Councilman Steve Billings received your letter regarding the sump pump water that is being discharged onto
Jackson Street and asked me to respond to you on his behalf.
We have noticed the change in the water table in this area and the problems it is causing. It has increased
to the point where the ice in the street is creating a public safety issue. Public Works crews have had to
remove ice from Jackson Street weekty all winter. As a result of this, we have inforrned those residents on
Jackson Street that they must cut off the discharge pipes at least 10 feet back fi-om the road. This will
allow the water a chance to soak back into the ground rather than flooding the street We will be
inspecting this later in February to ensure compliance.
We cannot allow the sump pumps to discharge into the laundry tubs because this causes problems at the
sewage treatment plants. The Met Council runs the sewage treatment plants and charge each city based
on how much sewage we send to them. The cities in tum charge the user based on how much water you
purchased from us as measured by your water rneter.
The sewage treatment plants are already near capacity and sump pump water is basically clean water taking
space in the pipes and treatment system away from the sewage that does need to be treated. Again, the
City is charged for this but as unmetered water, the cost is shared by all of us. The Met Council is
implementing additional penalties to cities that do not take steps to eliminate this extra clean water
additions to the waste stream.
The solution to this whole problem is to reconstruct Jackson Street with the addition of storm sewer that
the properties can connect their sump pump lines to directly. This will include some cost share by the
residents. We have this in our plans for 2009. To do it any sooner will take initiative on the part of that
neighborhood in the form of a petition requesting the improvement and agreeing to help pay for it
