80BJECT: Sewer Servic� Root Problem
Ray Ciesielski, 556 Cheri Iane, 572-9292, has requested that the City rem�ve a
10-12 incli bouleva�l tree that he feels is causing root pmblems in hi.s sewPs
seYVice.
Jim Brindley arid I looked at the tree, a healthy ash tree located just behind
the curb. There is also another tree of s�mil.ar size between the curb and the
house, plus one smaller tree. �ie City has no recorded sewer prc�ble� at this
location.
Jim called Mr. Ciesielski and advised him that it is not the City's policy to
remave healthy boul�vard trees ber,ause of sewer root problems. Jim offered to
f►, ;c Mr. Ciesielski cbpper sulfate (blue stone) ar�d about the City's policy
regarding rena; r� to the sewer seYVice in the area betweeri the boulevard arid the
main lir�. Mr. Ciesielski is very insistent that the City remave the tree and
hunc! � on Jim when he refused to agree to Mr. Ciesielski's demands.
In simm�y, the City has no evidence that root proble�ns exist ar�d if roots do
exist, that the boulevard tree is the source of the roots as the other front yard
tt�ee is in the same alic�rmtent. 'I'he propexty a�mer has been offered copper
sulfate to help with controlling roots arid infornted about the City's dic�irig
policy.
In the past the 5ewer Department has only removecl tre�s that had to be removed
to facilitate digging to replace sewer lin�s and services. The City has been
successful in m�t irstances in stopping root problems� bY rePa��! � PiPe
rather than removirig treas. Although it coul.d be more costly to Mr. Ci�sielski,
the b�st �thod to pennanently solvirig his root problem would be to replace the
defective sewex pipe.

The Chief Building Official shall, before issuing permits for the erection of any building or
structure, or for any addition to any existing building or structure, or for any alteration or repair
to any existing building or structure, upon application therefore, require the payment by the
