishing the fire.
The home was heavily damaged by the fire. Electric and gas utilities were shut off by utility
technicians. It is our information that the water utility has been shut off at the curb stop by the
City Water Department.
No civilians were injured as a result of the fire. One firefighter was treated on scene by Aflina
Ambulance for possible heat exhaustion and released.
The cause of the fire is currently under investigation by the Anoka County Fire Investigation
Team and the Fire Department.

On July 25�' 2008 an inspection was conducted to assess the damage caused by the fire. The
house sustained major damage to the roof, interior �nd exterior walls. The damage is severe
�ough to deem the structure a hazard.
1V�N Rule 1311.0206 States in part "Any structure that constitutes a hazard to safety or health, or
pµblic welfare by reason of disaster or damage, shall be considered unsafe. All unsafe buildings
shaU be declared a public nuisance and shall be abated by repair or demolition as referenced in
the MN Statutes Section 463.15 to 463.26: '
The above noted building is a hazardous structwe and will � nosted as a hazardons baildins
per MN Statate 463.17.
You will have 20 days from the date of this letter to respond in writing if you are going to repair
or deraolish the structure. If you are to repair the structure, plans will be required prior to a
building permit Ueing issued. If the structur-e will be demolished, proper permits wiil also need to
be issued. �
I�you fail to tespond to this letter, the City of Fridley will proceed with the demolition per State
Statutes 463.151.

Dear Mr. Mattison:
Thank you for your recent phone ca11 to discuss the removal of your home and garage at
6421 Old Central. At this difficult time, I am certa.in that stxategic planning for
demolition is an added burden to the catastrophe that you have already experienced. The
City would like to take just a moment to describe the reason why a garage cannot remain
on the property, if the principal structure is being removed.
Fridley Code Section 205.04.S.A, states no accessory building or structure sha11 be
permitted on any lot prior to the time of the issuance of the �uilding permit for the
construction of the principal building.
The zoning of your property is now S-2, Redevelopment District. As such, your house
and garage are non-conforming, legally existing structures. Any new foot print of a home
would require a master plan.amendment by the City Council. With the S-2 zoning a
master plan was approved and any future rebuilding (other than replacing what was
legally non-conforming) would require a master plan amendment. Generally, non-
conformities can remain and be maint�ined, but cannot be geographically expanded.
Once it has been determined that fire or other catastrophe damaged a structure beyond
repair, the law would allow you to reb�ild the structure, but not to geographically expand
the structure. If you are going to rebuild the same structure and intend to pursue a
building permit immediately to do so, the garage could remain.
On the other hand, if you aze not proceeding with re-construction at this time, the garage
would need to be removed. Not only does Chapter 205 require a principal structure, prior
to allowing an accessory structure, but also, garages on vacant pazcels have been proven
to be the subject of vandalism and serve as attractive nuisance for folks looking for
trouble. Further damage or loss could result.
