Section 2. The Inspector of Buildin�s sha11, before iesuing any permit for
tbe erection of aay building or structure, or fos any addi�ion to aay euist-
ing bu3.9.dfng or sCructure, or for any altesationa or repairs to any euiseiag
buildin� or stcructure, upon application therefor, requira the gaymen� by the
applicant for such petm3.t of fees to the amouut herein below set fpstlt aad
im t�e manner herein provided to-�a3t:
2,1. For any such permit for �he erectioa of auy fire-proof building, othe�
than a garage� warehouse, factory or grain elevator� or for the erectioa qf
any fire-proof addition, fox similas occupaacy, to any esistiag building
ehall be �t the �ate of $�.40 for each one thausa�d cubic feet, or fraction
�hereof, in such cubical contents. .
2.2. Bor any auch permit fvr iche erection oi? anq iire-proof ��rage, warehouse,
factor.y or �ra�g elevator, or for tbe erection of any fire-proo£ Bddition,
for simiiar occupaacjr, ta any existing buildiag shall be at the rate of �1.ZS
far each one thousand cubi.c feet, classified as °ofireproa€°1 by Section 502 of
the M;iuneap�olia Building Code.

additiou, for �imilar occupaacy, to any exiating building or for each such
buildiag or addition - niaety ceuts ($Q.90) for each one thousand cubic feet
or fraction thereof, ia th� cubical contents thereof c�ith a minivnum of $4.00.

thereof in the cast of all proposed work.

At the Pub17c Hearing held on November 8th, 1976, fo the above referenced
project, there occurred ome�discussion by the Council and the residents
regarding the pt�esent pa king situation in front of the two, 11-unit apart-
ment complexes locat�d a 6551-71 Channel Road N.E, which ar.e listed under
the ownership of your partnership. -�
Th� City of Fridley is aware of your present parking availability problem
and would like to resolve it during this year's strcet improvement.
When your eomplexes were built, the existing City Code at that time required
an off-st�reet parking stall ratio of 1 stall per unit. Through the years,
this ratio proved.to be very unrealistic by today's affluent standards. So
in 1973 this Code requirement was changed to.require all new construction
to provide 2.parking stalls for each 1 bedroom unit and an additional 1/2
stall per additional bedroom per unit. This new Code has proven to be very
effectivE in alleviating visitor and tennant parking problems. In review-
ing your present land use for parking stall availability, �ve feel that a
rra re efficient space utilization could be accomplished with some minor
asphalt parking surface installation and striping. The attached layout
indicates how the additional'stall arrangement could achieve �he. approxi-
mate number of parking spaces required by the new Code which v�ould cons�-
quently, alleviate your present parking �roblems. nn on-site inspection
revea]ed that there is an existing tendancy to park this suggested way
already by your tennants.
In the past, NO PARKING signs have been installed in this block of Channel
Road with ihe exception of immediately in front of your property. The
preseni an-street parking was allowed to continue due to the existing un-
defined roadway section. tdith the new improvement, a definite road��ray
section with concrete curb and gutter 4�i11 be esiablished a�hich is not
intended to provide for permanent on-street parking.

An alternative to your upgrading the existing parking area to present Code
would be a provision which could be included in our street improvement pro- �
ject providing for an indented parking lane along the front of the complexes,
simil�r to �hose aiong the parkways in Minneapolis. Preliminary Engin�ering
estimates reflect an additional cost of $1,500-$2,000 to provide this im-
provement. Because this would be considered a benefit to your property
exclusively, a separate agreement would have to be executed whereby, you
would assume all costs involved. In addition, because there presently are
insufficient rights-of-way to incarporate this 10' wide parking lane, a
seven .(7) foot�strip of frontage would have to be dedicated to the City.
Also, all snowplowing maintenance would be the responsibility of the apart-
ment complexes, as the City does not have provisions for snow removal where.
permanent parking is allowed.
In surronary, this letter is to solicit your thoughts and preferences sa that
the r�st effective d�sign can be incorporated in our improvement project.
The City of Fridley strong�y recommends the alternative of upgrading your
existing parking lot. T'fiis wou]d serve the dual role of ineeting existing
City Gode and promoting neighborhood congeniality. Should you support our
sug�estion or wish to coinment on other alternatives, we would appreciate
your written response by January 28th, 1977 as we are presently in the final
design stage of plan preparation.

of any building or structure, or for any addition to any existing building or structure,
or for any alteration or repairs to any existing building or structure, upon application
therefore, require the payment by the applicant for such permi� of fees to the amount
herein below set forth and in the manner herein provided to-wit:

PLAN CAECK: 25 percent of building permit fee.

