This letter will reiterate our conversation of April 20, 1977 a�d m3ke
clear the City's requirements for �he Code violations located on your
prope�ty. It was brought to the City's attentian and confirmed by an
on site inspection on t,hat date that varying amounts of engine parts,
tires, junked vehicles, and miscellaneous vehicle frames and parts
were being stored and/or worked on by your son on this property.
Section 205, Zoning, of the Fridley City Code, defines an auto wrecking
or junk yard as, "Any place where two or more motor vehicles not in
running condition or parts thereof, are stored in the open and are not
bei.ng restored to operation, or any land, building or structure used for
wrecking or storing of such motor vehicles or parts thereof; and
including any €arm vehicles or farm �achinery, or parts thereof, stored
in the o}�en and not being restored to operating condition; and including
the coamtercial salvaging and sca.venging of any other goods, articles or
merchandise."
Also, an examination of the City zoning map has determined tha.t your
property is currently zoned C-1S. Enclosed p3.ease find the district
regul.ations for a C-1S piece of property. It is most important to
read and com�,rehend Section 205.101, Uses }?ermittetl, and Section 205.102,
Uses Excluded, where a junk yard and an automobile service station are
expressly prehibit� from being operated in a C-1.S zone.
Therefure,�khe City must require you`to disconti.nue operating a junk
yard or service station and to clean and maintain your property free of
all junked vshicles, engine parts, and iniscellaneous materials associated
with this operation.
A reinspection will be conducted on or �.ben± May 15, 1977 to determine

T�e citizens of Fridley have published a City Code which establishes minimum
standards necessary to maintain a pleasant, safe and healthy suburban
environment. It is through the compliance of this Code that the City can
attain those values so essential for continued grawth and develogne�t.
It is for this reason that I am writing to you. During a r�c.Ent visit to your
area, it was r�oticed that a portian of the City Code was not being followed.
These items include: '
l. This property is zoned C-1 and therefore does not allaw for the storage of
any vehicles or for the sale of such vehicles. This activity must be
discontinued as soon as possible.
2. This type of activity is allowed in a C-2 or C-25 district with the
issuance of a special use permit. However, since the main use of the property
is residertial, this would be classified as a"hame occupation" and again is
not allawed. This activity must be discontinued as soon as possible.
3. The City is requesting at this time that you or any other party
discontinue operating a junk yard, service station and/or used car lot. The
City is also requesting that you clean up the property and maintain it free of
all vehicles, either for sale or being worked on, vehicle �rts and other
materials associated with this operatian.
Your assistance in correcting the identified problems.is requested. I
understand that there may be some Pxtenuating circumstances for this situatioa�
to have oocured, but your quick action to correct this situation would be
appreciated.
If corrective actions cannot be initiated within the next few weeks, or if you
have any questions, please call me at the Fridley Civic Center, 571-3450 ext.
166, so that we can coordinate the corrective action or provide you with any
c]esired informatian.

As a result of last years Tax Revue n�eetings, Staff had increased it's efforts
to obtain the cleaning of the property at 7345 Central Avenue, across from
Bargain Auto. Tags were issued, resulting in court appearances and a request
for trial by jury. The trial is set for February 26, 1985. Since Steve
Olson is no longer an employee of the City the tags he issued will not be
admissible and our Prosecutor has stated that the violation should be
withdrawn.
We have negotiated with Mr. Saba's attorney in an attempt to arrive at an
agreement p�ior to the court hearing. At this time they are proposing to
construct a six foot fence enclosing a 60x210 foot area at the rear of the
yard in which to store vehicles and materials. This area is considerably
removed from the adjoining residential properties and should satisfy the
complaints of back yard appearances without going to court on an issue that we
would probably lose.

