Dear Mr. Barsness:
The City of Fridley has established a City Code for the purpose of
promoting a pleasant and attractive suburban environment. A recent
inspection of the property at 6581 Central Avenue revealed that not
all Code requirements are presently being met. Listed below are
items which do not comply with the City Code:
1. Fridley City Code requires that all vehicles must be currently
licensed/street operable and kept on a hard surface parking
area if they are stored outside. I observed two jeeps
(including JDY-764) located along the south side of your
property which do not fully meet these requirements.
2. Discontinue outside storage of assorted materials located
across the property.
Your prompt attention in correcting this situation would greatly
assist us in helping make Fridley a better place to live. An
inspection will be conducted on or about May 9, 1994, to determine
compliance.

Dear Mr. Barsness:
The City of Fridley has established a City Code for ihe purpose of promoting a pleasant
and attractive suburban environment. A recent inspection of the property at 6581
Central Avenue N.E. revealed that not all Code requir�ments are presently being m�t.
Listed below are items which do not comply with the City Code:
1. Fridley City Code requires that all vehicles must be currently licensed and street
operable if they are stored outside. Thank you for your recent cooperation in
licensing the vehicles on your property.
2. Unfortunately, it has been observed that there are several outdoor storage
issues on the property that are in violation of Fridley City Code. Fridfey City
Code requires that all materials, with the exception of boats, trailers, and
stacked firewood, must be screened from the public right-of-way. Materials on
youc property include, but are not limited to, lumber leaning against the gafage,
lumber stored on a trailer, any machinery, and miscellaneous items. (Boats,
trailers, and stacked frewood are allowed in the side and rear yards.)
Your prompt attenfion in correcting th"is situation would greatly assist us in helping
make Fridley a better place to live. An inspection will be conducted on or shortly after
December 6, 1996, to determine compliance.

SUBJECT: June 1, 1997, Compliance Date / Outside Storage.
Dear Mr. Barsness:
In November of 1996, you were contacted regarding several outside storage issues at
6581 Central Avenue NE., Fridley. As city staff discussed these issues with you and met
with you at the property, you proposed that a fence could be constructed to screen any
questionable materials. Initially, this was not a viable option, however, after further
review I have been authorized to grant an extension to June 1, 1997, at which time a final
inspection will occur and full compliance is expected.
The June l, 1997, compliance deadline is not a fence construction deadline. It will be
expected, however, that the exterior stora.ge of materials, with the exception of boats,
trailers (empty), and stacked firewood, will be discontinued by this date. Constructing a
fence to screen any questionable materials from the public right of way is an option, but
not a requirement. Simply removing all improperly stored materials or placing them in a
garage is also an acceptable alternative.
Piease be reminded that full code compliance at the time of the June 1, 1997, inspection
will be expected. Should any outside storage violations remain, legal action will be
approved.
Enclosed for your review is a copy of the residential district outside storage requirements.

Subject: Fence Construction Project / Screening of Outside Storage
Thank you for your cautious approach as you have proceeded with your fence
installation project. Councilman Schneider has requested that staff review your
fence plans and provide feedback to assure that the fence is installed properly.
The purpose of this letter is to summarize the City fence requirements and to
provide information regarding code requirements for outdoor storage.
FENCE
Prior to Councilman Schneider's request, staff had visited you at your site
regarding your fence. Though the fence had not been installed yet, our staff did
have the opportunity to walk the site and view the string lines (where the fence
would be installed). We discussed the basic fence elements outlined in the City
Code. These are:
• A fence bordering side and rear lot lines shall be no more than 7' high.
• A fence bordering the front lot lines shall be no more than 4' high.
• All fences must be located entirely upon the property of the person for which
the installation is being completed.
• Every fence shall be constructed in a substantial manner of substantial
materials and shall be maintained in condition of reasonable repair.
Staff pointed out that it is imperative that you know where your property stakes are.
You had responded that your fence installer was requiring that same boundary
identification prior to their installation of the fence.
We had an opportunity to revisit your site upon Councilman Schneide�'s request.
At the point, the first two fence sections were installed. The location of the
sections did coincide with your string locations and thus far the fence heights were

correct. Again thank you for your cautious approach as you install your fence. If

OUTDOOR STORAGE
Regarding outdoor storage, all properties are to be maintained in a manner that
assures that there is no unscreened storage of materials outdoors with the
exception of: boats, trailers (empty), or neatly stacked firewood, in the side or rear
yard. Please make certain that even with your new fence, outdoor stored
materials are not visible from the public right-of-way. Thank you.

Dear Mr. Barsness:
At Councilmember Dennis Schneiders request, city staff has reviewed and discussed your plans
for a screening fence as it applies to the outside storage screening requirements.
As you know, the City Code requires all materials to be screened from the public right-of-way
with the exception of boats, trailers (empty), and stacked firewood. Taking this code
requirement into account, as well as the type of screening fence you have selected and the
location you have indicated the fence shall be placed, city staff believes the fence will provide an
adequate means of screening materials you choose to store in your yard. Keep in mind,
however, that all materials shall be located behind the fence, shall not be stacked higher than the
fence and shall not be visible from any public right of way. Upon final completion of the fence,
any items that remain visible shall be relocated to an area of the property where proper screening
is available.
As we have previously discussed, as long as the fence is substantially constructed, located
entirely on your own property, and at a height not to exceed 7 feet in the side or rear yazd, and 4
feet in the front yard, the fence code requirements are being met. As with any fence, continued
maintenance will be necessary. Slating materials in a chain link privacy fence such as yours are
often subject to cracking and breaking, you may wish to keep an extra supply of slating materials
for replacement purposes.
