Dear Innsbruck North Townhouse Owner/Resident:
Your Board of Directors held a scheduled meeting on Tuesday evening, September 14 in the
Recreation Center. The September 14 meeting was preceded by an Open Forum for
owners/residents that commenced at 6:30 p.m. All of the board members except Veona Boss
attended the meeting. Mel Gittleman and Liz Reach also attended the meeting.
Ein�uci�1 - For the month of Scptember, the third month of the cunent operating year and the
third full month of management under Gittleman Management Corporation, there was a positive
budget variance of $1,589.38. Total income was $297.62 greater and net operating $1,291.76
less than the respective amounts budgeted for the month. This result is after taking into account
a contribution of $7,384.00 to reserves during the month.
For the first three months combined (July - September) of the cunent operating year, there was
a positive budget variance of $3,001.7�. Total income was $230.14 geater and net operating
expenses $2,771.57 less than the respective amounts budgeted for the three month period. This
result is after taking into account contribution of $22,152.00, in total, to reserves during the three
month period.
Cash on hand and in reserves totaled $189,876.05 as of September 30, which amount includes
$13,067.55 of prepaid assessments, $1,080.00 of various security deposits and $8,391.00, in total,
of repair deposits and escrows. The total amount of $61,151.03 was funded from reserves during
the three month period for capital expenditures in the common azeas, and the total amount of was
advanced (bonowed) during the three month period from reserves to fund exterior improvements
on behalf of townhouse owners.
There were no outstanding payables as of September 30. Assessment receivables totaled
$31,688.05 as of the same date of which amount $25,702.25 is owed by thirty (30) individual
owners who aze 61 or more days past due. I.egal actions and/or assessment lien foreclosures
were commenced or soon will be commenced against almost all of the thirty (30) owners for
collection of unpaid assessments, late fees and attomey fees and costs. Owners who are
delinquent in payment of asscssments are strongly urged, and invited, to contact us and make
arrangements for payment. We'll do our best to establish a reasonable payment schedule to
amortize detinquencies that are long outstanding.

the filing of court actions, recording and foreclosure of assessment liens and, after judgements
are obtained, the garnishment/levying of wages, assets, etc.
R«itd'nQ Exterior & Roofs — All exterior work (and roofs) in townhouse numbers 1, 2, 4, 5 and
7 with related garages (located on East Bavarian Pass) is essentially completed with exceptions
of gutters and downspouts on the garages (street side only) and gutters and downspouts on the
upper roofs of the townhouses. In addition, work wiii commence within the next seven day
period to correct exterior surface drainage problems, where possible, overlay most all of the
blacktop walking paths and install concrete steps where necessary in connection with the above
numbered townhouses, the costs of which are to be paid by the Association.
With respect to work on townhouse numbers 20 with related garages (located on West Bavarian
Pass), 28 with related gazages (located on Waldeck Crossing), 29 with related garages (located
on Bohnhof Junction), 25, 26 and 30 with related garages (located on North Oberlin CircIe) and
22 and 24 with related g2�sges �lxated c�fl East Obeilin CuCI�} a!; wor:: is esscntially �omgleted
with the exception of exterior painting, sanding of deck floors and the installation of gutters on
the garages (street side). We expect that the painting will be completed within the next two week
period.
Carpenter work and replacement of garage door panels, where required, is expeeted to be
underway during the week of October 11 on townhouse numbers 18 with related garages (located
on South Oberlin Lane) and 15 with related garages (located on Meister Road), with some luck
on weather conditions, we're hopeful that these two buildings will also be repainted and
completed during this fall season. �
Common Areas — Once again we wish to advise owners that the Boazd intends for the following
work to be done in the common areas during this fall season:
a. add/replace some new sod in azeas of development most in need;
b. trim and prune trees and remove dead trees and branches
throughout development (work to progress through winter season);
and,
c. resolve other landscape and drainage problems on a limited basis
within time and budget constraints.

