Dear Mr. & Mrs. Bannochie:
On April 10, 2000, the Fridley City Councii officially approved your request for a Special Use
Permit, SP #00-02, to allow a residence to be built in a River Preservation District, legally
described as Lots 13, 14, 15, & 16, Block V, Riverview Heights, City of Fridley, Anoka County,
Minnesota, generally located at 665 Dover Street NE.
Approval of this special use permit is contingent upon the following stipulations:
1. Soil testing shall be completed and submitted by a soils engineer as required by Chapter
17 of the Uniform Building Code prior to pouring of the foundation footings.
2. All necessary permits shall be obtained from the City prior io construction.
3. Siding and landscaping shaii be used to minimize the impact of flood-proofing materials.
4. The petitioner shall submit an elevation certificate as part of a verifying survey prior to
the foundation being capped, which shall verify the minimum first floor elevation is 824.1
feet.
5. The petitioner shall flood-proof the garage in accordance with current Federal and State
flood-proofing requirements to a minimum of the 100 year flood elevation.
6. A retaining wall shall be installed on the east side of the home to maintain existing
elevation and drainage along the eastern property line.
7. The builder shall grade the property to conform with the grading plan dated 2/11/2000.
8. The verifying survey shall confirm that the grading complies with the grading plan dated
2/11 /2000.
9. Erosion control measures shall be installed along the west, south, and east lot lines prior
to any work done on this site.
10. The petitioner shall execute any record against the property a hold harmless agreement
releasing the City from (iability if damage occurs as a result of flooding.
1 i. Petitioner shall plant a minimum of three trees. These three trees can be a combination
of over-story deciduous trees having a 2.5 inch minimum caliper at time of planting.
12. City staff must approve the removal of any additional trees.
13. The height of the structure shall not exceed 30 feet as measured from the street
elevation, which is 818.54 feet. •-- •
