This letter will =�iterate our conversation of April 15, 1977. It was
braught to the Ci��'s attenti.on and confirined by an on site inspection on
April 110 1977 t�:a� the above listecl property had Code violations located
on it. ,
Said inspec�ion �c;:nd junked, unlicensed, street inoperable vehicles
stored in the par{inq lot. As you are aware, the existing parki.ng I.ot
is inadequate for all the vehicles generated by your. tenants and their
guests and any jun;ced vehicles compaund the prob�.em. �llso it was noticed
t.hat leaves, paper, cans, and misceilaneous litter and debris was littering
the parking lot.• In addition, the refuse container must be large enough
to store all the refuse inside with the cover in place or be emptied as
often as necessary to preven� accumul.ations of garbage and refuse outside
the container. Finally, as discussed, a screened enclossre must be
provided for the refuse contai.nero
Therefore, the City must require you to remove or license any junked
vehiclesa clean and maintain your property free of all Iitter and debris;
provide sufficient pick-up or containers to prevent accumulation of garbage
and refuse on the ground around the containers; and finally provide a
screened enclosure for the refuse containerse
A reinspection will be conducted on or about ten (10) days from the date
of this letter to determine compliance with all of the abov� items excegt
the screening. It is expected that whenever the parking lot is upgraded
this summer, the refuse enclosure will be constructed at that time. We
a�e confident in your cooperatibn with regard to this matter and if any

up in our apart�^ent. I h�ve contacted Steve (.�lsen, the buildina
inspector, many tir.�esa I also called him on June 28,1g79. He
sazd there was nothin�; ne co�.ild doo I then callecl the Count�

said Fridley does not have any ordinances to help people in our F
situation.
We have been told to move by just about everyone. Includin� Steve

we would r�ove. As lon� as �ridley does not have any ordinances to
help us, no one is r�illing to.

It Was confirmed by an on-site inspection on 0etober 27, 1982 that you
Were maintaining an orange, 1974 Opel. With expired Minnesota license
�E.�L 343, on the above listed property in a junked. street inoperable
condition.
Chapter 123 of the Fridley City Code requires that all vehicles in the
City be currently licensed and in a street operable condition. An
alternative is to store said vehicles �ithin a building or at an
approved loeation. e.g. a licensed junk yard.
Therefore, the City must require you to remove said vehicle from this
property or bring it into compliance With the City Codes by putting the
vehicle in a street operable condition, placing it within the confines
of a building, or removing it to an approved location.
A reinspection Will be conducted on or about November 12. 1982 to
determine compliance. We are confident in your cooperation and desire
to make Fridley a better eommunity to live in. If any questions or
problems result from this letter, please feel free to contact me at

Failure to abate this violation �ay result in this matter being turned
over to the City Prosecutor for his legal consideration.

As per yaur r�equest, I have ex�ned the parking situatio¢i fo�r t�be apart�nent
�ii1 dings at 6551 ar�d 6571 Channel Road.
Apparently, the owners of the co�g�lex were r�e�quired to bring the parking lot
up to C1ode in 1977. Wh�n the street was ia�roved at that tiune, 39 parking
stalls were installed which �liea to the current perking requirsnent o� 34
stalls. This street imprwement was not intended to provide pennanent
a�rstreet parking.
This itan was discussed with Mark Burch, Assistant City Eagineer. He stated
that this street was rnt desi�ed f� �rm�*�*+t ocrstreet parking, therefore,
the no parking sic�s st�al.l stay as is. Permanent on-street parking would
also interfere with the City's s�ow plowing operations. Haiwever, when the
street was ia�roved in 1977, the o�vr�er was given an alternative which would
z�ech�oe the parkin9 P�nblen.
A ten faot parking lar�e oould be installed almlg tbe front of tt�e complexes.
A separate agre�ent would i�ave to be executed whereby the cwr�er would ass�re
all costs involved. Because there is insufficient ri�it of ways to install a
parking lar,e, a sevm foot strip of fro�ta.ge would bave to be dedicated to
the City. Snawplowing maintenance would be the responsibility of the
ap�ar�it oos�lex owr�er because the City does npt have prwisious for �ow

and he'+��c� to remove the no� parking signs on the west side of
Channel Road as�d replace them with no parkin� sign from 11:00 a.m. to
8:00 p.m.
Councilman Schneider wants us to check if there is any way this complex
can increase the parking spots on their own property.;,
Work with Jock on thia ���lao what itind of different narkin� siQn
arrangements we can eome up with which will minimize inconveniencing the
single family residents and still provide some relief to the apartment
complex dwelling visitors.

Council.

Based upon the bedroom units within the buildings, there is a code
requirenent of 45 stal l s (2 0- 2 BR, 1- 3 BR per Lm,i t).
If the entire rear portiari of the lot was striped, 23 10-foot stalls could be
Provid�ed. If the ar'ea di-rectly behind the buildings were striped. 20 10-foot
stalls oould be established for a total of 43 spaces. If 9-foot stalls were
established, 47 spaces oould be provic3ed.

ooa�cerned abaut th�e g�rking which resulted in the "No Parking" signs.

I discussed this item with the Councilman Schneider and the rest of the
Councilmembers on June 20, 1988,
� I would like to encourage the building owner to add eight more parking
stalls on their property by paving area between two buildings oq the west
behind and restriping the parking lot to nine foot stalls to achieve
forty-seven spaces.
Once this property meets the parking code requirements, then the City
Council will adjust the signs on Channel Road.

As Per your request, I have investigated the parking situation at the abave
refex'enced Pz�erty. As yau recall, the City Mariager requested the parking
lot be expanded and restriped to increase the number of parking stalls
available.
C1�rrently. the o�f street parking lot fo�r the tw� apartment canplexes has 39
spaces. By using 9' x 18' stalls, this niani�er could be increased to a
max�mtan of 49 spaces. This, however, would not be rec�enended due to the
�Po9r`aFhical characteristics o�f the land. The parking lot contains large
Qak trees which disrupt the configuration of the parking stalls. In my
°Pi��, the minim�an rnanber o� Paz'king spaces which �ould be available is 45.
�� P�PPxtY owr�r did decide to restripe his �rkir�g lot, the follawing
variances wauld be needed; •
1• �� � recl�r� Parking stall size frcxn 10'x 18' to 9' x 18'.
2• Reduoe the hardsurface setback fro� a side lot line froan 5 feet to 0
feet. �
3. Reduce the hardsurface setback fmm a building fznn 5 feet ta 0 feet.

I have been unable to contact the property owner/manager about this
situation, however. I would like to discuss this itsn with you further.

Apartments
As a result of the contact by Councilman Schneider and Mr. Charles
Johnson regarding the appearance of the Channel Road Apartments,
I asked Dick Larson and Jon Thompson to inspect the apartments on
Channel Road. Attached is their memorandum regarding their
inspection results. We will pursue the code violations as
identified in the attached memo.
Steve Barg also conducted an e�cterior inspection and found
everything to be in compliance.