p� — Pet owners are reminded that the Rules & Regulations in effect at Innsbruck do not permit
pets to run free (unleashed) out of doors or to be tied outdoors unattended. Also, it is required
that dog excrement be immediately picked up and properly disposed of.
Reservation of Part oom — Reservations of the Party Room are handled by Ms. Jeny Hedstrom
who resides at 5543 East Bavarian Pass. Ms. Hedstrom's telephone numbers are: res. 571-3471,
work 323-555L
OLtside Water Spigots — Residents/Unit Owners are advised that all outside water spigots should
be tumed off at this time. The turn off valves are located within the townhouse units. The
following procedures should be followed:
a. disconnect outdoor hoses from spigot(s);
b. tum spigot valve(s) located in townhouse unit to "closed" position;
and,
c. turn sp��ot(�\ ias "open" pos�tion azad l�avc 'b�en" all winter.
Failure to follow the above procedure could result in freeze up and possible bursting of interior
domestic water pipes.
Arrangements will be made to pick up garden hoses at a latcr date for storage.
�� — Necessary replacement parts for repair of the sauna are on order and should arrive for
installation on October 20, on which date the sauna should be operational and ready for use.
Refuse Disgosal — Discarded furniture, mattresses, appliances and other like items that are not
routinely picked up by the Association's rubbish hauler on the scheduled day(s) should not be
piled up and left by the roadway or anywhere else on the e�erior grounds, even though
temporarily or for short periods of time. Residents aze required to make their own arrangements
for disposal of such items. Junk piled outdoors is unsightly and thus offensive to neighbors and
visitors. Resident compliance will be greatly appreciated.

From and after January 1, 1994, the master comprehensive insurance coverage carried by
Innsbruck North Townhouses Association will not under any circumstances provide coverage for
personal property owned by Townhouse Owners/residents for any type of loss. Personal property
includes furniture, draperies, clothing, personal effects, jewelry, coin collections, etc.
From and after January 1, 1994, the master comprehensive policy carried by Innsbruck North
Townhouses Association will not under any circumstances provide coverage for specified
improvements and betterments: carpeting and all other types of flooring, wall coverings, light
fixtures, all types of built-ins, kitchen and laundry appliances, cabinets and window treatments
contained within townhouse units.
From and after January 1, 1994, each Townhouse Owner/resident is responsible for loss, damage,
or theft to his or her personal property and to improvements and betterments specified above
contained in his or her townhouse unit, and is advised from and after January 1, 1994, to cany
an individual HO-6 Condominium Unit All Risk Homeowners Policy (and Renters Policy, if
applicable) to provide adequate coverage for his or her personal property and the improvements
and betterments defined above contained in his or her townhouse unit. A deductible amount of
$100 is recommended. An HO-6 All Risk Policy includes liability coverage for accidents that
occur within individual townhouse units.
Each Townhouse Owner is liable for the expense of any maintenance, repair or replacement
rendered necessary by the Townhouse Owner's act, neglect or carelessness or by that of any
member of his family or his or their guests, employees, agent or lessees, but only to the extent ¢`
that such expense is not met by the proceeds of insurancc coverage carried by the Association.
Such liability includes any increase in fire insurance rates occasioned by use, misuse or
abandonment of any townhouse unit or its appurtenances.

Dear Board Members and Melvin C. Gittleman:
I am writing to inform you that due to the recent, unexpected
termination of agreement by the management company, Gittleman
Construction/Management Services, hired by the Innsbruck North
Townhome Association, I will not be making the second half of my
special assessment payment for repairs/painting on my townhome
unit. I made the first half of my special assessment payment on
October 9, 1993 in the amount of $1,252.84 in good faith that the
scheduled repairs/painting on my townhome would be completed-.
Since these repairs/painting will not be completed by the November
15, 1993 due date for the second half of the special assessment
payment and are supposedly to be carried over into Spring, 1994,
and since the management company, Gittleman Construction/Management
Services, who oversaw the origination of these repairs/painting,
will nat be around to complete the task they started, I have no
written assurances that the repair/painting work will be completed
next year. The work yet to be completed is as follows:

Renailing was not done as is plainly visible in my courtyard
area.
I have paint shading/runoff on my townhome unit and garage
which is indicative of the fact that the paint was apglied toa
late in the season and that it rained right after it was
applied.
3. My front step platform off of my sliding glass door was not
painted.
4. I have a second story window painted shut (facing Innsbruck
Parkway) which I cannot free and cannot get to since I do not
have a ladder that will reach (and neither does Innsbruck
Horth Townhome Association).
5. I have paint splatters along the sides of my new screen door
in the courtyard.

