APPEALS COMMISSION
TO WHOM IT MAY CONCERN:
NOTICE IS HER�BY GNEN that the Appeals Co�nission of the City of Fridl�y
will meet in the Council Chamber of the City Hall at 6431 University Avenue N.E.
at 7:30 P.M. on Tuesday, April 25, 1978 to consider the following matter:
A request for a variance of the Fridley City
Code as follows.;
Section 205.053, 4B, 5a, to reduce the side
yard setback on the street side of a corner
lot from the required 17.5 teet to 9�.5 feet
to allow a qarage addition to be constructed,
on part of Lots 16 and 17. Brookview Addition,
the same being 6876 Channel Road N.E., Fridley,
Minnesota. (Request by Mr. Glen Ridgley, 6876
Channel Road N.E., Fridley, Mn. 55432.) �
Anyone who desires to be heard with reference to the above matter will
be heard at this meeting.

A. PUBLIC PURPOSE SERVED BY REQUIRENiIIJT: 5ection 205.053 (4B,5a) requiring
a side yard width on a street side of a corner lot shall be not less
than 17. 5 f eet.
Public ,purpose served by this requirement is to maintain a higher degree
of traff ic visibility and to reduce the "line of sight" encroachment
into the neighbor's front yard.
B. STATED HARDSHIP: (Taken frc� application)
"There are two reasons why I am applying for this variance: 1) The
house is situated on the lot in such a manner that a free standing
garage within ordinance limitations could not be built without
destroying the bea.uty of the lot. 2) The single car garage now
attached, could not be enlarged within ordinance limitations without
causing other problems in the lmuse that would be undesixeable; such
as inside lighting and tying in the roof lines."
C. ADMINISTRATIVE STAFF REVIII�V:
Field measurements show a boulevard of a6out 17 feet on the north side
of the property. The proposed garage would be approximately 21.5 feet
from the curbing on 68th Avenue. Severai Pine trees near the property
line would have to be relocated or removed. The petitioner feels that
alternative plans, such as for a detached garage or adding to the existing
garage, would not fit into the building's appearance or structure.

Chairperson Sehnabel felt that the neighbors had many valid
objections and she was trying.to keep all tlie arguments separate.
She said that the Appeals Commission was only handling the request"-
for a variance of the Fridley City Code to reduce the minimum
requirement for a front yard setback on Lots�5,6,7,8,9,10 and the west
16 feet of Lot 11. She said that a future house planned to be built
by Mr. Dahlberg kept coming up in the conversations and she �xplained
that as an Appeals ,Commission they did have limited authority and
they could only act on the requested variance, She said that the
variance request would go onto City Council and they did have more.
authority to act on these requests in addition that they have legal
counsel which the Appeals Commission did not. �
Chairperson Schnabel sa�d that she had mixed feelings.on the
issue because the property had been platted with the intent that
they would become home sites, She felt that when the�lotS were platted
she would have questioned the advisability of accepting the plat.
She said that someone should have been in �hat area and should have
looked at the property and assessed if that was actually a buildable
site.
Mr. Barna said_that his main concern was with the steepness of
the lot and the fact that the majority of the lot was at the creek
level� He said that he couldn�t imagine situating the house on the '
edge of the sand hill which was on iop of clay which was movable.
Mre Plemel sai�d that the rec�uest was for "a varianc� of the front
yard setback and considering the number of feet involved, he didn't
feel i�; v�ould be objectable. He said that if the soil borings
indicated that the land would support a house� he did not object,
Mre Holden said that Mr. Dahlberg would have to hi.re �omeone to ���
do the full core boring sample an.d pressure testing be�fore the building
permit �uould be .issued. , - '

Mr. Ridgley indicated on a drawing exactly where he wanted to
construct the garage addition, H� said that he planned to build out
�en feet from the existing garage and enclose the five foot overhang
, to the front. He said that 'py so doing he would basically be squaring
the house. He said there would no longer be�a �o� between the house
and gara�e.
In�ans�ver to a question by Mr. Plemel, Mr. Ridgley stated that a
contractor �vould be doing the work.
Mr, Holden suggested that Mr. Ridgley maintain the hip roof line
of the house.
Mr. Ridgley sai.d that h,� would talk to the �contractor.
Chairperson,.Schnabel asked what he planned to do with the e�cisting
evergreen trees,
Mr. Ridgley said that of the five evergreens he would leave two
an.d remove three.
Mr._Ridgley said that adding onto the existing garage in the proposed
manner �as the best solution. He said they tivould be able to keep �he
existing lines of the house-and �vithout total3y ruining the useable yard
area, -
Mr, Plemel said that.there �rouldn't be any visual pollution or
obstructipn to traffic.
MOTION by Mr, $arna� seconded by Ms. Gabel� to close:the Public �
Hearing. Upon a voice vote; all voting aye, the motion carried

'Mr.'Plemel said that he did have a hardship, that being only� �
having a single garage.
Mr. Barna said that he��saw no problems and had no abjections.
Ms. Gabel said that she would rather.see people enlarge their
garages�and`have'places to k�ep their vehicles and other items than
to leave them on the streets an.d in the yards. She had no objections.