Alternate A: Removal and replacement of concrete curb and
gutter only; Driveway width plus 6 feet x$14.50
Alternate B: Removal and replacement-of concrete curb and
gutter and install a 3 foot wide approach with

For the purpose of computing fees for building permits, the cubical contents of any
building or addition, is determined by multiplying the ground area covered from a
point six (6) inches below the floor line of the basement or the cellar to the
average heights of the upper surface or to the average height of the roof surface
of the main gable of a pitched roof.
For repairs or alterations to an existing structure, the fee shall be at the rate
of $3.00 �ier each five hundred dollars ($500.00) or fraction thereof in the cost
of all proposed work.
In�no case shall the.fee charged for any permit as set forth in Section 2 be less
than $7.50 plus �.50 state surchaxge.
VERIFICATIO� OF FOUNDATION
NOTE: Permits for construction will be issued a minimum of 24 hours from the ti.me
of application to allow for proper review of the proposed structure and of the
construction site.
A Certificate of Survey of the lot, showing the location of the founda.tion once it
has been constructed will be required before proceeding with the framing.
C�RTIFICATE OF OCCUPANCY
Application for a Certificate of Occupancy shall be made ten (10) days prior to the
use or occupancy of any stntcture for which a building permit has been issued; and
said structure shall not be used or occupied until a Certificate of Occupancy has
been issued.

1. Requirement.
To a11oW for a systematic enforcement oP this Chapter upon residential
rental property and condominiums, no person shall operate a residential
rental property or eondominium without first having obtained a license to
do so from the City as hereinafter provided. License reneWals ahall be
� P11ed at least 30 days prior to the license espiratioa da�e.
2. Conformanee.
No operating license shall be issued or reneWed unless the residential
rental property or condominium conforms to the ordinanaea of the City and
the laws of the State of Minnesota.
3. Fees.
The annual license fee and eapiration date shall be as provided in Chapter
11 oF the City Code.
4. Owner or Agent to Apply.
License applieation or reneWal shall be made by the ow aer or the owner�a
agent. Application forms may be acquired from and subsequently filed With
the City.
5. Agent Required.
No operating license shall be issued to an owner who does aot reaide in
either Hennepin, Ramsey, Anoka, Carver, Dakota, Saott or Washington Couaty

Per Minnesota Building Code - 65 % of building permit fee.
PERFORMANCE BOND POLICIES
When a building permit is issued for a commercial, industrial or a multiple dwelling
residential project which requires outside improvements, a Performance Bond or a Letter of
Credit shall be submitted to the City. The bond will cover a11 outside improvements, including
but not limited to landscaping, irrigation, curbing, blacktopping, screening fences, lighting, water
& sanitary sewer services, and storm drainage systems.
Calculation of bond amounts will be determined by the building permit values. The
bond amount will be 3% of the building permit value up to a 2 million dollar project or a$60,�0
bond. Actual amounts will be rounded to the nearest $100. The City reserves the right to require
greater or lesser bond amounts based on unusual circumstances. Projects with no outside
improvements, generally will not require a bond.
Bonds must remain open until the project is fully completed. Reproducible "as built"
drawings of all exterior underground utilities must be submitted to the City Engineering Dept
before the project is considered complete and the bond released. All bonds will be held over one
winter and through the next growing season to insure the survival of all landscape installations.
The City will then inspect these properties in August of the year following the initial planting.
Bonds may then be released in October of that year if all improvements are satisfactorily
completed.

PERFORMANCE BOND POLICIES
When a building permit is issued for a commerci�l, industrial or multiple dwelling residential
project which requires outside improvements, a Perforn�ance Bond or a Letter of Credit shall be
submitted to the City. The bond will cover all outside improvements, including but not limited
to landscaping, irrigation, curbing, blacktopping, screening fences, lighting, water & sanitary
sewer services, and storm drainage systems.
Calculation of bond amounts will be determined by the building permit values. The bond
amount will be 3% of the building permit value up to a$2 million dollar project or a
$60,000 bond. Actual amounts will be rounded to the nearest $100. The City reserves the right
to require greater or lesser bond amounts based on unusual circumstances. Projects with no
outside improvements generally will not require a bond.
Bonds must remain open until the project is fully completed. Reproducible "as-built" drawings
of a11 exterior underground utilities must be submitted to the City Engineering Department
before the project is considered complete and the bond released. All bonds will be held over one
winter and through the next growing season to insure the survival of all landscape installations.
The City will then inspect these properties in August of the year following the initial planting.
Bonds may then be released in October of that year if all improvements are satisfactorily
completed.

A client of mine called about the landlord beginning to install electric baseboard heat to by pass the boiler in an effort to
pass the expense of heating the apartments to the tenants. This is Hyder and Jay Jahweed (?)
I questioned my client because she can sometimes jump to conclusions, Dave verified there is an electrical permit for
GFI's. My client while on the phone with me spoke to the caretaker, they were looking at the baseboard heaters stacked
in the laundry room, Cadet Electric Baseboard, my client asked if the electrician installing these is the same one who
installed the outlet, the reply I heard over the phone was "no". My client also asked what they are going to do with all
these baseboard heater and I heard the response "by pass the gas and use electric". I informed my client to not allow
the installation in her apartment until she sees a permit and has been given a 60 day notice by her landlord the source of
utility for heat will be her responsibility.

she tends to over share and add to what she's heard. O