6. My courtyard gutters are already peeling. I feel that I
should have been given some advance notice of the intended
painting date so that I would have been able to prepare those
surfaces by sanding.
7. My brand new garage service door needs to be repainted.
Mittelstaedt Painting painted the service door while it was
shut leaving a nice white border all around the new door.
Again, had i been given some advance notice of the intended
painting date, I could have made arrangements to be home so as
to unlock the service door.
8. The front door on my townhome unit, which is in the courtyard
area, has yet to be painted.
9. The window well areas need painting, since it is obvious they
were painted during the last painting and I have a distinct
line where the new and old paint end and begin.
10. Parts of the bottom of my fence in the courtyard were not
painted. �
11. Wherever caulking was done, the paint is cracking and the
white caulk is showing through.
12. All my windows need to be repainted to get the edges. Again,
had I been given some advance notice of the intended painting
date, I could have made arrangements to be home so as to open
� the windows for painting.
_ 13. My courtyard gate is not completely painted.
In addition to the work yet to be completed, the following issues
have yet to be resolved:
l. The cost of painting a middle townhome unit vs. painting an
end tawnhome unit. My townhome is a middle unit, it has less
exterior square footage, and should not cost the same to paint
as an end unit; particularly, since the end units have paid
more for painting in the past.
2. Materials/labor of repairs shared by myself and my neighboring
townhome unit (1543 North Oberlin Circle) were done by another
contracting firm hired by the 1543 North Oberlin Circle
townhome unit owner. We were both charged, again (double
charged), by Gittleman Construction/Management Services for
repairs they did not make.

3. I am still waiting for a loaical explanation as to why my
other neighboring unit (1551 North Oberlin Circle), who had at
least twice the amount of work done on their townhome unit as
I did, was charged about the same for labor as I was. I was
charged 32 hours and they were charged 34 hours. (Reference
the October 1, 1993 invoice from Gittleman Construction
Corporation for carpenter work and bid proposals from
Mittelstaedt Painting Co. information sent to myself with
copies to Toni DeMuse, President, Board of Directors,
Innsbruck North Townhome Association.) I also have
photographs of the work done on my townhouse unit vs. the work
done on my other neighboring townho��se unit (1543 North
Oberlin Circle) who had more work done than I did and is being
billed at least half the amount of labor hours by the
contracting firm they hired than I am. In addition to the
fact that townhome units, whose garages are opposite mine, who
had approximately the same amount of repairs done are paying
for 19 hours of labor. I feel that i have been overcharged
for labor when one compares the amount of repair work I had
done with the amount of similar work others have had done to
the amount of labor hours I have been charged. .
4. I was refused a written estimate by Gittleman
Construction/Management Services for the repairs/painting
before the work was begun. It is the mere nature of the
construction/contracting industry that estimates are provided
to clients prior to any work commencing. Once the client
agrees to the work to be done by basing a decision on the
written estimate and it is becoming apparent that as the work
is progressing the work is going beyond the scope of the
estimate, work is stopped and the scope of the estimate is
revisited. As mentioned above, I was refused this right of a
written estimate; and, the only information I ever received
was a final bill in the mail.
Please also consider this letter as a written request for a meeting
with myself and the Innsbruck North Townhome Association Board of
Directors to discuss the above-mentioned unresolved issues. I can
be reached at work at 574-4447. I also expect a written response
to this letter, sent to me, within ten working days of receipt of
