It was brought to the City's attention and confirmed by on-site
inspections on May 8, 1980, May 28, 1980.and June 26, 1980 that the , •
above listed property was being maintained in violation of Chapter 105,
�sTeeds, and Chapter 113, Refuse Disposal, of the Fridley City Code.
Said inspections found long weec]s and grass in the side and rear yaxds.
It was also determined that junked vehicles, tires, bicycles parts,
autamQbile parts, an old signal i.ight, cement bricks, old boards, tree
waste, and other miscellaneous d�bris and refuse was deposited and
littered thxoughout the property.
Therefore, the City must require that the weeds and long grass on this.
groperty be cut and maintained and that all the assorted debris and
refuse be removed from this property and disposed of at an approved
location, e.g. at a_sanitary landfill. A.reinspection wiTl be conducted

Dear Mr. Aanesteda
It was confinned by an on-site inspection on June 26, 1980 that you were
mai.ntaining an Opel GT, expired Minnesota License #BYC 419, a blue
Plymouth station wagon, expired Maryland License #CFG I.60, a�bl.ue Pontiac,
expired Minnesota License #5A0 883, and a junked automobile body behind
the old house, on the abave listed property in a junked, street i.noperable
condition.
Chapter 123 of the Fridley City Code requixes tha.t all vehicles in the
City be curren�ly licensed and in a street operable conditivn. An
alternative is to store said vehicles wi�thin a building or at an approved
Iocation, e.g. a licensed junk yard.
Therefore, the City must require you to remove said vehicles from this
property or bring them into campliance with the City Codes by either
licensing arid putting the vehicles in a street operable condition, placing
them within the confines of a building, or removing them to an approved
location.
A reinspection �+rill be conducted on or about July 14, 1980 to determine _
compliance. We are confident in your cooperation and desire to make
Fridley a better co�aunity to live in. If any questions or problems
result from this letter, please feel free to� ca].1 on me at 5?1-3450.
Failure to abate these violations may result in this matter being turned

saw the younger girls around her driveway this morning.
I spoke to Mrs. Aanestad and her daughters and all denied involvement. I suggested that
either the mess is cleaned up or possil�'lity of a trip to juvenile court for guilty party.

I told her �o call Steve.
As far as I know, he has done the ususal stuff. Probably has
issued orders for reQOVaI of coop. (Not sure) etc.
Re the car problem...I think they are all probably legaZ and we
have no grounds for interventi.on. (I did not. check myself but
I assume if S teve did not order removal, that they are leggl.)
It comes dos�n to the quest; on of whether or not someone is in
fact living in the camping trailer. She insi_st�s a guy lives
there. We have no concrete eviden�e of it, I suppose. Anyway,
she's sore because S teve t.old her he had no power to force
removal because no evidence.
She kept insisting.
So I said that if she wan�ed to sigfi a complaint and be wit:ness
to her knowledge gup �.iving in camper that: might be the way to
go.
Please check what we've done, and if appropriate, provide her
with a complaint to sign.

It was confi.nned by an on-site inspecti.on on November 16, 1981 that you
were maintaining a blue Plymouth, with expired Minnesota license, a
brown, 1976 Pontiac, with expired Minnesota license #DBN 580, and a yellow
1975 Cadillac, with. expired Minnesota license #CGA 406, on the above listed
property in a junked, street inoperable condition.
Chapter 123 of the Fridley City Code requires that all vehicles in the
City be currently licensed a,nd in a street operable condition. An
alternative is to store safd vehicles within a building or at an approved
location, e.g. a licens.ed junk yard.
Therefore, the City must require you to retr►ove said vehicles from this
property or bririg them into compliance with the City Codes by either
licensing and putting the vehicles in a s treet operable condition, placing
thea� within the confines of a building, or removing th�m to an approved
location.
A reinspection will be conducted on or about Novetaber 30, 1981 to determine

inspection on April 27, 198� that there Was being maintained on this
property an assortment of di�carded refuse and debris.
The inspection on this date found numerous tires and �heels, old oil
filters, tWO bed springs� tWO stuffed chairs� an aluminum storm door, a
television cabinet, bike parts and tires, foam rubber, sheet metal, old
signs� scrap lu�ber, tree Waste �nd other refuse deposited and stored
throughout the property.
Chapter 117� Refuse Disposal, of the Fridley City Code, requires that any
refuse accumulation be removed from your property Within seven (7) days

First� let us say that we are very sorry over the sudden death of your son and quite
frankly this letter xould have been sent sooner had that unfortunate aecident not
occured.
I stopped by your residence the afternoon of April 11, 1984 and no one Was at home.
It was apparent that again qou have a1loWed your premises to become quite a
collection place for milk trucks� tWO unused vehicles and various other items of
refuse and debris. It Was also noted that the old house and other storage buildi ngs
have become even more run dovn. It appears from my distant inspection that you
should remove the old house and any other structure that is not in good repair and
appearance.
Since there exists so many violations, I Would suggest you take immediate steps to
eliminate those that you knoW are in violation.

