Based upon the ooncerns raised by Mr. Wadsten of 6599 Channel Road
recarding his sanita=y sewer cvnnection to the City system, the following
ir�formation is provided:
1. 7i�,e hcene was originally built in the summer of 1952.
2. Stonn, water and sanitazy sewer systems were installed
on Challel Road in 1956.
3. Zhe mnnal assessnent of $305.28 for sewer laterals was
levied against the property and paid.
4. Sane time af ter c�onstruction, the hcme was oonnected to
the City system.
5. No plunbing pennit was issued nor a service connection
f ee ool l ected.
6. 7�e resident currently has a sanitary pipe installed
within the base�nent exiting the tuilding approximately
16 inGhes above �e floor and then has a 1.17 foot drop
in the 148 foot distance to the City's main line.
7. In the 1977 time frame, the City replaoed aFproximately
40 feet of sewer line from the street and installed a
cleanout in the driveway.
8. No rec�ords of sanitaLy sewer probl�ns are noted since
then
Mr. Lyle Quam at 6895 �annel Raad, �e r�ext-door neighbor, home was also
cbnstructed in 1952. Sewer laterals were levied and paid and a sewer
pennit was issued in October of 1964. Sane time after Februaiy, 1965, the
sanitary sewer aonnection was made and a fee oollected. Sewer c�arges were
aolleoed prior t�o 1972.

sanitary sewer prohlen. �is amotuit is �e estimate we have received f or

Mr. Andrew Knight, 6899 Channel Road NE, has requested cost share assistance from the City for a stream bank
stabilization proj ect along the Rice Creek. Mr. Knight has also applied to the Rice Creek Watershed Disirict for
assistance under their Stiream Bed and Bank Stabilization (SBBS) Program.
The City has done similaz proj ects in the past. The cost has been split 50%by RCWD, 25% by the City ofFridley,
and 25% by the benefitti.ng residents.
Last summerthe creek cut offan oxbow loop andnow flows direcdy atthebank inMr. Knight's backyardcausing
considerable erosion. Mr. Knight has obtained several bids for the work. The low bid was from J. L. Weber
Contracting, Inc. ofRogers, MN, in the amount of $25,900. The City ofFridley's 25% share would be $6,475.
This project would be paid for from the storm water fund.
We are recommending approval of this project under the following stipulations as tlus is similar to past pmjects:
Approval and cost participation under the SBBS program by the Rice Creek Watershed District
2. Inspection and final project approval to be conducted by RCWD staff
3. City contribution shall be a reimbursement of actual final costs after the project has been completed
4. City contribution sha11 not exceed $6,800 (5% over the estimated $6,475 to account for field condition
variations).

GENERAL PROVISIONS
1. The project sha11 be in ac�flrdaace with the plans most receatly sub�uitted and approved by the
bistrict as part of the record of this project.
Z. Erosion con�ol meflsures shall be adeqtaa,tely designed for the site characteristics. They may include
stsked haybales, div�rsion channels, sediment paads, or sediment fettc�. Thcy shall be installed in
accordance with "Protectin� Water Qualitv in Urban Areas--Best Mana�emant Practices fnr
Minnesota." NlPCA, October 1989, prior to commencement and sha11 be maintained throughout the
project. All exposed sail sball be s4abilized as soon as possible and no later thart 14 days after the
completion of the grading. The District Insgector may require permittee to provide additional
erosion contral measures beyond those included in the approved plan at his discretion whea site
coaditions warrant.

The soils emsion and sediment controls for the rougb grading phase of the project must be installed
prior to aay grading operations. The District inspector must be notified when the i.nitisl e�rosion

Upon completi�n of the project and• stabilization of all sraded areas, all temporary erosion controls
shall be removed. . . . . .
This permit is not assignable by the Permi,ttee, except with the writtea cflnsent of the RCWD.

authorized representatives of the RCWD for inspection of the work authorized hei�eunder.

proceading, shall obtain the written consesit of all persons, agencies, or authorities concerned, and

This permit is permissive only. No liability shall be impased on the RCWD or any of its officers,
agents, or employees, o�cially or personally, on accflunt of the graitting her�of or on accownt of any
damage to aay person or prop�ty resultiag from any act or omi,ssion of the Permitt�e or aay of rts
agents, employ�s, or oontractors. This permit shall aot be construed as estopping or limiti.ng any
legal claims or rig�t of action of any geison agautist the Permittee, its agents, employees or
contractors, for any damage or ;njury resulting firom any such act or omission, or as estopping or
limitSng aay legal c]aim or right of actian of the RCWD agai.nst the Permittee, its agents, employees,
or cona�ctors for violation of or failure to comply with the permi�ar applicable provisions of law.
Any stormwater managemeat facilities appmved as part of this permit shall be prapesly maintained ia
perFetvity to assure that they conti.aue to function as origi.nally designed.
Within 10 days of project completion, you will notify the District Inspector at 763-398-3074. Once
the Iaspector verifies that site conditions comply with all permit requirements, your cas� surefiy wiil
be returned to tt�e remitter.
11. FAILURE TO COMPLY WITH THE PROVISIONS OF T�I1S PERMIT IS A VIOLATION OF THE
LAW AND MAX RESULT 1N FORFEITURE OF PERNIITTEE'S SURETY.