Code Enforcement Update
As requested, I have compiled a quick summary of the recent code enforcement activities. It is
important to note that these cases are a sample of the over 70 c�ses that have been established
since the beginning of June.
55 °°��6tti 'Way �N.E:�°�
As you may recall, this has beea� a long standing c,ase regarding the outside storage of materials in
the driveway and the collection of leaves for use as mulch After several visits with the
complainant and the residents at 55 - 66th Way, staffbelieves that we ha.ve resolved this c,ase.
The residents understand that they will be cit� should the outdoor storage violations recur. They
are also taking steps to screen the rear yard with a privacy fence. The residents at 55 - 66th Way
have reviewed their privacy fence plans with staffto ensure all code requirements are met.
650 Ely Street:
The code history at this address involves legal action and past clean-up by the City. To date, staff
has met with the properiy owners on two separate occasions, and established an incremental
clean-up schedule. At this time, the property owner is cooperating with the clean-up and has
made significant progress. An issue at this address that will always be a concern is the number of
vehicles. Currently, all vehicles aze liceased and operational. However, they are so numerous
that two or three are routinely parked on the street.
6200 Block of Fifth Street:
The complaints in this area revolve around the dupiexes on the west side of F'�fth Street. Staff has
taken action to remove ta►o junk vehicles at 6252 - F'ifth Street. The aotification period for a
third unlicensed vehicle at 6244 - Fifth Str�t will expire on July 19, 1995. A recurring code issue
at all of the duplexes is outside storage of materials. Currently, 6242 - Fifth Street has been

notified about the improper outside storage of furniture and other material. Recently, several of
the properties changed ownership, and appear to have improved their exterior maintenance. This
area, however, continues to be the subject of non-code related complaints, including late night
activities, noisy traffic and loitering in the yard_
7345 �entrai Avenue:
This case has been brought to my attention by an Environmental Specialist with Anoka County.
Staff has not yet completed the background research on this rather extensive case. The situation
appears to involve a long standing vehicle repair operation or scrap yard Numerous items are
being stored on the property wtuch are in violation of the junk vehicle ordinance. Staffwill be
ta.king action on this case, and coordinate action with the Anoka County Environmental Officer.
A quick review of the address has indicated that legal action may have influenced previous clean-
up efforts.
5851 - Third Street:
This unkept properiy is the source of several violations including junk vehicles, improper outside
storage and unsecured refuse containers. It has been cleaned up to a satisfactory condition in the
past, but has since reverted back to an unacceptable condition. A code concem also in n�d of
atten6on is the property owner's perpetual garage sale sta.tus. At this time, the property owner
has been asked to meet with staff so that we may develop a positive solufion to the case. ff the
property owner does not contact staff to arrange a meeting by July 24, 1995, we will be preparing
for legal action.
These particular cases ha.ve surfaced as some of the more substantial violations at this time. As
the summer continues, staff hopes to be permanently resolving ea.ch of these violations. Staff also
continues to receive code enforcement complaints on a daily basis, and attempts to respond to
each in a timely manner.

Subject: Last & Final Paved Drivewav Reminder
Dear Ms. Saba:
This letter is your last and final reminder; all driveways within the City of Fridley need to be
paved by December 31, 2002.
As you are aware, the City Council adopted an ordinance declaring gravel driveways a public
nuisance. They were declared a public nuisance for a number of reasons, such as: they can
cause erosion, contaminate soil with oil and other vehicles fluids, and deposit soil and gravel in
the City's storm sewers and detention ponds. When gravel driveways were declared a public
nuisance, the City Council gave property owners five years to have their gravel driveways
paved. The five-year deadline is quickly approaching, which means all gravel driveways within
the City of Fridley must be paved with approved concrete or asphalt by December 31, 2002.
If you've already paved your driveways, Thank you! Please call me at 763-572-3595, so I can
update our files.
The City Council has agreed to allow an extension until June 15, 2003, to those of you who
haven't paved your driveway and/or can't get a contractor to do the project until spring. In order
to be eligible for this extension, proof of a signed contract from your concrete or asphalt
contractor stating that they will pave your gravel driveway by June 15, 2003 must be filed
at the City by December 31, 2002. You as the property owner will also be required to sign
the statement on the next page, ensuring the driveway will be paved by June 15, 2003.
Failure to do so will result in a criminal citation being issued on January 3, 2003 and filed
at Anoka Countv.
