I called at this address to make an appraisal on
February 10, 1972. I found a backed-up cesspool. The debris
covers the basement floor. The odor was bery bad.
There are several children living in the home under
these very unsanitary conditions.
Mrs. Berglund says she doesn't have the funds to
have the cesspool pumped.
I am calling this to everyone's attention to see
if there is any�hing the City can do to allieviate this sit-
uation.

Gentlemen:
We have become aware of a health and welfare problem which
appears to be rather serious, Mrs. Tillie B, Serglund, 7112 Cen-
tral Avenue N:E;, Fridley, lives in a small house with six children.
The cesspool is beyond repair, and there is sewage in the basement.
A sewer is located in the back of the house. However, a connection
to the sewer would also require some plumbing repair in the house.
�It-is questionable how much money should be spent on this house.
__ $he has a mentally retarded daughter with a heart problem
and some infection problems at the present time:
Mrs. Berglund has only Social Security on which to 1ive. One
older boy is working, and the other boy is working part time.
My visit on February 12, 1972 to survey the house and to talk
to Mrs. Berglund does not necessarily constitute a detailed invest-
igation of the problem. Nevertheless, it appears evident that there
is a problem, and she needs some assistance. I would appreciate
your investigation of the case and any thoughts on the solution to
it. The Fridley City Manager has requested a report on it, and we
also will be studying the matter, Your assisstance will be appreci-
ated. .

This week the Assistant Director of Anoka County Welfare called
me. He suggested that I make a housing survey of her property and
send her a letter of carrections. She would then present this letter
to Anoka County Welfare.
I visited Mrs. �erglund on March 18, 1972 to make such a survey.
She did not want me to do this for several reasons.
First, she had wanted help previously, and they would do nothing.
Secondly, my action might result in the "condemnation" of her property,
and she would lose everything in it. A developer is interested in it
but presently won't pay her a"decent" price.
She says she can fix the present cesspool an.d will only stay
there a cougle more years. By that time she can perhaps get the
necessary money from any perspective developer.
I guess I would agree with her. She'should not be forced out and
end up with nothing. I suggest that we permit her to fix the cesspool
and help her in a couple of ways.
She doesn't know the size of her property or the approximate
boundary lines. Have the asseasor or Building Inspector show her the
boundary lines of her property.
She bought the property on a Contract For Deed from a Mr. Norton.
Mr. Norton's name ia still on the insurance policy. Should it be
changed? Perhaps, the Assessor can also answer this question for her.
� Does the City budget include any City welfare or poor funds? The
,y��� Lion's Club bought glasses for several of the children. Several.of
�1,�. "°" / them may need dental work.

�Q..,�r In summary, an.y action by me may result in "condemnation" of the
�'" property since Anoka County Welfare wi11 want official action by us.
She would rather try to solve the major cesspool problem on a temporary
basis and move in a couple of years. I recommend we comply with her
wishes and try to help her.

the cesspool has been pumped, but it didn't do any good. She appar-
entlq will have to connect to the sewer in the rear of the house.
She has a well; and hopefully, it won't be neceseary to connect to
City water which is a long distance to the street,
I recommend having the Plumbing Inspector getting a couple
estimates on the work to determine the cost. We can then determine
with her if she wi11 need assistance. I have discussed this pro-
cedure with her, and she will appreciate our help.

In 1997, the City Council adopted an ordinance deciaring gravel driveways a public nuisance.
They were declared a public nuisance for a number of reasons, such as: they can cause
erosion, contaminate soil with oil and other vehicles fluids, and deposit soil and gravel in the
City's storm sewers and detention ponds. When gravel driveways were declared a public
nuisance, the City Council gave property owners five years to have their gravel driveways
paved. The five-year deadline is quickly approaching, which means all gravel driveways within
the City of Fridley must be paved with approved concrete or asphalt by December 31, 2002.
If on December 31, 2002, your driveway hasn't been paved a citation will be issued and filed at
the Anoka County Courthouse. A misdemeanor citation is a criminal offense and is punishable
by up to 90 days in jail and/or a$700 fine.

For your convenience, a brochure on the City's loan program has been enclosed. You can use
this loan program to acquire financing for your driveway improvement project. Please call Jim
