J SECTION 2. The Inspector of Buildings shall, before issuing pennits for the erection
of any buildi.ng or structure, or for any addition to any existing building or structure,
or �'or any alteration or repairs to any existing building or structure, upon application
therefore, require the payment by the applicant for such permit of fees to the amount
herein below set forth and in the manner herein provided to-wit:
NEW CONSTRUCTION: Si.ngle Family Homes and Garages: $4.00/1,000 cubic feet.
PLAN CHECK: 25 percent of building permit fee.
DRIVEWAY DEPRESSION: (Concrete C�rb Streets Only)
Alternate A: Removal and replacement of concrete curb and
gutter only; Driveway width plus 6 feet x$11.75
Alternate B: Removal anddreplacement of concrete curb and
gutter and install a 3 foot wide approach with y�±
6 inch depth; Driveway width plus 6 feet x$15.�

For the purpose of computing fees for building permits, the cubical contents of any
building or addition, is determined by multiplying the ground area covered from a
point si.x (6) inches below the floor line of the basement or the cellar to the
average heights of the upper surface or to the average height of the roof surface
of the main gable of a pitched roof.
For repairs or alterations to an existing structure, the fee shall be at the rate
of $3.00 gier each five hundred dollars ($500.00) or fraction thereof in the cost
of all proposed work.
In�no case shall the fee charged for any permit as set forth in Section 2 be less
than $7.50 plus $.50 state surcharge.

NOTE: Permits for construction will be issued a minimum of 24 hours-from the time
of application to allow for proper review of the proposed structt3re and of the
construction site.
A Certificate of Survey of the lot, showing the location of the foundation once it
has been constructed will be required before proceeding with the framing.
_CERTIFICATE OF OCCUPANCY
Application for a Certificate of Occupancy shall be made ten (10) days prior to the
use or occupancy of any structure for which a building permit has been issued; and
sa.id structure shall not be used or occupied until a Certificate of Occupancy has
been issued. -

The channel design velocity and rip-rap specifications for the
above referenced project have been submitted by Mr. Bill Meyer,
P.E., 5uburban Engineering, Inc.
The project, as submitted under permit application no. 79-19, naw
shows compliance with the Rules and Regulations and Guidelines of
the District. Therefore, the District Engineer hereby issues
administrative approval of the project with the following
stipulation:
l.) The rip-rap and f ilter fabric treatment shall extend
above the 100-year flood elevation of Rice Creek.
This administrative approval is subject to ratification by the
Board of Managers at their meeting on March 28, 1979.

SUBJECT: . Potential Problems with the 1992 Spring Thaw
When the snow melts this spring, several potential drainage
problems could occur. Additional late snowfalls and the rate of
snow melt will be the deciding factors.
At 573 Rice Creek Terrace the floor elevation of 831.27 is 2.73
feet lower than the 500 year storm line elevation of 834.0 and
approximately one foot higher than the 100 year line. �
At 567 Rice Creek Terrace the floor �elevation of 830.47 is
approximately 17 hundredths above the 100 year storm elevation
line.
� At 6801 Channel Road the floor slab is 0.2 feet higher than the
� 100 year flood line. �
In addition, the homes at 7899 and 7895 Broad Street are behind the
Mississippi River dike, but will have to have the culvert on 79th
sandbagged and pumped in order to keep water from backing up from
the Mississippi River and flooding them.

SUBJECT: - Additional Information- Concerning Problems with the 1992 Spring Thaw
MISSISSIPPI RIVER
The elevation of the top of the flood control dike on the Mississippi River West of
Riverview Terrace near 79th Way is 824 feet above sea level. The top of the. road where
the 60" CMP culvert goes under 79th Way befinreen Broad and Riverview Terrace has
an elevation of ± 818. Therefore the culvert wil{ have to be sandbagged and.pumped,
and the road built up 6 feet'to keep water from flooding the homes in the surrounding
area. � � _ �
In order to build a dike across 79th Way, 675 C.Y. of fill would be necessary. The dike
would be 100 feet long, 6 feet high and 40 feet wide at the bottom and 20 feet wide at
the top. It would protect the 67 homes listed on page 2. .

The homes at 470, 480, 490, 567 and 573.Rice Creek Blvd, 6801 Channel Rd, and the
home at 580 69th Ave NE seem to be built higher than the 100 year storm line, but their
lots will have extensive flooding from the high water. See attached summation sheet
and map.

The spring thaw could also affect the homes at 1280, 1298 and 1300 52nd Ave NE.
These properties flood from extensive storm runoff and are potential candidates again
this spring.
