Section 2. 7"he Inepector of �ildings ahall, before 3ssuing aany permit for the
erection of ariy buildi.ng or struct�re, or for an�r addition to at�}► existin� build-
ing or atructure, or for ansp alterations or repa3ra.�to any existing building or
structux�e, upon application therefor, require the payment by the applicant for
such permit of fees to the amount herein below eet forf,h and in the manner herein
provided to-wit:
2.1. For any such permit for the erection of aay fire-proof building, other than
a garage, warehouse, factory or grain elevator, or for the erection of any fire-
prot�f add3tion, for eim3lar occupancg, to any existi.ng building shall be at the

ror the purpose of computing fees for building permits, the cubical contents of any
building or addition, is determined by multiplying the ground area covered from a
point six (6) inches below the floor line of the basement or the cellar to the
average heights of the upper surface or to the average height of the roof surface
of i:he main gable of a pitched roof.
For repairs or alterations to an existing structurA, the fee shall be at the rate
of $3.00 jiEr each five hundred dollars ($500.00) or fraction thereof in the cost
of all proposed work.
In no case shall the fee charged for any pennit as set forth in Section 2 be less
than $7.50 plus $.50 state surcharge.

This letter is to make clear this departments requirements for the swimming
pool construction at the above address.
1. 9� indicated, one skimmer approved by the National Sanitatian
Foundation will be provided.
2.�As indicated, three (3) inlets of approved design for fresh and/or
3.�re urified water will be provided.
indicated, a main drain of approved construction wi11 be provided.
4. The filter and pump shall be approved by the N.S.F. and be of
sufficient capacity to provide a minimum turnover of at least two (2)
{-imes i.n 24 hours. This department recammends a turnover rate of
6-8 hours.
5. ✓A deck of at least three (3) feet wide, measured from the pool water's
edge, shall be provided which extends completely around all private
residential pools. Above ground private residential pools may be
pravided with decking of a minimum size of 4 feet by 4 feet at pool
entry points and proaided that such decking has �he approval of the
City.
6.�The diving area will be acceptable provided there is no overhead
obstruction.
7. Fencing or other effective means including but not limited to walls
or buildings, acceptable to the City, shall be provided to positively
control all access to public and private residential swimming pools.
Fencing shall meet the following criteria:
(a) The fencing shall prevent the entrance of children and be without
hand or foot holds that would enable a person to climb over it.
,(b) The fencing shall be at l�ast 6 feet high and entrances shall be
equipped with self-closing and self-latching gates capable of
being locked.
(c) Self-clo'sing and self-latching devices shall be placed at the top
of the gate or othen,rise inaccessible to small children. �
(d) The opening between the bottom of the fence 3nd the ground or
other surface shall be not more than four inches.
8. An autamatic chlorinator should be provided with a suitable test kit.
9. All electrical and plumUing installations shall be inspected and

10. All electrical lines must be 10-20 feet or more away from the p�l
surface.
11. The pool fill spout must be air gapped or protected by a vacuum
breaker .
12. Suitable safety equipment to include but not limited to a ring buoy
and rope that is 1� times the pool diameter, and shepherds crook pole
must be provided and maintained with the pool at all ti.mes.
Furthermore, these and any other requirements must meet the provisions o�-.
the Fridley City Code, Section 115, Swimming Pools. The building permit
is approved contingent on final inspections and approval by the City.

6899 Channel Road at the December 19, 1983 Council Meeting.

The 6898 Channel Road property has a beauty parlor as a home occupation. It appears
that some of the patrons are parking on the street in such a way that it may pose a
problem for the complaintant to back out of his driveway. We have sent a letter of

The City has become aware that parking associated with your home
occupation has, on occasion, disrupted the residential character of the
neighborhood. The City's zoning ordinance clearly states that a home
occupation "shall not change the residential character" of a neighbor-
hood. Furthermore, the zoning ordinance sets forth the following as one
criteria for a home occupation:
205.03,32,G. In addition to spaces required by the occupant (family),
there is no need for more than two (2) additional park-
ing spaces at any given time.
A minimum of two (2) off-street parking stalls are required for each
dwelling unit. Review of our files indicates that there is a question of
how many dwelling units actually exist at this address. It is presently
zoned, R-1 which allows only 1 dwelling unit. (Dwelling unit is defined
as a single unit providing cor�plete independent living facilities for one
(1) or more persons including permanent provisions for livinq, sleeping,
eatinq, cooking, and sanitation)
The City requests that you monitor .your parkiny situation in order to
ensure that the necessary parking is provided without disrupting the neigh-
borhood. Any on-street parking resulting from your home occupation should
not encroach upon or hinder access to any adjacent neighbor. Only through
these efforts, can we keep Fridley a pleasant and healthy place to live