Dear Mr. Aanestad:
A reinspection of qour premises Was condueted on May 9, 1984. It is evident
that you have accomplished some clean up, however the following are items
that are still in violation of various City Codes.
1. The atorage of three unlicensed vehicles; 1 milk truek. 1 Opel and 1
Plymouth. The storage of the other milk truck is not a Code violation but
dces detract from the appearance of the neighborhood. It appears to be
unused and Would be niee if it too was removed.
2. The old tarpaper shed that is partially removed and stands aext to the
yellow shed must be removed.
3. The old house must either be exteasively repaired (new roof, new sidiag�
paint and secure all openings) or removed.
4. Remove all fallen tree branahes Prom the ground and the trailer parked in
the rear yard.
5. Remove all of the rotten xood being stored or laying on the ground.
6. Aemove all of the other refuse and debris, including unuseable building
materials.
The eontinued removal and cleaaing of your property ahould aontinue at a
rapid pace and xe Will eupect that all Code violations Will be brought into
ecmplianee by June 15� 1984.

Dear Mr. Aanestad:
A reinspection of your premises Was conducted on September 10, 1984• It is
evident that you have not made any substantial head�ay in bringing your
property into compliance.
1. The storage of three unlicensed vehicles; 1 milk truck, 1 Opel and 1
Plymouth.
2. The remains of an old tarpaper shed that is laying on the ground next to
the yellow shed must be removed.
3. The old house must either be extensively repaired (new roof, neW siding,
paint and secure all openings) or be removed.
4. Remove all fallen tree branches from the ground and the trailer parked in
the rear yard.
5. Remove all of the rotten Wood being stored or laying on the ground.
6. Remove all of the other refuse and debris, including unuseable building
materials.
We Will reinspect the property in one Week and unless there is substantial
progress, �e �aill refer this matter to our City Attorney for his
eonsideration.

We have been monitoring your clean-up progress on a Weekly basis. It Was
noted that the first week the Opel and old trailer Were removed.
We have had conversations With you on a fairly regular basis. The
discussions were usually about you getting a dtmmpster and renting a loader to
remove the remaining debris, and the removal of the milk truck and the
Plymouth.
Our latest contact Was last week When you reported that you raere having
trouble getting the front.end loader. We gave you Ted Renollet's name and
phone number as a person of whom We have used for similar clean-up.
We have talked to Mr. Renollet and he reported that he had given you a price,
however he stated that you had to move the electrical service before be could
accomplish the demolition of the old house.
We made our Weekly inspection today and see no evidenee of much progress, if
any, in the compliance effort.
I feel I must remind you that the conditions as they exist will not be
allowed to continue much longer. You must make some substantial progress on
a Weekly basis or We Will have to refer this matter to our City Attorney for
his legal consideration.

On August il, 1989, I issued Citation �555-?49 to Mr. Aanestad for
violation of Fridley City Code 123 regarding junk vehicles. It is
my understanding that a warrant for his arrest was issued recently
after he failed to appear in court concerning a formal complaint
in this matter.
I reinspected this site earlier today and observed that the two
vehicles for which the citation was issued have been removed;
however, a van (license LLY-977) with expired registration was
parked on the property.
While I feel that it is inappropriate to maintain a warrant for Mr.
Aanestad's arrest, it is my opinion that we should continue to
pursue this matter in an attempt to gain a conviction on violation
of City Code 123. My reasoning for this is based on the length of
time involved in trying to gain compliance and the serious
possibility that these or similar cars may be returned to this
site.

The City of Fridley has established a City Code for the purpose of promoting a pleasant
and attractive suburban environment. A reoent inspection of the property at 66�0 Channel
Road revealed that not all Code requirements are presently being met. Listed below is an
item which does not c�mply with the City Code: •
1. Fridley City Code requires that all vehicles mu�t be currently licensed, s#reet
operable, and kept on a hard surface parking area if they are stored outside. !
