Dear Mr. Laliberte: It was brought to L•he City's attention and confirmed by an on-site inspection on August 6, 1979 tha.t you were operating an auto parts sales home occupation at your residerbce. Said inspection found an International van truck full of boxed auto parts, and tires, and miscellaneous auto parts on the ground adjacent to the truck on your property. Section 205.02 of the Fridley City Code defines a home occupation as, "Any gainful occupation or profession engaged in by the occupa.nt of a dw�lling at or from the dwelling when carried on within a dwelling unit and not in an accessory building, and which is clearly incidental and secondary to the residential use of the prersises and does not change the character ther�f, provided that no signs other than those normally utilized in a residential district are present, no stock in trade is stored outside the building, over the counter sales are not involved, and entrance to the home accupation is gained from within the structure. Such use includes professional offices, mirior repair services, photo or art studios, dressmaking, or teaching and similar uses; however, a h�ne occupation sha11 not be interpreted to include tourist homes, restaurants, or similar uses. Teaching shall be limited to four (4) students at any given time. No home occupation shall be permitted that results in the need for more than two (2) parking spaces at any given tirae in addition to spaces required by the occupant (family). Occupations requiring the hiring of employees other than members of the immediate family shall not qualify as home occupations." Therefore, the City must require you to bring your property into compliance with the above listed section of the City Code. At approx. 1848 Officer Bredsten and I arrived at 665 Cheri Lane. As we parked our squads we observed Mr. Laliberte shut and lock his doors. After knocking many time�s at the door I mentioned to Officer Bredsten that Mr. Laliberte must not want to talk to the police. Apparently Mr. Laliberte was listening to our conversation because he appeared at the open window and screamed at us with a line of profanity, calling us "Sons of a bitch" among other names. During his fit of rage I tried to esplain why we were there. Mr. Laliberte refused to listen and disappeared out of sight. His wife appeared and refused to take the tab charges. At the station I tried to contact Mr. Laliberte by phone but his phone number is unlisted and we have no record of it in the police files. Mr. Laliberte had trash stored in public viEw, in plasti� t�iags, and as close as he possibly oould to the adjoining property tro theA A�a�. �his was the reason I issued tag �545- 963 bec,ause these are violations of the refuse disposal ordinance. �ere was also a trailer stored in the front yard and old tires and tire rims stored in the front and side yards. These were cited in #545-965 as violations of the zoning wde with respect to outside storage. In addition to the above there was a car Farked in the front yard alongside the driveway and very close to the adjoining property to the south. �e car is an El C�mino, lioense nuaber 1�UR 119. It was street ir�perable for two reasons - it had a flat tire and had so much �bris in the back of it that it was reasonable to believe that so�neone would not have been ahle to see out of the rear view mirror if the car could indeed run. For these reasons, tag #545-964 was written for violation of the junk car ordinance. 73�e car is also mentioned in the tag written for storage violation. Mr. Laliberte was given a in�pection.
