Spring Lake Park, MN 55432 Dear Mr. Moe: On September 6, 1994, the Fridley City Council officially approved the three special use permits as requested by Gordon Hedlund: ♦ SP �94-03, to allow construction in the CRP-2 District (Flood Fringe), on I,ots 12 and 13, Block Y, Riverview Heiqhts, generally located on the south side=of Buffalo Street east of Riverview Terrace. This special use permit request was approved with the following stipulations: 1. The petitioner shall submit an elevation certificate in � addition to a verifying survey prior to the foundation being capped, which shall verify that the minimum first floor elevation is 824. 2. The petitioner shall flood-proof the garage in accordance with current Federal and State flood- proofing requirements to a minimum of the 100 year flood elevation. 3. The fill placed on the property shall extend a minimum of 15 feet from the proposed dwelling unit. 4. The builder shall grade the property to conform with the engineering plan dated May 23, 1994. 5. The petitioner shall execute and record against the property a hold harmless agreement releasing the City from liability if damage occurs as a result of flooding. 10. The petitioner shall grant a 10 foot flood control, street, utility, and drainage easement along the west lot line_ 11. The grading and drainage plan shall indicate the number of trees to be preserved. 12. The petitioner shall sign a Combination Form, combining the property into one tax statem�nt prior to building permit issuance. 13. The special use permits were issued to allow construction of new dwellings i� the floodplain in the Riverview Heights neighborhood. The approvals included a number of stipulations requiring grading and drainage plans, certificates of survey, minimum building elevations, etc. When the Council adopted the new floodplain ordinance, the special use permit requirement for construction of dwellings and acxessory uses in the floodplain was removed. Staff will prepare address files for the Building Inspec#ion Department for the affected properties. The file will note the requirements for grading and drainage plans, verifying surveys, and minimum building elevations as previously approved by the special use permit applications prior to issuance of a building permit. Flora,� Public Works Director June 22, 1994 Mediund Special Use Permit ,�. �- �-� �'�'r'',_` � .I1�. �• An issue associated with the Hedlund's Special Use Permit for the three properties in the Riverview Heights area is the sanitary sewer line. The entire sanitary sewer system is pr�dicated on an 8-inch line which is more then adequate to serve the area and the community. The Riverview Heights system collects into a 10-inch line on Riverview Terrace and then runs east on 79th to the Apex lift station where the sewage is lifted and runs south eventually for connection into the Metropolitan interceptor. The resident at 614 Cheryl Street has recorded a total of nine sewer backups since 1973. Six of these were the results of sticks or roots in the system and three were the result of a power system outage at the Apex lift station. Since 1981 we have improved the alarm system and controls at the Apex lift station. Because this is a low area, we have equipped the site to accept auxiliary power during power outages and have a number of times placed our generator there during storm events. This area is particularly affected by heavy storms due to the large amount of trees in the area. As indicated to the Nason's, their residence has the lowest basement _ in relationship to the Apex lift station. Accordingly, if any blockage occurs in that line, their residence is the first that the blockage affects, In 1989, the City instalfed a back flow preventor on their service. This was initiated as an attempt to reduce any backup into their basement. In 1993, The Nason's experienced a sewer backup as a result of the baek flow preventor working in the line. While the Apex line was blocked, the back flow preventor stopped any flow into the residence, but they experienced a backup in their line as a result of their own waste water disposal.
